THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for

Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the

U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE) through beta.sam.gov. It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement.

1. The Mission Installation Contracting Command in Fort Sam Houston (MICC‐FSH) on behalf of the U.S.

Army Environmental Command (USAEC) is issuing this sources sought synopsis as a means of conducting market research to identify companies having an interest in and the resources to provide multiple environmental compliance and conservation services (ECCS). This is a new requirement thus there is no incumbent or current contract in place. Further details are provided in the "draft" Performance Work

Statement (PWS) (Attachment 1). The intention is to procure these requirement on a competitive basis if an adequate number of qualified interested companies are identified through this sources sought.

2. Based on the responses to this sources sought notice/market research, this requirement may be set‐ aside for small business (in full or in part) or procured through full and open competition. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set‐aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service‐Disabled Veteran‐Owned, Women‐Owned Small

Business concerns), to identify their capabilities in meeting the requirement at a fair market price.

3. The contemplated NAICS code for this requirement is 541620, Environmental Consulting Services, with a Size Standard of $16,500,000.00. In your opinion, does this NAICS code fit this requirement? If not, which NAICS code would you suggest and why?

4. Questions regarding this Sources Sought announcement shall be submitted no later than 12 June

2020 by 4:00 PM Central Standard Time (CST). After this deadline, questions may not be considered regarding this announcement. Verbal questions will not be accepted. All questions MUST be in writing via email to elsa.aguon.civ@mail.mil. Please reference (Sources Sought Question ‐ ECCS MAIDIQ) in the email’s subject line.

5. It is anticipated that if a solicitation results from this notice, it will be to award a Multiple Award

Indefinite Delivery Indefinite Quantity (IDIQ) Contract for approximately $20 Million, may be set‐aside for small businesses, and up to seven (7) firms may be selected. Response shall not exceed 5 pages, be single spaced, and 12 font size at a minimum. Bulleted responses are acceptable. The Government prefers that responses be submitted in Microsoft Word, Adobe Acrobat, or a combination of both and the document must be searchable. Please provide the following:

a. A discussion of your capabilities to fully perform the specific tasks (5.2 through 5.8) outlined in Part 5 of the Performance Work Statement (PWS).

b. A brief outline of past performance/previous experience (within the past 5 years) on similar type work described in PWS sections 5.2 through 5.8, to include dollar value, Contracting Organization, Contract number, prime or subcontract designation, complexity, timeframe, and commercial or non‐commercial, as well as address the following:

• Corporate experience managing performance‐based acquisitions;

• Corporate experience conducting and overseeing all aspects of technical and administrative work similar to work described under PWS sections 5.2 through 5.8, on contracts that exceed $250,000 in value;

• Corporate experience integrating multiple subcontractors in meeting performance objectives; and

• Demonstrated experience working on large, active federal installations.

c. Information to help determine if the environmental compliance and conservation services requirement is commercially available, including pricing information, basis for the pricing information

(e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.

d. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns.

e. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Please contact the MICC Advocate for Competition at scott.d.kukes.civ@mail.mil or 210‐466‐3015 if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the beta.SAM.gov notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.

f. Recommendations to improve the approach/specifications/draft PWS to acquiring the identified services.

6. In addition to the 5 page documentation stated above, in the cover letter to this response please provide the name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.)

7. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.

8. Please note that under a Small‐Business Set‐Aside, in accordance with FAR 52.219‐14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance.

Provide an explanation of your company’s ability to perform at least 50% of the tasking described in the

PWS.

9. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
