Questions and Answers Matrix
#Document in Question
(PWS, etc.)Page/Para in QuestionQuestion/Comment
(one question per line)Government Response/Disposition
1PWS
Will the Government permit instruction to be delivered by a regionally accredited academic institution under a subcontracting or teaming arrangement, provided the prime contractor maintains responsibility for coordination, compliance, and quality assurance? It is possible that this arrangement could work as long as the learning environment meets the standards laid out in the PWS (i.e. cannot be 100% online or virtual learning).
2PWSWill the Government require prior review/approval of syllabi or instructional materials incorporating radiology-related topics, or will general alignment with the PWS suffice? The government will provide the Radiology topics to be incorporated upon contract award. These are topics that the student must create a presentation for (oral and/or written) and do not require the instructor to be a subject matter expert in Radiology.
3PWSTo ensure that syllabi align with PWS requirements, particularly the integration of radiology-related topics—can the Government confirm the expected turnaround time for reviewing and approving instructional materials? The government can review and approve instructional materials within one week of being provided the syllabi.
4PWSWill the Government provide or approve radiology-related themes in advance of contract start, or should instructional materials be developed first and then aligned with those topics upon receipt?Instructional materials can be developed first and then aligned with the Radiology topics upon contract receipt. The government will provide the Radiology topics to be incorporated upon contract award. These are topics that the student must create a presentation for (oral and/or written) and do not require the instructor to be a subject matter expert in Radiology.
5Will instructors have access to the full duty day (0800–1530) for instructional use, or will any portion of that time be reserved for other military training, administrative tasks, or supervision by Army personnel?Dedicated instructional time will be daily from 0800-1530 (lunch is approximately one hour). Anything that detracts from this (outside of the published holidays) is unplanned and will be coordinated with the vendor. This should be a rare occasion if at all.
6Can the Government confirm whether each course is expected to meet the equivalent of 45 contact hours (in alignment with SACSCOC guidelines for 3-credit-hour courses), and whether that standard applies regardless of the compressed schedule?Regional accreditation standards must be adhered to despite the compressed schedule.
7Will students be pulled for formations, briefings, or other activities during the instructional day, or is the 0800–1530 block fully dedicated to academic instruction?Dedicated instructional time will be daily from 0800-1530 (lunch is approximately one hour). Anything that detracts from this (outside of the published holidays) is unplanned and will be pre-coordinated with the contractor. This should be a rare occasion if at all.
8Regarding the two overlapping cohorts per year, could the Government clarify whether these require dual classrooms, separate instructors, or if the same instructional staff may deliver to both groups in a staggered schedule? The same instructional staff may be used in a staggered schedule and an additional classroom will be provided if needed.
9PWSThe PWS requires the contractor to provide official transcripts for each student to the Army within 7 business days of course completion. In compliance with FERPA, will the Government provide or facilitate a process for obtaining student consent for the release of their transcripts to a third party (e.g., the contractor or the Army)? We want to ensure full compliance with student privacy protections and institutional policies, particularly when working with an accredited academic partner.Any consent needed can be accomplished during student enrollment in the days preceding class start.
10The draft notice references NAICS code 611710 – Educational Support Services, which carries a $24M size standard. Would the Government consider evaluating alternative NAICS codes—such as 611430 (Professional and Management Development Training, $15M) or 611699 (Miscellaneous Schools and Instruction, $18.5M)—to better reflect the scope of this requirement and broaden small business participation? The Government will consider the suggested NAICS Codes.
11Additionally, if the NAICS code is changed prior to solicitation, can the Government provide insight into the timeline for publishing that change and how it will be communicated to interested vendors? The NAICS Code will be published in the release of the Solicitation.
12Can the Government clarify how “educational quality” will be defined and measured for this requirement? Will this be based on student outcomes, curriculum alignment, instructor credentials, or adherence to academic standards such as SACSCOC equivalency? Will quality assurance tools (e.g., surveys, rubrics, assessments) be provided by the Government, or should the contractor propose an internal evaluation framework?Educational quality is assessed by student outcomes (e.g. pass rate) and student/supervisor feedback as provided in post graduation surveys. This information will be shared with the contractor and the contractor may propose an internal evaluation.
13Will the Army provide TRADOC 350-6 training directly to the instructional staff and contractor personnel, or is the contractor responsible for sourcing and completing this training independently? The Army will provide the 350-6 training required for instructors who interact with initial entry trainees.
14Will the Government require submission or pre-approval of instructor résumés if instructional personnel are assigned by a regionally accredited institution and meet SACSCOC credentialing standards? The government does not need to pre-approve instructor resumes. All instructors must meet the institution's accreditation standards.
15Will the final solicitation be priced using a labor-hour model, or is the Government considering a firm fixed price per cohort or per student structure based on these estimates? The Government anticipates issuance of a FFP Contract.
16Will vendors be expected to separately price each labor category (e.g., instruction vs. transcript processing), or will the Government group these under broader CLINs (Contract Line Item Numbers)?CLIN breakdown and pricing instructions will be provided with the Solicitation.
17Can the Government provide the anticipated timeline for the start of the first cohort under the awarded contract? Specifically, will the first class begin during Summer 2025 (short-term session or short-late session) and be completed prior to the Fall semester, or is the Fall 2025 timeframe being targeted for the initial delivery?I would prefer a June start date. The first class would be 23June25. Othewise, the next class start dates are 28Jul2025 and 25Aug2025. After that, we'd be in a new FY.
