PERFORMANCE WORK STATEMENT (PWS)

FOR

Reserve Component and National Guard Captains’ Career Course (CCC) Facility Support Services

1. GENERAL. This is a non-personal services contract to provide facilities in support of the U.S. Army Medical Center of Excellence, Department of Leader Training Reserve Component and National Guard Captains Career Course at Joint Base San Antonio Fort Sam Houston (JBSA- FSH). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform billet and facility support services as defined in this Performance Work Statement (PWS), section 5, except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.

1.2 BACKGROUND. The mission of the Department of Leader Training Reserve Component and National Guard Captains Career Course is to train officers to lead a company or equivalent-sized organization and serve successfully in U.S. Army staff positions. Additionally, to prepare them for subsequent assignments by providing an opportunity to learn the leader, tactical, and technical tasks, including supporting knowledge and skills, necessary to support the Joint Team across all military medical operations encompassing the ten medical, functional areas. Due to the limitations of billets and facilities on JBSA-FSH during the required time frame, the course must be conducted off-site. It must also be held within 10 miles of JBSA-FSH due to the restriction mandating that missing one day of POI time or any essential task regardless of the duration of the task will result in a student being dropped from the course. Utilizing a location within 10 miles of JBSA-FSH provides a link to support resources. In the event that a student becomes ill, military medical facilities are available for the student to be seen and travel proximity within approximate 10-15 minutes while locations outside this geographic perimeter stretches beyond 30-60 minutes or more, creating a critical difference between students being retained in the course or dropped from the course. The course population consists of United States Army National Guard and United States Army Reserve male and female personnel with mixed military rank structure, that includes Officers in the rank of Lieutenant (0-1) through Colonel (0-6); however, the majority are below the rank of Major (0-4).

1.2.1 The Reserve Component and National Guard Captains Career Course will be held in June for at least thirteen days (beginning with the afternoon of report date and ending with the morning of graduation date - account for one day) and no more than twenty-one days. The estimated attendance of the Captain Career Course will be up to 545 (520 soldiers and 25 instructors) based on the Army Training Requirements and Resources System (ATRRS).
