Question 1. Will this opportunity be in support of only 68W Combat Medic personnel or will other AOCs/MOSs be support through this effort?
Q1. Government Response: Yes, the CME’s will complement the existing
Government service employees in support of the 68W devices and the other MEDCOE program classrooms and staff devices.
Question 2. Is there currently an incumbent for this work and, if so, can you provide the incumbent's name?

Question 3. The original solicitation, Contract Number: W9124J-18-C-0012 states the following in PWS, “5.0 SPECIFIC TASKS: 5.1. Computer Tech (IT-II): Contractor shall provide one (1) computer technician and have the capability to increase to four (4) computer technicians to provide services to support the AMEDDCS, which includes but not limited to, operate and maintain the IT infrastructure; install, configure, troubleshoot, scan and repair computer workstations, thin client workstations, personal digitals assistant (PDA) devices, printers, and current operating systems (WIN 10).”
3a. Was the original Total Firm Fixed Price (FFP) of $602,822.37 (Base and Three (3) Option
Periods) was for 1 Computer Tech or for 4 Computer Tech resources?
Q3a Government Response: No, the initial contract was for one Computer
Technician with a modification increasing to two Computer technicians. It also included a server/network administrator CME in the base year.
3b. Secondly the PWS in Sources sought states the original contract was (Base and Three (3)
Option Periods) however, if we look at the original PWS it lists the following under Period of
Performance, which one is correct?
1.5 Period of Performance:
Base year 15 Mar 17 – 14 Mar 18
Option Year I 15 Mar 18 – 14 Mar 19
Option Year II 15 Mar 19 – 14 Mar 20
Option year III 15 Mar 20 - 14 Mar 21
Option Year IV 15 Mar 21 – 14 Mar 22
Q3b. Government Response: PoP was adjusted to 23 APR 2018 – 22 APR 2022
Question 4. Can newly established Women owned companies that have the capability in fulfilling all the requirements of this notice submit a response?
Q4. Government Response: Women Owned Companies must be certified in the
Small Business Administration’s Woman Owned Small Business Program to be eligible.
Question 5. When should the vendor provide all the candidates? Before the award?
Q5. Government Response: Instructions will be provided in the Request for
Proposal. This is only a source sought notice for market research purposes.
Question 6. Can you please explain what “Contract Total Firm Fixed Price: $602,822.37 (Base and Three (3) Option Periods)” covers?
a. Vendor operation expenses only?
b. Is this yearly price or is this price for the entire five years?
c. Does this include the Technician’s salary as well?
Q6. Government Response: This is the total value of the contract for the whole contract period.
Question 7. The Sources Sought Notice references the incumbent contract W9124J-18-C-0012, and a current value for that contract. When this requirement was competed in 2018, the requirement was for 2 FTE, and we presume was awarded for 2 FTE as it was a reverse auction on FedBid.
Please confirm the contract value noted on your notice (and FPDS) is for 2 FTE while the new requirement is for 4 FTE?
Q7. Government Response: The current contract was awarded for one computer technician and one server/network admin. The new requirement is for 4 four CME computer technicians
Question 8. The current work was competed via FedBid Reverse Auction. How do you envision competing this effort?
Q8. Government Response: This requirement will be competed through CHESS.
Effective immediately, the Army’s CHESS program is the mandatory source for the purchase of commercial IT services for Army clients. Purchasers of commercial IT services must satisfy their requirements by utilizing the CHESS contracts first, regardless of dollar value or appropriation. Any purchase for commercial IT services made outside of the
CHESS contracts requires a CHESS statement of Non-Availability (SONA) and a Waiver from the IT Approval Systems (ITAS) through G-6. This is directed by the “Use of the
Army Computer Hardware Enterprise Software and Solutions (CHESS) Contract Vehicles to Purchase Commercial Information Technology (IT) Services memo released by the
Deputy Assistant Secretary of the Army (Procurement) (DASA(P)) 1 DEC 2020.
Question 9. This section states in part,” In response to this SSN, vendor responses are limited to ten (10) written pages (PDF or MS Word Format) and should include …… “
Please provide guidance on Font type and size for the Main body of response, Tables, and
Figures.
Q9. Government Response: There is no specific font type and size for responses to this Sources Sought Notice.
Question 10. iWATCH Training. Section 1.6.18.3 states in part, “This training shall be completed within XX calendar days of contract award and within YY calendar days of new employees commencing performance with the results reported to the COR NLT [insert number of calendar days] calendar days after contract award.”
Please clarify the number of calendar days from contract award (XX) and the number of calendar days for new employees (YY).
Q10. Government Response: The final PWS will clarify. Standard is 60 days from contract award or 30 days for new employee

11a. What is the helpdesk ticketing software currently in place and what is the number of tickets submitted per weekly average?
Q11a. Government Response: Remedy, average number of work orders per CME is
4 per day.
11b. Has this system been sufficient for the tasks it is intended to perform?
Q11b. Government Response: Yes
11c. Does the government customer already have a system in place (such as Microsoft Active
Directory) for user account creation, maintenance, access, and eventual user removal?
Q11. Government Response: Yes
