JUSTIFICATION REVIEW DOCUMENT
FAR SUBPART 13.5 SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL
ITEMS – SOLE SOURCE JUSTIFICATION AND APPROVAL
Program/Equipment: 1st Ranger Battalion requires contract role player and linguist support throughout the training cycle in order to meet specific training objectives and prepare for contingency operations overseas.
Authority: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 as implemented by FAR Subpart 13.5.
FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items – Sole Source Justification and Approval
1. Contracting Activity: MICC-FSGA 976 William H. Wilson Ave, Bldg 621 Fort Stewart, GA 31314
2. Description of Supplies/Services: Contractor will provide role player and battle field effects packages in order to simulate the conditions faced by Special Operations Forces in operations overseas. Packages are tailored to support specific training events and are specified in the SOW.
Base Period: 01JAN2017 to 30APR2017
3. Reason for Authority Cited:
(a) 1st Ranger Battalion will conduct Task Force Training at multiple locations throughout CONUS throughout the training cycle. The purpose of this training is to exercise tactical, command and control, and support elements under realistic conditions that replicate the scale, diversity, and complexity of the operational environments faced by special operations forces during contingency operations overseas. An important factor in conducting these operations is the use of interpreters, host nation forces, and non- English speaking local nationals. Due to the nature of the training, as well as the tactics, techniques and procedures utilized, the contractor providing role player support and battle field effects needs to be thoroughly vetted and have the appropriate levels of security clearance.
OPS Alliance is a service disabled veteran owned, small business that provides customized role player and battle field effects solutions to special operations forces.
They routinely support units throughout the broad spectrum of USSOCOM and are uniquely qualified to provide this service for two reasons: Their experience in providing support for special operations forces enables them to accurately simulate their role and the end state is extremely realistic training. Secondly, this contractor has been vetted by the unit special security officer and is approved for use.
OPS Alliance staff have prior SOF experience and understand the conditions faced conducting operations, current TTPs and unit training objectives. The linguists and role players provided by OPS Alliance have either direct experience supporting SOF units overseas, or at the very least experience in supporting SOF training CONUS.
(b) Alternatives: 1st Ranger Battalion is not aware of any other contractor that can provide the same level of support.
(c) The minimum requirements of the Government are as follows:
1. Liaison Officer (LNO) Requirements:
i. Liaison Officer shall have a SECRET (ACCM) Clearance.
ii. Liaison Officer shall be Military Instructor certified in order to assist with scenario development and implementation.
iii. Liaison Officer shall have Program Management Experience.
iv. Liaison Officer shall have minimum 10 years USSOCOM military experience implementing the find, fix, finish, exploit, analyze (F3EA) to assist in oversight and support to BIT/TQ operations during scenario execution.
2. Interpreter Role Player Requirements
i. Interpreters shall have a SECRET (ACCM) Clearance.
ii. All Interpreters shall be in excellent physical condition.
iii. All Interpreters shall expect to perform similar physical duties as Soldiers.
iv. All Interpreters shall have cultural knowledge of Middle Asia.
v. All Interpreters shall be proficient in English.
vi. All Interpreters shall be proficient in Pashtu/Dari to a level equal to or greater than the 3/3 standards required of the Defense Language Institute (DLI).
vii. All Interpreters shall be comfortable operating around military working dogs.
3. Pyro technicians Requirements
i. Technicians will have prior experience working within similar SOF unit (preferable the 75th Ranger Regiment) exercises within the last six months.
ii. Technician will be responsible for working and controlling their own separate target location and will operate independently of one another.
iii. Pyro-technicians shall have a SECRET (ACCM) Clearance.
4. Pyrotechnical Requirements
1. Rocket-Propelled Grenade Fire Simulation with Fireball: Contractor needs remote detonate a simulated rocket-propelled grenade fire directed at dismounted personnel. Must provide all pyrotechnics required. Effects resembling fireworks are not considered realistic.
2. Victim Detonated Improvised Explosive Device Simulation: Contractor needs to simulate an improvised explosive device that is triggered by individual actions – trip wire, crush wire, pressure plate, etc. Must provide all pyrotechnics required. Effects resembling fireworks are not considered realistic. Will be capable of simulating at least twenty five
(25) times. Contractor needs to be able to remotely detonate pyrotechnics while moving in the vicinity of the personnel training. Must be safe for personnel operating nearby.
3. Remote Detonated Improvised Explosive Device Simulation with Fireball: Contractor needs to simulate an improvised explosive device buried in the road which detonates on command. The contractor must provide all pyrotechnics required. Will be capable of simulating at least twenty five (25) times. Effects resembling fireworks are not considered realistic. Contractor needs to be able to remotely detonate pyrotechnics while moving in vicinity of the personnel training. Must be safe for personnel operating nearby.
4. Pneumatic weapon system: Contractor will provide two (2) remote pneumatic weapon system that has the ability to replicate automatic AK-47 and DShK heavy machine gun fire for the duration of the dates.
6. Efforts to Obtain Competition: In accordance with FAR 5.202(a)(13), this action will not be synopsized.
7. Actions to Increase Competition: The Government will post a notice of intent to sole source to OPS Alliance LLC. on a GPE for seven days. In the event that another contractor claims to be able to support this requirement they may be permitted to submit a quote.
8. Market Research: No other vendor was found to provide the services described to this scale and scope.
