QUESTIONS AND ANSWERS

Questions and Answers

1. 0001: Pressure wash exterior surfaces 16’ Q: Will the contractor be required to capture and dispose of all spent water generated through pressure washing? Water generated w/cleaning solution cannot go into storm drains. Can be absorbed in soil around building.

Q: For bidding purposes can the government identify a set amount? For example, 500 SF continuous?

This would allow a more uniformed quote from all contractors. If you calculated the cost to pressure wash 100,000 SF your cost will be lower than if you calculated 500 SF, continuous or 100 SF continuous.

To cover unknown quantities the contractor will add cost. If the government provided a set continuous amount, then the contractors bid would be more realistic. For instance, the government requested the contractor to quantify the cost to pressures wash exterior surfaces from grade to 16’, 500 SF Continuous, quantity 2? The contractor then would know to calculate the cost to pressure wash 1000 SF from grade to 16” exterior surfaces. These are estimate quantities to be performed from multiple task orders, base, 1st year opt and 2nd year option. The contractor will be issued individual task orders to be accomplished when work is needed.

2. 0003: Clean gutters and downspouts.

Q: What is the average height of the gutters that will be cleaned? 16’, 18” etc.? Use 18.

3. 0004/005/0006:

Q: The type of substrate dictates the method of blasting and aggregate used when performing a SP6/SP7/SP10 blast surface preparation. There is a direct cost associated with each method and abrasive utilized. For the sake of consistency in each contractors pricing and bids should we assume we are abrasive blasting using black beauty aggregate? Yes.

4. 0007: Constructing containment structure.

Q: The government identifies the height of the containment structure. For bidding purposes can the government please identify an average width of the containment structure. Example 16’ height by 8’ wide. For bidding purposes all contractors would be bidding 128 SF/structure. Then you can calculate down to the individual SF unit price for the containment wall. Use 8’ wide by 8’ deep using up to 16’ height.

5. 0008: Remove and relocate furniture

Q: The government quantified the SF of furniture requiring relocation. Would the government also quantify the distance the contractor will be required to relocate this furniture? Move 3 foot from wall to paint or move to adjacent room.

For example: To another building, to an adjacent room? Adjacent room.

Q: Will the government take control of the moved furniture or will this be the responsibility of the contractor? Government maintains control.

6. 0009: Lifts on buildings over 30’ in height

Q: There are various types of boom lifts. Articulating, rough terrain, straight boom, /diesel/electric, two‐ man, one‐man, large platform, etc. For the sake of consistency in each contractor’s price and bids can the government please be more specific in the type of lift that the contractor needs to price? Straight boom and one‐man for pricing.

7. 0013: Clean ceiling diffusers.

Q: What is the height of the ceiling’s diffusers? There is a cost associated with working at certain heights. Without knowing what height, you are working a contractor will have to consider the worst‐ case scenario. Use 12’ high.

8. 0014/0015/0016/0017/0018/0019/0020:

Q: The identified SF of the above listed quantities range from 2,000 SF to 100,000 SF. Could the government please provide a Continuous SF quantity for bidding purposes? For example, 100 SF Continuous or 250 SF Continuous. Please refer to Question 1 for an explanation of why it would be more advantageous for the government to have contractors to provide quotes that would be more in line with “apple to apples”. With large quantities the government will receive line item quotes that are more in line “apples to watermelons”. Quantities are anticipated from pass history and represents execution of multiple task orders.

9. 0027: Miscellaneous wood surfaces: Fascias, rafters, soffit, ceilings, etc.

Q: For bidding purposes how should we quantify the number of rafters, I am missing information on the sizes of the rafters, soffits, and fascia’s, etc.? The rafters would be the most expensive surface to paint due to its height which would require additional equipment. The only unit listed for these miscellaneous tasks is a total SF area for all surfaces. A total SF area does not provide enough information to effectively estimate this task’s value. The lack of detail for this task will generally result in a more expensive estimated cost because the bidder will have to assume the total area of work to be the most expensive on the contractor’s end to avoid a monetary loss for this task. Yes, everything is assume and arrived at an average cost for various wood surfaces.

10. 0036: Prefinished metal siding with factory finish: over 16’ building height

Q: What would be the maximum height that the contractor would be responsible for painting? For bidding purposes this information would be necessary to generate an accurate estimate of the cost of this task because equipment rentals will need to be factored into this task’s price.

Items 9‐12 will accommodate to accomplish task for addition equipment rental.

11. 0054: Ferrous Metal Surfaces subject to High Temperatures on Stacks

Q: what is the highest temperature the metal will be exposed to? Spec says up to 1100 degrees.

Q: Will the temperature of stack be close to ambient temperature or what temperature will the stack be when the contractor will be working on it? Yes Q: Is the identified SF the total amount of surface the contractor will be required to coat at one time?

No. Estimated quantities for the year.

12. 0055: Ferrous Metal Surfaces subject to high temperature on stack over 50’ in height

Q: How high will the contractor have to paint for the stacks over 50’ in height? This information is imperative to generate a price for this task because the rental fees of equipment necessary to perform the task must be included in the price. Bid item 9‐12 will address rental fees for equipment.

13. 0059‐0061: Miscellaneous metal piping

Q: what is the average size of the metal piping and are these pipes in pipe gallery? ½” to 4”.

Q: are the pipes at ground level, or located at various heights? Various height If they are above ground level, can the government please provide the contractor more information regarding access, interferences that might require specific access that can not always be obtained by electrical or fuel powered lifts. No I have completed contracts in pipe gallery’s that had very difficult access to pipes running along ceilings and over tanks. This all effects how these costs would be quantified. Typically piping will be ladder accessable.

14. 0072 & 0073 Ceilings: Plaster, concrete, gypsum board, acoustical tile, wood, Celotex tile over 12’ height

Q: What is the maximum height of the ceilings over 12’ in height? Around 16’.

Q: What are the dimensions of the largest entry way/ access point to move our equipment into the room where we would be performing the work. 3’ door min.

15. 0076: “Spray Paint roll‐up doors”

Q: How tall are the garage doors? Bay doors are around 16’. We will need to evaluate what equipment we will need to be able to reach all areas of the garage door.

16. 0080‐0081: Miscellaneous wood surfaces, shelves cabinets, benches, steps or handrails

Q: Coating a flat surface is much less time consuming than coating steps or handrails. Can the government please quantify the quantities of flat surfaces, steps and handrails? No, figure pricing taking this in account.

17. 0095: “Prepare and refinish athletic wood floor” Use the amount call out 7500 sf.

Q: What is the minimum amount of square footage that will need to be refinished? To generate a unit price for the refinishing the athletic wood floor the contractor will need to develop a unit price per SF of the total costs including equipment, manpower, disposal, etc. If a minimum SF can be made available a more accurate/cost effective unit price can be achieved.

18. 0101: “Concrete Floor Patch” Q: What are the dimensions of the largest hole that needs to be patched? Unforeseen Length X width X thickness of each floor patch? Use 10’ x 10’ x 4”.

Will it require us to remove concrete (making the hole larger and more uniform/square) to properly patch the hole to maintain a level and smooth floor? Yes.

19. 0115, 0116, 0117,0118, 0119: “remove and replace deteriorated rafters”

Q: These identified bid items require demolition. To adequately cover all cost associated with a scope of work requiring the removal and replacement of a buildings architectural or structural elements such as deteriorated rafters the contractor needs to know to quantify this line item.

• What is the contractor’s access to the rafters? Unknown. This includes access to remove the demo’d rafter material. For example, is the contractor required to use a crane to remove rafters through an upper story window?

• What is the height of rafters requiring removal from floor level? Are they 10’, 15’, 20’, 25’, 30’, 35’, 40’ above floor level? Use 15’ to figure pricing.

• What interferences are in place that would impede the removal of the rafters? Unforeseen.

• What is the size of rafters requiring removal? For example, should the contractor consider quantifying their bid price on removing 10” deep X 2” depth X 8’ board length, 10’ board length, 12’ board length, 14’ board length, 16’ board lengths? Rafter sizing will be determined by using the equivalent of BF measurement.

• What would be the minimal and maximal quantity of rafters the contractor would be required to remove at one time? Use the amount given 100 BF.

• Can the contractor cut the rafters up in small pieces to make for an easier removal/disposal of each deteriorated rafter? Yes

20. 0114: “Remove/Replace deteriorated asbestos siding”

Q: What material type of siding would we be replacing the asbestos siding? Cement board siding.

21. 0137 Remove and replace ceiling tile

Q: At what height would these ceiling tiles be located? Up to 12’. Would these ceiling tiles be at different heights? If the ceiling tiles are above 12’ in height, what are the dimensions of the nearest access to the room where the ceiling tiles would be removed? Room will be accessible by minimum 3’ door. This information is necessary to evaluate if the contractor will need to rental equipment to perform this task.

Use 8’ ladder.

22. 0150: “Replace wood strip flooring on athletic floor”

Q: What type of wood was used originally to create the athletic floor? Maple? Yes.

Q: Will the contractor be required to use the exact wood or will a similar type with the same material properties suffice? Same type.

23. 0154: Patch textured wall finish on barrack building

Q: What are the dimensions of the largest hole that needs to be patched? Length X width X thickness of each patch? 12’ x 12’ x ½”. Will the contractor be required match the texture of the textured wall? Yes. If so, could you provide more information about the textured wall. Plaster texture will vary.

24. 0159 – 0291: Surfaces with lead base paint

Q: It appears that a majority of the tasks from 0001 – 0158 are being repeated but are under the header of surfaces with lead base paint. Could you please clarify what specific tasks are on surfaces with lead base paints? Bid items 159‐291 addresses additional cos to comply with environmental issues associated with lead base paint.

25. 0159: Pressure wash surface

Q: It is customary to NOT pressure wash lead pain because it increases the amount of hazardous waste generated. This task is a prime example of why contractors will need a more defined list of tasks that are lead based. Same answer as 24.

Technical Provisions 2.2.1 Q: What is the expected time period from the receipt of notification to the actually site walk with the government? Within 7/8/9/10 business days of receipt of notification? See 2.2.

2.2.2 Q: Does the government ever anticipate the contractor requiring a boom lift to obtain measurements of identified tasks? No.

2.2.4 The sections 2.2.4 states the contractor’s proposal must be supported by necessary documentation to indicate the adequate engineering and planning to accomplish the requirements have been accomplished.

This would only be necessary if a pacific Engineering or planning would be required by scope of work. Q: Can the government please identify what specific line item tasks will require an engineering and planning proposal? Non pre‐price item. AND/ How does the government want the contractor to quantify the cost associated with this requirement? Non pre‐price item.

Q: Where does the government want the contractor to allocate the cost associated with providing the government an engineering and planning proposal? Non pre‐price item.

4.1 Q: The government requires the contractor to provide a work schedule to allow minimum disruption to the using agency of each building. What type of schedule format does the government require? Forms will be coordinated with COR for approval.

5.1 Q: The government will not provide additional compensation during the scheduled period of contract performance in government buildings due to potential delays bought on by the government’s occupancy and usage. Will the government allow the contractor to work second or third shift? If required.

Q: If it is to the advantage of the government to perform work activities during the second or third shift to avoid government work disruption will the government allow a fixed equitable shift differential to cover the contractor’s employees hourly shift differential in pay? Only if work cannot be done during normal work duty hours.

5.7 Q: The government states that no more than 8 building will be worked on at any given time and each separate operation shall be completed and accepted on each building prior to beginning the next operation. Can the government clarify the meaning of separate operations? Does the government mean that all operation necessary to completed each task order must be completed before moving on to the next building and subsequent task order? Yes.

5.8 Q: How does the government want the contractor to quantify the cost for trimming bushes and trees back 2 feet from the building and disposing of all trimmed foliage to provide access for painting? Non pre‐price item.

5.10 Q: The square footage will be given but will any information on the weight of each piece of furniture be given? Will there be any furniture that will weighs over 100 lbs? Rarely. How far will the contractors have to move the furniture? Within building.

5.12 Q: Stewart/Hunter AAF identifies mandatory recycling center. Do both Stewart and Hunter have a recycling center? Yes.

Section 02 41 00 Demolition and Removal

1.3.1 Existing Construction Limits and Protection

Q: This section states the contractor is to provide temporary shoring and bracing for support of building components to prevent settlement other movement.

Q: How does the government want the contractor to quantify costs associated with this requirement?

This would be applicable to Items No. 0115, 0116, 0117,0118, 0119 Incorporated in pricing.

1.4 Weather Protection. How would the government want the contractor to quantify cost associated with this requirement when bidding this RFQ? Incorporate in pricing.
