Question Government Response
1 22 of 141 Section 1.5 Section 1.5 indicates the POP is one 12-month base period and four 12-month option periods. Yet CLIN 0001 is 2-months, and CLINs 0002-0011 are 8-months. Is the base period 10-months?
Yes, the PoP is 10 months to include a 2 month phase-in (CLIN 0001) and an 8 month base (CLINs 0002-0011). The PWS section 1.5 Period of Performance has been updated to state (1) 10 month base.
2 64-66 of 141 Section F The CLIN delivery information (pages 64 through 66 of
141) indicates that the 200x CLINS end in June 2022, and the 300x CLINs start in April 2022. Is there intended to be a 2-month overlap? If not, then the POP for the 400x CLINs also needs to be adjusted.
The POPs have been adjusted to correctly reflect a 2 month phase-in (CLIN 0001) and an 8 month base (CLINs 0002-0011) as well as 4-12 month option periods to include a two month phase out period in the 4000 CLINS. See updated Section F- Deliveries or Performance.
3 72 of 141 Section I 52.217-8 Option to Extend Services, and 52.217-9 Option to Extend the term of the Contract appear to be in conflict, since the contract is currently written for 60-months, yet if they exercise an option to extend services (up to 6-months), that would exceed 60-months.
The total number of months has been adjusted to 64 to reflect a 10 month base, four (4) 12 month options periods, and a six month extension or services in accordance with 52.217-8. See updated section I contract clause 52.217-9.
4 131 of 141 Addendum to FAR Clause 52.212-1, C.3.d.1
Volume IV, Labor Categories and Rates. The Direct Labor Table indicates that (ii) should reflect the estimated hours for the proposed prime and each subcontractor for each labor category, and that (vi), (vii), and (viii) should reflect the respective data elements for each labor category. (A) is it correct that (vi), (vii), and (viii) should reflect the respective data elements (i.e. unit costs, where each unit is one hour)? (B) Should the Fee and Total columns reflect the respective data elements for each labor category, or should they be the extended values when multiplied by the estimated hours?
(A) Yes, the Wage Rate (vi), Fringe Benefits (vii) and Indirect Burden (viii) cost should reflect the respective data elements (i.e. unit costs, where each unit is one hour).
(B)The fee/profit column should reflects the respective data element for each labor category and the Total column should be the extended value of the fully burden rate times the total estimated hours.
See update to the “Direct Labor Table” in the Addendum to 52.212-1, Instructions to Offerors, Paragraph C.3.d.1.
5 131 of 141 Addendum to FAR Clause 52.212-1, C.3.d.1
Given the proprietary and confidential nature of the content, will the Government accept responses to LABOR RATES, INDIRECT RATES, and PROFIT, as well as the portions of the Direct Labor Table for Wage Rate, Fringe Benefits, Indirect Burden and Fee directly from each subcontractor and/or teaming partner?
Yes, the Government will accept responses directly from each subcontractor and or teaming partner regarding proprietary rates.
6 27 of 141 1.6.19 The minimum certification requirement for the Key Personnel role, Senior Systems Technical Architect, requires any of the following security certifications:
Certified Information Systems Security Professional (CISSP), Security+, or Global Information Assurance Certification (GIAC), APEX 5.1, APEX 5.1 Plug-in FOEX.
As the Senior Systems Technical Architect will serve as a technical architect, would the Government please consider changing the minimum certification and experience requirement to include a Certified Scrum Master (CSM) certification, 5+ years of experience with Oracle APEX, 5+ years of Oracle FOEX experience and 2+ years of experience integrating security tools with Oracle APEX?
After careful consideration, the Government has determined that no changes will be made to the key personnel requirement for the Senior System Technical Architect.
7 123 of 141 and
L.C.3.a L.C.3.d
Would the Government please clarify if Section B Supplies or Services and Prices/Costs is to be submitted as Volume I
– General in TAB C, or separately as Volume IV – Cost/Price?
Section B will be submitted as Tab C with Volume 1. See update to Volume IV.
8 26 PWS 1.6.16.5 This PWS section states: “The Contractor’s firm must possess a Capability Maturity Model Integration (CMMI) Maturity Level 3 and an ISO 20000 certification”.
However, these requirements did not exist in the Draft PWS issued to industry for review prior to the final release of the solicitation. As such, we believe it would greatly and unfairly limit the competition. Further, these requirements did not exist the last time this contract was competed in 2015. In order to permit sufficient competition, will the government consider removing the ISO 20000 and CMMI Level 3 certifications as a requirement for award?
After careful consideration, the Government has determined that this requirement will be changed from “required” to “recommended” as these corporate certifications demonstrate that the Contractor follows best practices and procedures that improve efficiencies, effectiveness and quality of services that shows commitment to providing the Army with high quality services and technical support.
9 Whether companies from Outside USA can apply for this?
(like,from India or Canada)
As per the attached DD254, Non-US citizens will not be used in the performance of this contract unless the provisions of Army Regulation 25-2, Information Assurance have been fully completed and approval has been granted by the Government for the non-US citizen to perform the required support.
10 Whether we need to come over there for meetings? Yes, Per PWS 1.6.5 and 1.6.19, there is an expectation that the Contractor will attend periodic meetings.
11 Can we perform the tasks (related to RFP) outside USA?
(like, from India or Canada)
See response to Question 9.
12 Can we submit the proposals via email? Yes, as delineated is in Section L, Addendum to 52.212-1, Instructions to Offerors, Paragraph 1.A. all proposals shall be submitted electronically via email.
