Q&A
| Questions | RESPONSES | DOCUMENT REFERENCE |
| Could the Government please provide the name of the contractor currently supporting this work effort, as well as the contract number for the current BRAC FM contract. | Vista, W9124J20C0006 | Addendum |
| Could the Government please clarify if the basis for award is "Best Value" or "Lowest Price Technically Acceptable (LPTA)." The first sentence in A.1 states, " This is a best value (Lowest Price Technically Acceptable) source selection...", and in A.2, in bold text it states, "Award will be made on the basis of the technically acceptable proposal with the lowest price (LPTA)." |
| Will the Basis for Award be Best Value or LPTA? | LPTA | Addendum, A. Basis For Award.1 and .2 | ||
| The Addendum states that the contractor shall complete Attachment 2 "CLIN Pricing", however Attachment 2 was not included in the SAM notice. Will the Government be releasing the attachment for offerors to complete? | Attachment 2 Included in Amendment 01 | Addendum, D, Volume IV - Cost/Price | ||
| Can the Government confirm whether the intent of Task 5.2.1 includes actual application development (e.g., modifying .NET or SQL logic), or whether changes are limited to configuration-level or database-driven updates? | Task 5.2.1 includes application development, to include any emergent requirements from DoD IT. | PWS, Section 5.2.1 | ||
| Given the wide technology scope outlined in Section 1.6.23.4, can the Government clarify which technologies contractor personnel are expected to actively maintain, and which are only required for general knowledge/support? | The list of systems are requirements to maintain the BrAC FM system and BRAC website. | PWS, Section 1.6.23.4 | ||
| Can the Government clarify whether the PM/System Administrator Key Personnel role is expected to independently perform all listed technical and financial tasks, or will other roles support system admin and financial operations in practice? | It is not anticipated that the PM would perform all listed tasks. It is up to the contractor to provide the best staffing plan they can. | PWS, Section 1.6.17 | ||
| Can the Government confirm whether ISSO responsibilities outlined in Section 1.6.18.2 are expected to be fulfilled by existing labor categories, or whether the offeror should propose a separate resource or hours for this function? | It is up to the contractor to provide the best staffing plan they can. Other than the PM which is Key Personnel, the staffing may be as proposed by contractor and accepted by government. | PWS, Section 1.6.18.2 | ||
| Does the Government believe the labor estimates in Exhibit 3 reflect the full scope of current and expected responsibilities? If the offeror is expected to propose the labor hours / level of effort, how will the gvt evaluate the cost between offerors as an LPTA? | Yes, the estimates in TE 3 reflect full scope and expected responsibilities. MICC-FSH I'm not sure how to answer the second part of this. | PWS, Exhibit 3 | ||
| Please provide the specific certifications personnel are required to have. | Microsoft Azure cloud environment, Windows 2012 datacenter, SQL server 2014, IIS | |||
| 8.5 for the IaaS environment, the Azure app and the Azure SQL services from Microsoft Azure ( used for PaaS environment), DoD approved 8570 Baseline Certification, IA Technical Level II (GSEC or Security+ CE or SSCP or CCNA-Security) and CE/OS Certificate. | Addendum C.1.b.ii | i. completeness of the proposed Staffing Plan for resumes, certifications, and signed contingent offer letters of employment for all personnel proposed, to include certifications associated with the following database and applications: Microsoft Azure cloud environment, Windows 2012 datacenter, SQL server 2014, IIS | ||
| With some of the technologies identified within the PWS (e.g., Windows Server 2012, SQL Server 2014 with extended support) coming to an end of life in 2026, has the Government considered a migration or modernization of the infrastructure to move to supported technologies during the Period-of-Performance? If so, is that expected to be included in the CLINs? | As system updates are continually occurring, by the time of contract award the platforms may be updated. Contractor should submit staffing plans that are sufficient to the task. Emergent requirements or required system updates tie to the emergent requirements would be addressed on a case by case basis as we do not have a crystal ball. | Addendum C.1.b.ii | 8.5 for the IaaS environment, the Azure app and the Azure SQL services from Microsoft Azure ( used for PaaS environment), DoD approved 8570 Baseline Certification, IA Technical Level II (GSEC or Security+ CE or SSCP or CCNA-Security) and CE/OS Certificate. | |
| Can the Government provide examples or a notional list of the types of ‘modifications’ performed on BRAC FM in the past 12 months (e.g., table configuration vs. source code logic), to inform appropriate technical staffing? | No, contractor should propose staffing plan that has experience of RMF and Army requirements as noted in PWS. | PWS, Section 5.2.1, PRS, Deliverables | ||
| Will the Government expedite CAC/network access approvals during the Phase-In period to ensure full contractor onboarding is achievable within 30 days? What is the average timeline for current onboarding? | Government COR will process CAC and network access as quickly as possible - but OCR does not direct the Powers that Be and can only request expedited staffing and be a squeaky wheel. | PWS, Section 3.1.4 | ||
| Could you clarify the total number of FTEs required for each of the key roles mentioned in Section 5.3 (BRAC Web Site support) and Section 5.2 (BRAC Financial Module support)? | See PWS TE 3 for Estimated Workload. | |||
| Is there an incumbent for the Program Manager or any other critical roles, and if so, can you provide the contract number and award amount? | W9124J20C0006, VISTA | |||
| During the transition period (Phase-In from 01 July 2025 to 30 July 2025), how will incumbent employees (if any) be integrated into the new contract, and how will the FTE requirements change during this time? | The phase in is meant to allow an overlap for outgoing and incoming contractors. The FTE req's shouldn't change. |
Please provide the incumbent information - name, contract # and value. W9124J20C0006, VISTA
Please advise if there are any upcoming opportunities for such a visit, or if the government intends to host an industry day. No, there will not be site visit or industry day.
Please advise if there are any upcoming opportunities for such a visit, or if the government intends to host an industry day. No, there will not be site visit or industry day.
| Has the scope or size of the contract changed in any nontrivial way between the incumbent contract and the present solicitation? That is, is the scope and estimated workload for the present solicitation approximately the same as for the incumbent contract? | The estimated Labor Hours in PWS TE 3 is the same as the current contract although cost have increased since 2020. |
| What is the estimated workload measures/metrics for this PWS so offerors may estimate staffing required? | See PWS TE 3 for Estimated Workload. |
| C. Proposal Preparation Instructions: The only volume which the Government has asked to sanitize is the General Volume which contains completed SF 1449, Solicitation, Offer and Award, Solicitation/Contract, Supplies or Services and Prices, Contract Administration Data, Representations, Certifications and Other Statements of Offerors. These materials are not usually sanitized. Can the Government specify what they want sanitized? Is it only names, company names, contact info, and signatures? Do you want pricing information in TAB C, Section B to be sanitized? Anything else? | Volume 1 shall contain 1 copy santized. |
| Factor 1: Technical Capability: Section (b) states, "i. the resume for the key personnel, which is Program Manager (PM) . The resume for the PM shall have necessary background, skills, capabilities, education requirements and technical experience that meet the standards outlined in the PWS paragraph 1.6.18. ii. Provide a proposed Staffing Plan to include resumes, certifications, and signed contingent offer letters of employment for all personnel proposed, to include certifications associated with the following database and applications: Microsoft Azure cloud environment, Windows 2012 datacenter, SQL server 2014, IIS 8.5 for the IaaS environment, the Azure app and the Azure SQL services from Microsoft Azure ( used for PaaS environment), DoD approved 8570 Baseline Certification, IA Technical Level II (GSEC or Security+ CE or SSCP or CCNA-Security) and CE/OS Certificate". It appears that the Government may need from offerors more than just resume and contingent offer letter for the key personnel Program Manager (PM), but that of any other personnel proposed on the contract. a) Are resumes and contingent offer letters of all proposed key and non-key personnel required in offerors' proposals? b) Must every element of the cited skills, experience, and certifications (i.e., "Microsoft Azure cloud environment, Windows 2012 datacenter, SQL server 2014, IIS 8.5 for the IaaS environment, the Azure app and the Azure SQL services from Microsoft Azure ( used for PaaS environment), DoD approved 8570 Baseline Certification, IA Technical Level II (GSEC or Security+ CE or SSCP or CCNA-Security) and CE/OS Certificate") appear in at least one of the resumes included in the proposal? (e.g., Windows 2012 datacenter experience?) c) Must the resume of every proposed staff member contain an appropriate DoD approved 8570 Baseline Certification and a CE/OS Certificate? d) Are copies of certificates or (online proof such as verification sites like Credly) needed for the required certifications (i.e. 8570 requirements)? e) Please confirm contingent offer letters and copies of certifications are not within the page limitations. | a). Only required resume is the PM, however contractor should present as through a proposal as possible. b). No however if contractor fails to provide required skills they will be found to be in breach and a cure notice will be completed. c). Yes, you work on DOD contracts you take the training. d). Yes e). Correct |
| d. Volume IV – Cost/Price (Factor 3): Section (1) states, " The offeror shall complete Attachment 2 “CLIN Pricing ” Failure to complete Attachment 2 may deem an offeror to be noncompliant." A search through the solicitation has not turned up an Attachment 2 "CLIN Pricingg". The solicitation goes on to discuss Excel formulas, so Attachment 2 appears to be an Excel file and there are no Excel files in the solicitation materials. Please include this attachment. | Attachment 2 Included in Amendment 01 |
| Volume IV – Cost/Price (Factor 3): Section (3) states, "The volume shall be organized as follows and contain the identified information: Blocks 19-24 of the SF 1449 shall be submitted fully completed". However, the SF 1449 was in Volume I General. Please clarify if the Government wants the SF 1449 to be in both Volumes I and IV | SF 1449 included in Volume 1 |
| Addendum to 52.212-1, Instructions to Offerors - Commercial Products and CommercialServices: The solicitation states, "All contractors shall propose the pricing for 1 base year (12 months), and 4 option years; total of 60 months". However, Section "d. Volume IV – Cost/Price (Factor 3)" states, "The Price volume should be based on the period of performance as follows: one (1) months of phase-in, eleven (11) months of Base year..." a) Please clarify if the base year is 11 months plus a 1-month phase-in as the Volume IV instructions state, or 12 months plus a 1-month phase-in as "Addendum to 52.212-1, Instructions to Offerors" states. b) PWS 1.5 states Option Year 4 only has a performance period of 11 months + 1 month phase-out. This also appears to contradict with the 60 months stated in "Addendum to 52.212-1, Instructions to Offerors". Please clarify this also. | The Base year is set up for 1 month of Phase In (Non-Incumbent contractor only) Then an 11 month POP. |
Phase out is included in CLIN 4006 (Incumbent Only) Then the remaining OY CLINS are a POP of 11 months. Therefore each Contractor will be proposing on 59 months.
| Addendum to FAR 52.212-1, Section C(4)(b)(2): Do non-key personnel resumes count against the Volume II page limit, or may they be included as an appendix that is excluded from the 40-page maximum? | No, resumes do not count towards page count. |
| Addendum to FAR 52.212-1, Section B(7): If we identify no potential or actual OCI, is a brief statement to that effect sufficient for Volume I, or do you require a formal “no-OCI” certification plan? | A Brief statement will suffice if no potential or actual OCI |
| CLINs 0003 vs. 0004: Based on historical usage, how many labor hours per month were spent on BRAC FM application support vs. website tasks during the last contract period? | Website is as needed, and some months there would be no support. Traditionally over a year support should not exceed labor hours in PWS TE 3. |
| Does the Government require each labor category (Program Manager / System Administrator / QC Specialist, Application Systems Analyst, Web Designer Intermediate) to be separately priced or shown in detail for each CLIN, or is a single FFP per CLIN acceptable? | Single FFP per CLIN acceptable. |
| Help Desk Volume (PWS 5.2.4): Approximately how many BRAC FM help-desk tickets or support calls occur each month, and what is the average time to resolve each ticket? | Some months there were be zero other months there could up to 4 per month. |
| Unplanned Outages: On average, how many unplanned outages of BRAC FM have occurred annually, and how many hours does it typically take to resolve each outage? | Approximately 6, mostly from hosting platform. Outages could be hours to a day. |
| After-Hours / Weekend Coverage: Are patches, upgrades, or outage recoveries typically performed only during normal business hours (8:00 AM–5:00 PM EST), or must support be provided after hours or on weekends? | Usually during office hours. |
| User Account Management: How many active user accounts currently exist for BRAC FM, and how many new user accounts or account deletions occur each month? | Approximately 100 |
| System Environment Size: How many servers or distinct environments (e.g., dev, test, prod) are used to host BRAC FM, and does the system rely on separate database servers vs. application servers? | Environment is on cArmy. Contractor should be familiar with how cArmy is managed. |
| Patch Frequency (PWS 5.2.8.2, 5.2.8.3): How many major patch or STIG cycles typically occur each year for BRAC FM, and about how many total labor hours are required per patch cycle (including testing and documentation)? | STIG updates are continuous and unpredictable per DISA. Labor hours vary per STIG. |
| Routine Sys Admin Tasks (PWS 5.2.8.2, 5.2.8.3): How many labor hours per month do routine system administration tasks (e.g., log reviews, vulnerability scans, user account setup) typically require | Less than 20% of the labor hours in the TE3. |
| Security & RMF Tests (PWS 5.2.8.15): How many formal RMF security control/contingency tests are typically conducted each year, and about how many hours do those tests require (including eMASS documentation)? | At least 2/year but may be more depending on DISA. Hours required for testing various on requirement. |
| Modifications / Enhancements Volume (PWS 5.2.1, 5.2.5): How many major functional enhancements vs. minor updates to BRAC FM are typically needed each year, and how many labor hours on average does each type require (major vs. minor)? | Anticipate continuous modifications/updates as cArmy updates and new cyber findings direct response. We have not had a major edit/change to BRAC FM in this past year. Currently migrating from IAAS to PAAS, this is a moderate to major modification. |
| AMSCO Frequency (PWS 5.2.2, 5.2.3): How many times per year do AMSCO data updates or changes generally occur, and approximately how many hours do these updates require each time | Usually once with follow up corrections. |
| Monthly Data Loads (PWS 5.2.3): How many hours does each routine monthly data upload or synchronization take, and does the volume or complexity of data vary significantly month-to-month? | Some months there were be zero other months there could be more. The complexity does not change the volume may. And how long depends on the volume. |
| Data Volume per Load: About how many records or data sets are processed in each monthly load, and are there seasonal spikes where volume significantly increases? | The amount of data sets varies, however the most active time is a new fiscal year. |
| Reporting Requirements (PWS 5.2.6, 5.2.7): How many monthly or quarterly reports must be produced, and how many labor hours does each report typically consume? | One monthly report is required. |
| System Documentation Updates (PWS 5.2.5, 5.2.7): How frequently are major system documentation revisions (SOPs, user guides, etc.) required, and how many hours per revision do they normally take? | Major system docs may be needed to be updated yearly. How many hours it takes is dependent on the individual and subject to contractor bus practices. |
| Seasonal Surges: Are there any months or quarters with significantly higher volumes of funds requests, user support tickets, or data loads (e.g., end-of-fiscal-year), and how much does it spike by? | Yes, end-of-fiscal year is a busy time for funds requests. |
