Solicitation W9124J-20-R-0032 Fort Wainwright Cook Support Services
Question: Government Response:
1 Are these cook support services being requested a permanent service - meaning not contingency cook services? 1.a. Will the Government be performing any cooking requirements alongside the
Contractor under this requirement?
No, cook support services are not permanent. The service is funded on annual basis. The information requested is not relevant or necessary to prepare a response to the
Solicitation.
Yes, there will be military cooks alongside the contractor personnel.
2 We noted in Attachment E that there is no pricing information included for gloves, can you please provide that information?
Confirm, there is NO pricing information included for gloves. The
Government (LRC) provides all disposable gloves.
3 Confirming that contractor will be performing all serving requirements for all serving lines.
Confirm, the contractor will NOT be performing all serving requirements for all serving lines with the exception for the grill. While on the grill line, the contractor might pass the completed product to another person (to the customer or another person on the serving line to add more items to the plate).
4 Confirming that contractor will NOT be performing any headcount duties/cash collection duties.
Confirm, the contractor will NOT be performing any headcount nor cash collection duties
5 Confirming Contractor is NOT performing any duties related to AFMIS. 5.a.
Contractor will request subsistence from
Military rations personnel in order to prepare menu items. 5.b. Contractor does not order any subsistence. 5.c. Contractor does not perform any subsistence inventory.
Confirm, the contractor is NOT performing any duties related to
AFMIS. Military personnel will perform all of those listed duties.
6 Who is responsible for storage of subsistence upon receipt from vendors?
Military is responsible for storage of subsistence upon receipt from vendors, with assistance from DFA personnel as needed.
7 Will the Contractor be provided with a lockable location to store supplies purchased in accordance with Attachment
E?
The PM will have a lockable location.
8 The PWS does not reference requirements on preparation of menu items for field feeds/remote site feeding, particularly within section 3.1. Can you please provide specific guidance on the Contractor's requirements for fulfillment of mermite requirements as these are additional servings to be prepared by cook staff. 8.a.
Additionally, the historical AFMIS dta provided in Attachments F1 - F3 is silent on the historical mermite headcounts however an estimated quantity is provided in Attachment F - is historical data available rather than relying solely on estimated quantities?
The contractor will participate with the preparation of mermite foods, usually an item already on the menu for consumption in the dining facility.
Military personnel are responsible for insuring that all items are panned up and they will have the unit personnel sign for the meals taken from the facility. There is not a consistent source for the historical data (the past year has had a large amount of mermite food for Restriction Of Movement
(ROM) feeding - not typical of the support required). Units are required to establish a field kitchen for support required for more than 3 days, so it is not a long term commitment.
9 How much notice will be given for surge requirements that may require additional staff to support?
Generally, when the LRC is informed, the Government requires that the support starts at least 72 hours after the contractor has been notified.
10 What are the email size restraints for proposal submission before we need to
"Request a Drop-off" though the SAFE web-based tool; also are we able to send the proposal in with more than one email submission?
The size limit of each email, with all attachments, cannot exceed 9 megabytes (MB) due to the
Government’s email system restrictions. Multiple emails will be accepted but it is up to the offeror to ensure all emails as well as attachments are identified to be acknowledged by the Contracting Officer or Contract
Specialist.
11 The Sub-CLINs for X003 are the same as those that were provided in the previous
Solicitation W9124J-20-R-0031 for DFA services: same building, same headcount bands. However the estimated quantity of days for each Sub-CLIN is different when comparing both Solicitations. One would
The estimated days between the DFA and Cook Support Services solicitation attachments would not match if compared as there is a continuous need for DFA services (cleaning, dishes, etc.), but the Cook Support is ordered on an as needed basis as normally the assume that if the performance for the DFA services in Solicitation W9124J-20-R-0031 is being performed in the same building and within the same headcount bands as the Cook services within Solicitation
W9124J-20-R-0032 then the estimated quantity for each Sub-CLIN would be the same in both Solicitations. Can you please verify the accuracy of the estimated quantity of each Sub-CLIN in Solicitation
W9124J-20-R-0032?
cooks are the 92Gs (military). The
Cook Support Services will be ordered to augment, or fill in, when the military cooks are pulled to deploy or otherwise unavailable to perform duties as cooks.
