TRADOC Capability Manager Contract Support

DRAFT PERFORMANCE WORK STATEMENT (PWS)

TRADOC Capability Manager (TCM) Contract Support

1.0. BACKGROUND: The Capabilities Development & Integration Directorate (CDID) Training and Doctrine Command (TRADOC) Capability Managers (TCMs) coordinate and integrate doctrine, organization, training, materiel, leadership and education, personnel, and facilities (DOTMLPF) issues and materiel solutions across current and future Army organizations. They maintain a balance between deployability, sustainability, and in-theater foot-print with lethality, mobility, and survivability. Current organization will evolve as operating environments change. TCMs must monitor current, proposed, and future organizational structure and equipment requirements to ensure all capability gaps are addresses to reflect the needs identified by the Department of the Army.

The purpose of this task order is to enhance the services and flexibility of the current Capability Managers community from both the Air Defense Artillery and Field Artillery lines of effort.

These planned Contractor Manpower Equivalents (CMEs) will provided needed subject matter expertise and assist TCMs in meeting their responsibilities, functions and tasks as defined in TR 71-20 and the individual TCM charters signed by the TRADOC Commander. Specific efforts supported will include coordination with Program Managers and HQDA staff on User requirements; development of fact sheets, talking papers, decision papers and other documents in order to ensure user positions are understood; and support all ongoing DOTMLPF integration efforts within the TCM. The current capacity of TCMs without this contracted support cannot adequately meet all of the requirements described above given the increased operational tempo of change associated with Army of 2020 and the Force of 2025 and beyond initiatives. The addition of these 25 CMEs, for the upcoming contract year, support the Capability Managers in all efforts and will allow CDID to support all of the critical requirements simultaneously.

9.0 COMMON ACCESS CARDS (CACs) FOR CONTRACTOR PERSONNEL

(a) When contractor performance is required on Government installation(s)/location(s), contractors shall ensure Common Access Cards (CACs) are obtained by all contract or subcontract employees who meet one or both of the following criteria:

(1) Require long-term logical access to Department of Defense computer networks and systems in either:

(i) the unclassified environment; or

(ii) the classified environment where authorized by governing security directives.

(2) Perform work on a long-term basis, which requires the use of a CAC for installation entry control or physical access to facilities and buildings.

(b) Contractors and their employees shall use the following procedures to obtain CACs:

(1) Prior to the Applicant contacting a TA to request a government credential, he or she must first be vetted through his or her employer using the DoD-approved process and the process outlined in the following documents:

(i) Federal Information Processing Standards Publication 201-1, “Personal Identity Verification (PIV) of Federal Employees and Contractors”

(ii) DoD Regulation 5200.2-R, “Personnel Security Program”

(iii) Department of Defense Manual (DoDM) 1000.13, Volume 1—"DoD Identification (ID) Cards: ID Card Life-Cycle"

(2) Contractors shall provide a listing of their employees that will require a CAC to the contracting officer. The listing will contain the following information in order for a CAC application to be created in the Trusted Associate Sponsorship System (TASS): last, middle, and first names; Social Security Number; Date of Birth; email address; the contract number; and the contract end date. The contracting officer will provide a copy of the list to the Government representative in the local organization designated to authorize issuance of contractor CACs (i.e., Trusted Agent (TA)). The TA will then create a CAC application in the Trusted Associate Sponsorship System (TASS).

(3) Once the TA has created the CAC application, a temporary login/password will be generated in TASS. The TA will notify each contractor employee when his/her application is created and will securely distribute the login/password to that contractor employee. Each contractor employee shall then enter the TASS web site using the temporary login/password and complete the CAC application and submit it back to the TA. Once the Applicant has logged in for the first time, he or she has 30 days to complete the application process.

(4) Once the TA approves the application, the Applicant has 90 days to obtain a government credential from a RAPIDS Issuing Facility. To locate a RAPIDS Issuing Facility, Applicants can use the RAPIDS Site Locator (RSL) at http://www.dmdc.osd.mil/rsl/. The Find Sites details page on the RSL website includes information on making appointments. Some RAPIDS Issuing Facilities use an electronic appointment scheduler. In those cases, the Scheduling URL is listed on RSL Find Sites details page. At the RAPIDS Issuing Facility, an operator verifies and updates the DEERS data with the Applicant data and status of the card.

(c) While visiting or performing work on Government installation(s)/location(s), contractor employees shall wear or prominently display the CAC as required by the governing local policy.

(d) During the performance period of the contract, the contractor, or contractor employee as appropriate, shall:

(1) Within 7 working days of any changes to the listing of the contract personnel authorized a CAC, provide an updated listing to the contracting officer who will provide the updated listing to the TA (who will create new CAC applications or revoke those for employees no longer performing on the contract as appropriate);

(2) Contractors must return the government credential to the issuing agency as soon as one of the following occurs, unless otherwise determined by the service or agency:

- When credential is no longer needed for contract performance.

- Upon completion of employment.

- Upon contract completion or termination.

(3) Report lost or stolen CACs immediately to the TA.

(e) The contracting officer may delay final payment under the contract if the Applicant (Contractor) fails to comply with these requirements.

(f) Applicants who work overseas (e.g., those who accompany and support military forces) may require Geneva Convention CACs and may need to provide documentation of the appropriate Status-of-Forces Agreement (SOFA) at the RAPIDS Issuing Facility in order to receive a government credential.

10.0. CONTRACTOR ACCESS PROCEDURES TO FORT SILL (FEB 2015)

Effective 9 February 2015, personnel requiring access to the installation shall possess a Common Access Card (CAC), Long Term Unescorted Access Pass or Military ID, or Individual temporary pass issued by the Fort Sill Directorate of Emergency Services (DES) pursuant to Army Directive 2014-05, Policy and Implementation Procedures for Common Access Card Credentialing and Installation Access for Un-cleared Contractors.

Fort Sill has initiated a system which provides three forms of access documentation based upon the duration of required access and DOD Network requirements. The three forms, described below, are as follows: (1) Common Access Card (CAC); (2) Long Term Unescorted Access Pass or Military ID; or an (3) Individual Temporary Pass.

The Prime Contractor shall provide a completed FS Form 118 for each prime or sub-contract employee who requires a CAC or Long Term Unescorted Access Pass in the performance of this contract. The required documentation shall be provided by the Prime Contractor to the Fort Sill Visitor Control Center (VCC) office between 7:00- 5:00 PM hours Monday – Friday. Required forms shall be provided to the VCC within 10 calendar days of notification of this requirement or of contract award (whichever occurs first).

Directions to the VCC: From Interstate 44, take the exit for Rogers Lane West. Go approximately 2 miles to the Sheridan Road North exit. Go north on Sheridan Road and follow the signs to the Visitor Control Center (on the right side of the road).

Required Documentation for Access:

‐ FS 118 REQUEST FOR UNESCORTED INSTALLATION CONTRACT ACCESS TO

FORT SILL

A fillable form is located at: http://sill-www.army.mil/USAG/forms.html

Once documentation is provided by the Prime Contractor to the COR/POC, the COR/POC will initiate and coordinate the process for obtaining Contractor CACs or Long Term Unescorted Passes (for contract employees not possessing a current CAC or military ID) with the Directorate of Emergency Services (DES).

Failure to receive a CAC may result in the contractor personnel being denied admission to the installation. Failure to receive a Long Term Unescorted Access Pass or Individual Temporary Pass will result in the contractor personnel being denied admission to the installation. Failure to receive required access shall not relieve the Contractor from execution of Contract Requirements.

Denial of a request can be appealed by completing FS 117 and submitting to the designated COR/POC for action. Submission of an appeal shall not relieve the Contractor from execution of Contract Requirements.

Required Documentation for Appeal:

- FS 117 FORT SILL ACCESS CONTROL DENIAL WAIVER APPLICATION PROCESS

AND FORT SILL FORM 117 (FS ACCESS CONTROL DENIAL WAIVER APPLICATION)

A fillable form is located at: http://sill-www.army.mil/USAG/forms.html

Three Forms of Access Documentation

1. Common Access Card (CAC): Contractor employees and staff (herein referred to as Contractors) requiring access to the installation on a recurring basis for a period of 6 months or more, and requiring access to a DOD computer network shall obtain a CAC.

Contractor employees who do not require access to a DOD computer network are not eligible for a CAC but should apply for Long term, unescorted access as described below.

CACs are issued through the Trusted Associate Sponsorship System (TASS) program. Issuance of a CAC requires a favorable Federal Bureau of Investigation (FBI) fingerprint check, successful submission of a National Agency Check with Inquiries (NACI) (equivalent or higher) background investigation to the Army’s investigative service provider and a favorably adjudicated NACI (equivalent or higher) investigation from a Federal department or agency.

In order to avoid delays in gaining access to the installation, contractors requiring a CAC are encouraged to contact their Contracting Officer Representative (COR) to begin the process to obtain CACs as soon as possible.

2. Long Term, Unescorted Access Pass: This pass is required for Contractors, Sub-contractors and Vendors requiring physical access to the installation on a recurring basis (greater than 24 hours) and who do not require access to a DOD computer network. The expiration date of the access will be the end of the contract period of performance or 365 days whichever comes first. Sub-contractors shall be bound by this same requirement.

Prime Contractors are responsible for obtaining timely sub-contractor documents necessary to secure required access documents. Contractors and their employees shall pass a NCIC Interstate Identification Index check in order to secure this pass.

Military ID: Military ID cards for retirees, reservists and dependents are acceptable for unescorted access onto Fort Sill.

3. Individual Temporary Pass: All contractors and sub-contractors who do not possess a CAC, a valid Military ID, or a current long term unescorted pass shall report to the Visitors Control Center located near Sheridan gate to obtain an Individual temporary pass. A temporary pass will ONLY be issued to persons who produce a valid current federal or state issued ID with a picture, and must pass a NCIC Interstate Identification Index check and local exclusion roster. (The Center is anticipated to be open 30 January 2015)

Acceptable forms of ID are:

1. Valid current State issued Photo ID that is for driving or for identification.

2. Valid current Permanent Resident Card or Alien Registration Receipt Card (Form I-551)

3. Valid current Employment Authorization Document (Card) that contains a photograph (Form I-766)

4. Passport (Foreign Passports must show point of entry stamp).

The contractor shall return issued CACs and Passes to the designated COR at the end of the contract period of performance or the end of the individual employee’s tenure, whichever comes first. The contractor shall also coordinate with the COR for new or replacement CACs or Long Term Unescorted Passes as required.
