QUESTION # PWS Section / Attachment Page /Paragraph QUESTION / COMMENT RESPONSE

I do not see specific diseases/conditions listed in the solicitation - are you asking for specific conditions toolkits at a future date or is the development very general in nature? The Government will ask for specific conditions toolkits at a future date; but, the PWS is written for development that is very general in nature.
Technical Exhibit 2, Deliverables Schedule & Part 3 (sections 3.1 through 3.5.14 & 8Department of the Army (DOA) outlines the period of performance for this requirement as May 9 2019 through Nov 8 2024, which consists of one (1) base year, four (4) one-year options and one potential (1) six-month extension of services. As stated in the PSW, five toolkit conferences will be held per year. QUESTION: Can we clarify the conference dates within each period of performance? The approximate number of Conferences are identified within each period of performance. The specific dates have not been established as of yet, but will be made known at some point during the Period of Performance. For context, the last two years have seen the Government opted for virtual conferences.
Can you provide guidance on the level of effort expected (Total Labor Hours, Labor Hours by Key Team Members, etc.) to complete the Performance Work Statement (PWS)?The expected level of effort is based upon one Full Time Equivalent (FTE) which is 1920 hours which could be performed by one or more individuals.
PWS Section 1.6.9PWS Section 1.6.9 Are the periodic/quarterly meetings with the COR conducted in person at the Govt site or remotely?Should be PWS 1.6.8. 71.6.13 Data Rights5For areas where strict requirements exist for an active Secret/Top-Secret Facility Clearance would government accept a Contractor Teaming Agreements (CTA) under The GSA Construct that fulfills Facility Clearance requirement? No Facility Clearance DD 254 is required under the performance of these services; consequently, a Contractor Teaming Agreement (CTA) is non-applicable.
For areas where strict requirements exist for the number and types of past performance as a PRIME Vendor; would the government accept a Contractor Teaming Agreements (CTA) under The GSA Construct that fulfills Past Performance requirements?First, it should be noted that the RFP will not be awarded against a GSA Schedule. Secondly, Teaming arrangements are allowed (Prime contractor and subcontractor)
PWS 1.5.1 Special Qualifications/ Certifications2We noted that the government provided an SCA wage determination for the San Antonio region as it pertains to this contract requirement, however the government did not specify specific SCA wage determination labor categories. 10PWS Section 1.1. & PWS 5.1 through 5.1.52 & 9PWS 1.1. states: "This contract request is to provide a subject matter expert for the facilitation and support required to reach working group consensus in determining the appropriate data for use in the development of approximately 25 tools per year in the associated five toolkit conferences per year." 15PWS Section 1.5.1PWS Section 1.5.1 Will you redefine what constitutes "extensive" knowledge on the DoD/VA Guidelines? As written, you seem to require pogram specific knowledge that only the incumbent will have and therefore will unnnecessarily limit competition.No. See the revised PWS, noting that Section 1.5.1 Special Qualifications/Certifications now reads as follows: "1.5.1.
