108; Attach A Pricing Matrix
1.6 1.6.1 RFP shows 11 Holidays with the new addition of Juneteenth. Should the hours included in Attach A Pricing Matrix reflect 1912 rather than 1920?
1920 is the anticipated productive hours.
Pricing is based on 2080 total hours which includes productive and non-productive (Federal Holidays and Leave).
2 Attach A Pricing Matrix; Phase-In
TEP & Task Order #1 Phase-in reflects a single line for LC and Rate, is it acceptable to add additional line(s) as needed to reflect additional LC's as needed? Or, should an average rate and hours be combined on a single line?
No, contractor shall provide the total labor cost for phase-in per their proposed phase in plan as a single line.
The cost narrative should provide how the cost were developed to include labor mix, rate and phase in of the 6 FTEs required on Task Order 01.
3 Attach F Task Order 1 PWS; Attach A Pricing Matrix
Page 10 Historical Work Load; Task Order #1 Tab of Pricing Matrix
Attach F Task Order 1 PWS Historical Workload by LC differs from Attach A Pricing Matrix "Task Order #1" tab Historical Workload, can the Government please confirm which is correct?
See revised Task Order PWS.
4 Attach A Pricing Matrix
Task Order #1 Tab Will the Government please confirm that we should change the Labor Categories and Hours to reflect our proposed solution in response to Task Order #1 PWS?
See revised Pricing Matrix. See response to Question #1 in regards to hours.
5 1, 2, and 3 Attach D Specific Relevant Contract Format
N/A Page 1 identifies 10 areas within the contract response format. Pages 2 and 3 identify 13 areas within the contract response format. Which numbered format does the Government prefer we complete?
See revised Attachment D for 10 areas required.
6 RFP page 78 of 108 Solicitation 2a Subfactor 1: Understanding the Requirement states the proposal must demonstrate a high level of understanding of the tasks outlined in the PWS. Please define if the "PWS" refers to the Base PWS or the Task Order #1 PWS?
The PWS refers to the Base PWS, work within the Task Order PWS is derived from the Base PWS.
Solicitation Questions
7 RFP page 94 of 108 Solicitation PWS 4.2 This paragraph states "This is an unclassified contract". However, the paragraph also states Contractor employees must have a SECRET clearance. Is this a classified or unclassified contract or is the classification dependent upon individual task order requirements?
The Contract itself is unclassified but a SECRET Leval security clearance is required for all personnel.
8 RFP page 95 of 108 Solicitation PWS 5.1 Figure 1 appears distorted in the document and is unclear. Will the Government please provide a better version of Figure 1?
See stand alone copy of Figure 1.
9 RFP page 78 of 108 Solicitation Evaluation Factors
2a Factor 1 Technical Capability requires the offeror to demonstrate a technical approach that successfully accomplishes the PWS requirements. Since there are some distinct differences in the Base PWS requirements and the Task Order 1 PWS Requirements which of these should we focus our response on?
The Base PWS is the source document for all Task Orders and should be used to submit your responses.
10 RFP page 3 of 108 General Information 6 We believe paragraph 6 was cut and paste into this Solicitation unintentionally. It seems to be intended for a contract supporting the Medical Strategic Leadership Program. Does paragraph 6 belong in this RFP? Are paragraphs 1-5 of the General Information section intended for this CDID opportunity or are they misplaced as well?
See revised RFP, General Information

12 RFP page 99 of 108 Specific Tasks 5.4.1.3 Please clarify the last sentence in 5.4.1.3.

See Revised Base PWS, Removed "A weekly facility usage and activity report will Medical Battle Lab" from Base PWS"
13 RFP page 101 of
Specific Tasks 5.5.3 In the Base PWS, paragraph 5.5.3 is titled "Army Health System (AHS) Subject Matter Expert (SME) Manpower Support". The Task Order #1 PWS has paragraph 5.5.3 titled "Performance Standards" and directs that 5.5.3 be removed from the Base PWS.
Please clarify if the government wishes to remove paragraph 5.5.3 and 5.5.3.4 from the base PWS.
See Revised Task Order PWS. The TO#1 PWS was corrected to retain
5.5.3. Army Health System (AHS)
Subject Matter Expert (SME) Manpower Support.
14 RFP page 75 of 108 Volume III Past Performance
This section requires past performance from all teaming partners proposed to perform a significant portion (greater than 25% of the work). May we also submit current and relevant past performance from teaming partners that may be doing less than 25% of the work on this contract?
Yes. Contractors may submit current and relevant past performance from teaming partners that may be doing less than 25% of the work on this contract?
Please refer to Addendum to FAR 52.212-2 for Past Performance Evaluation Criteria.
15 RFP page 81 of 108 Factor 2 Past Performance
4 This section addressed the relevancy of past performance. It makes references to partner(s) and subcontractor(s) performing greater than 25% of the requirement.
Because this is an 8a Set Aside, the prime is required to do at least 51% of the work.
With the requirement for a significant partner to do more than 25% limits us to only one significant partner to ensure we stay within the 51% requirement. Will the Government please consider defining a significant partner as members of an Offeror’s overall team who are expected to perform 25 percent or more?
There is no requirement for a significant partner to do more than 25% of the work. Should the contractor choose to propose subcontractors as part of their overall team, those performing more than 25% of the work shall have their past performance considered.
16 RFP page 94 of 108 and 4 of 11 part 5, 5.1 basic services
5.1, and 5.3 Base PWS paragraph 5.1 line 3: "The contractor will provide clinical and Operational Army Health System SMEs".
Paragraph 5.3 and 5.3.1 of the TASK ORDER #1 PWS delete the requirement for Clinical Science and Technology SME.
Should paragraph 5.1, line 3 of the base PWS remove the requirement for the contractor to provide a clinical SME?
Clinical Science and Technology SME will not be required as part of the initial TO# 1 PWS but will remain in the base PWS because we will require this support at a later date. Contractor shall propose rates for all FTEs for the overall base contract.

22 RFP page 75 of 108 Volume III Past Performance
As the U.S. Government Accountability Office (GAO) has ruled in favor of allowing the evaluation of experience to consider past performance information regarding affiliated companies, and FAR 15.305(a)
(2) (iii) allows the evaluation to consider key personnel who have relevant experience, is it allowable to use an affiliated and/or sister company's past performance and resources in response to our experience?
Yes, provided that the information is relevant to the requriement.
23 RFP page 76 of 108 Volume III Past Performance

All FTEs must have a SECRET Clearance, thus the contractor is required to have a Secret FCL in order to vet its employees.
29 69,84 On page 84 it states the government will award a single award. On page 69 last paragraph it states the contract to be assigned to SBA Requirement number CI1638536525C. Will this RFP become a Sole Source 8(a)?
The SBA Requirement Number is for the competitive 8(a) requirement. Once an 8(a) awardee is identified an updated SBA Requirement Number will be provided by the contractor's cognizant SBA office.
30 86 1.6.13 How much travel will be needed to Fort Lee, Fort Benning, and Fort Eustis? What will the contractor's responsibility be at these locations? Is there a FTE located at one of these location?
