52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 Days;

provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years 6 months.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JULY 2013)

(a) Definitions. As used in this clause--

Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.

(3) For long-term contracts--

(a) Definitions. As used in this clause--

Contract financing payment means an authorized Government disbursement of monies to a contractor prior to acceptance of supplies or services by the Government.

(1) Contract financing payments include--

(i) Advance payments;

(ii) Performance-based payments;

(iii) Commercial advance and interim payments;

(iv) Progress payments based on cost under the clause at Federal Acquisition Regulation (FAR) 52.232-16, Progress Payments;

(b) Except as provided in paragraph (d) of this clause, the Contractor shall submit payment requests and receiving reports in electronic form using Wide Area WorkFlow (WAWF). The Contractor shall prepare and furnish to the Government a receiving report at the time of each delivery of supplies or services under this contract or task or delivery order.

(c) Submit payment requests and receiving reports to WAWF in one of the following electronic formats:

(1) Electronic Data Interchange.

(2) Secure File Transfer Protocol.

(3) Direct input through the WAWF website.

(d) The Contractor may submit a payment request and receiving report using methods other than WAWF only when-

(1) The Contractor has requested permission in writing to do so, and the Contracting Officer has provided instructions for a temporary alternative method of submission of payment requests and receiving reports in the contract administration data section of this contract or task or delivery order;

(2) DoD makes payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and Billing System);

(3) DoD makes payment on a contract or task or delivery order for rendered health care services using the TRICARE Encounter Data System; or

(4) The Governmentwide commercial purchase card is used as the method of payment, in which case submission of only the receiving report in WAWF is required.

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

PERFORMANCE WORK STATEMENT

STATEMENT OF WORK

FOR

DOTD ACCESS CONTROL MAINTENANCE

To purchase an Access Control Maintenance Agreement for DOTD, Building 700 to ensure compliance with access control procedures and key control as outlined in AR 380-5 and AR 190-13. The Directorate of Training and Doctrine (DOTD) has 3 classified open storage areas and 2 secure video teleconference (SVTC) suites within buildings 700. To provide adequate protection to these areas the DOTD employs the use of a physical access control system (PACS) and a closed circuit television (CCTV). This system has been in effect since 2016 and has not been currently renewed for maintenance. This is a specialized system and only personnel who are qualified and knowledgeable in Genetec Software and HID hardware shall be allowed to work on this equipment. The equipment shall be maintained on a bi-monthly (every other month) and as needed basis.

1. DESCRIPTION OF SERVICES. Contractor shall perform Bi-Monthly full inspection of system to include 3 switches, 1 server, 1 card printer, 12 access control entry points, PC software and check terminals and functionality of the complete system and components. Replace any faulty equipment within the year’s contract. Purchase an annual subscription for the Genetec software. Contract includes lift rental, all equipment, cable and labor to maintain system functionality. Response time for issues shall be within 48 hours. All packing materials, cardboard, and any other equipment wrappings should be discarded by Contractor at the MWR recycle center on post or in the designated dumpster.

1.1. MAINTENANCE AND REPAIR SERVICES. Contractor shall perform the required services at the equipment location or a shop owned/operated by the Contractor. Contractor shall coordinate the removal of all equipment before removing and have a plan to replace or have loaner equipment available and shall ensure that building 700 stays connected to the access control system 24/7/365. In the event of an issue, Contractor shall provide on sight support with 48 hours of the trouble call.

1.2. CORRECTIVE MAINTENANCE. Corrective maintenance shall be identified within 48 hours of trouble call and rectified in a reasonable amount of time.

2. SERVICE DELIVERY SUMMARY.

3. GENERAL INFORMATION.

3.1 QUALITY ASSURANCE. The government will periodically evaluate the Contractor’s performance in accordance with the Quality Assurance Surveillance Plan.

3.2 GOVERNMENT REMEDIES. The Contracting Officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions for Commercial Items (May 1997), for Contractor’s failure to correct nonconforming services.

3.3 HOURS OF OPERATION. Monday – Friday 0730 – 1600.

3.4 CONTRACTOR MANPOWER REPORTING

Contractor shall report ALL Contractor labor hours (including Sub‐Contractor labor hours) required for performance of services provided under this contract for the [NAMED

COMPONENT (e.g., Department of the Army)] via a secure data collection site. Contractor is required to completely fill in all required data fields using the following web address:

https://www.ecmra.mil, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services.

Reporting inputs will be for the labor executed during the period of performance during each Government FY, which runs from October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October of each calendar year, beginning with 2019. As part of its submission, Contractor shall also provide the estimated total cost (if any) incurred to comply with this reporting requirement.”

3.5 SECURITY REQUIREMENTS. CONTRACTOR ACCESS PROCEDURES

TO FORT SILL (FEB 2015)

Effective 9 February 2015, personnel requiring access to the installation shall possess a Common Access Card (CAC), Long Term Unescorted Access Pass or Military ID, or Individual temporary pass issued by the Fort Sill Directorate of Emergency Services (DES) pursuant to Army Directive 2014-05, Policy and Implementation Procedures for Common Access Card Credentialing and Installation Access for Un-cleared Contractors.

Fort Sill has initiated a system which provides three forms of access documentation based upon the duration of required access and DOD Network requirements.
