3. Description of Services or Supplies:

The total estimated value of the proposed action is $71,433.66

1st Ranger Battalion requires Advanced Skills Training for the battalion reconnaissance platoon (BRP) in order to comply with the Re imental Commanders Calendar Year 2012 Training Guidance as well as 151 Battalion, 75 Ranger Regiment JORTS 3-12 and 1-13 Training Guidance. This course is intended to provide the majority of our BRP with knowledge, critical thinking, and technical skills required to meet the Regimental and Battalion Commanders requirements for operations during combat overseas. The training will be conducted in the Colorado Springs and Denver area to best replicate the current operational environment. This area is ideal for its high desert and mountain terrain as well as its nearby urban environments. Furthermore, NEK has established relationships with local, state and federal law enforcement agencies in the area. NEK's past performances supporting major training events and training for 1'1 Ranger Battalion, 3'd Ranger Battalion, the Ranger Special Troop's Battalion and the Regimental Reconnaissance Company will ensure a standard training baseline. The cost of this course includes all classroom instruction/resources, course materials, software, training tools/equipment, and props required for training.

4. Authority: (Identify the statutory authority, FAR title and FAR citation permitting other than full and open competition. It may be one of the following, but other exceptions may be used.)

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization) Revision I,dated 13 Apr 09

Control No.------- 0 FAR 13.501(a)(1)(ii): For actions for commercial supplies or services greater than the SAT but not exceeding $5.5M, the correct citation is: Test Program for Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996 as codified at 10 USC Sec. 2304(g)(1)(B), and amended by Section 807 of the Ronald Reagan National Defense Authorization Act of 2005. [Note: this abbreviated justification form can only be used for actions not exceeding $550K. Justifications above $550K must be prepared using the format at FAR 6.303-2.)

5. Reasons for Authority Cited:

a. NEK Advanced Securities Group past performance providing the Regimental Reconnaissance Company with Surveillance Training will ensure consistency of training amongst the 75'• Ranger Regiment Reconnaissance Elements. The company has a training location in the Denver/Colorado Springs area to provide the Rangers conducting the training the necessary high altitude acclimation and environments to prepare Rangers for deployment for combat. NEK is also prepared to conduct this training during 4-14 DEC12, which is essential since that is the only time the 1'1 Battalion BRP can conduct this training.

6. Actions to Increase Competition: Describe efforts made to compete the action, including whether a notice was or will be publicized as required by FAR Subpart 5.2 or which exception under FAR 5.202 applies. If notice was publicized, discuss the number of written responses to the synopsis and the results of the assessment of the written responses. Provide rationale if interested sources were rejected. If applicable, state that no other sources have expressed interest, but all offers received shall be considered. Describe what actions will be taken to increase competition before subsequent acquisition of the supplies or services is required. You may state that action is a one-time requirement, but if a similar requirement arises, every effort will be made to compete it to the maximum extent possible.

1'1 Battalion, 751 Ranger Regiment has determined that NEK is best prepared to provide this training to ensure standardization with partner units. Furthermore, NEK's familiarity with the 75t11 Ranger Regiment's training requirements will ensure that this training will build off previously conducted advanced training.

7. Market Research: Describe the extent of the market research conducted to identify all qualified sources and the results thereof. "Market Research" is defined as those attempts you made to ascertain whether other qualified sources exist, and can include contact with knowledgeable experts regarding similar or duplicate requirements, contact with industry, results of a sources sought synopsis, or draft solicitations. Research of the marketplace may consist of written, telephonic, or world wide web inquiries.

Market research was conducted early in the training cycle to Identify vendors who could provide the same level of requirements for training. Global Strategic Services (GSS) was researched and it was determined that NEK Advanced Securities Group would be better suited because of their ability to tailor their POl to meet our intent, their knowledge of source handling, and experience operating overseas. Furthermore, NEK's ability to easily provide this training in the Colorado Springs/ Denver area will provide the proper training environment to prepare for this upcoming deployment for combat.
