1It is our understanding the Brigade Combat Team Trauma Training (BCT3) program of instruction, and the Tactical Combat Medical Care (TCMC) program of instruction, both fall under the U.S. Army Medical Department Center and School’s (AMEDDC&S) accreditation by the Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC) International. This AAALAC accreditation belongs to the Government; however, is applicable to all instructional cadre who have completed the required initial training and sustainment training (every three (3) years), to include military, government scheduled (GS) employees, and contractors.

The Draft PWS states “… and be accredited [Contractor] by AAALAC International to insure Instructor contract staff has access to required training certifications.”

Q1 - Will the Government consider removing this requirement due to:

1. The current AMEDDC&S accreditation is the only applicable accreditation to both the BCT3 and TCMC programs, not the Contractors (it’s the Governments program); and

2. The AMEDDC&S accreditation indeed affords Instructor contract staff has access to required training certifications is indeed applicable to “insuring Instructor contract staff has access to required training certifications.” In other words, the Government already provides the required initial training and sustainment training to all instructors, and is certain to do so to maintain the highest standard of proficiency and competency, and to maintain its AAALAC accreditation. The AAALAC accreditation is measured against the standards belonging to the “owner” of the program that is accredited. In this case AMEDDC&S, who develops and supervises said programs. Additionally, the Contractor does not have the capability to “control” the initial training or sustainment training for Government employees, affording accountability for their proficiency and competency required of the AAALAC accreditation. The Government’s AAALAC accreditation can encompass the Contractor employees to support it; however, the Contractor does not have the capability to encompass the Government employees.

Yes, contract instructors are operating under AMEDDC&S's AUP. The company doesn't need to be ALAAS certified/accredited. However, the contract company can still have an ALAAS account and to ensure their instructors to show up with the required ALAAS online training completed.
