Factor 1: Technical Capability Element 1- Technical Approach Element 2- Staffing/Support Plan Element 3- Quality Control/Ad Hoc Requirements Factor 2: Past Performance Factor 3: Price

3. EVALUATION FACTORS

Factor 1 – Technical Capability.

The Technical Capability evaluation provides an assessment of the contractor’s capability to satisfy the Government’s requirements. The Technical Capability submission will receive one of the adjectival ratings at Table A-1.

Element 1- Technical Approach: To be deemed technically acceptable, the Technical Approach must reflect a clear understanding of the program’s objectives, operating environment, use of a commercially available case management tool, and the demands and constraints in regards to the customers supported. Table A-1. Technical Capability Ratings.

Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

Factor 2 -- Past Performance.

Past Performance will be evaluated based on information obtained using internal systems. Offeror will receive a rating of Acceptable or Unacceptable in accordance with the definitions in Table A-2.

Table A-2. Past Performance Evaluation Ratings.

Rating Description

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Factor 3 – Price.

The Price Submission will not be scored or rated. The techniques and procedures described under FAR Part 15.404- 1(b) will be the primary means of assessing Price analysis for commercial services to determine price reasonableness. To be viable for award, an Offeror’s price must be determined fair and reasonable. The Offeror’s total proposed price will be utilized to evaluate if the proposal represents a fair and reasonable price. The total evaluated price includes all option periods (to include the option period to extend services in accordance with FAR 52.217-8).

a) Option periods. The Government will evaluate offers for award purposes by adding the total price for all option periods. The Government may determine that an offer is unacceptable if the option period prices are significantly unbalanced. Evaluation of option periods shall not obligate the Government to exercise the option period(s). As part of price evaluation, the Government will evaluate its option period to extend services (see FAR Clause 52.217-8) by adding one-half of the Offeror’s final option period prices to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of evaluation will include the base year plus the four (4) one year option periods and 1/2 of the 4th option period. Offerors are not required to enter a price for the six-month extension of services option period.

b) Unbalanced Pricing: Unbalanced pricing will be evaluated in accordance with FAR 15.404-1(g), as applicable, to assess potential performance risk which could result in unreasonably high prices.

c) Price Realism: It is within this agency’s discretion to provide a price realism analysis in awarding this fixed-price contract to assess the understanding or risk, of offerors competing for this award. A business decision to submit low pricing will be considered as reflecting on their understanding or the risk associated with their proposals, and could cause your proposal to be rejected as unacceptable or assess technical risk to your proposal.

d) Fair Market Price. IAW with FAR 19.806(b) award cannot be made to an 8(a) unless the contract is for a fair market price. To ensure compliance with this requirement, we will also be evaluating the proposals to determine if the price is a fair market price.

Definitions.

Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

Completeness/Accuracy. The offeror’s proposal is in compliance with the Price Volume instructions in the solicitation.
