About this file
This is a Statement of Objectives for the Aviation IDC Airframe and Powerplant Soldier Credential Initiative (ASCI), a program designed to fund FAA A&P License training for eligible National Guard Soldiers through the AVCoE IDC Program. The initiative eliminates the requirement for Soldiers to pay training costs upfront and wait for reimbursement. Eligible participants must have a minimum of 30 months of aviation Military Occupational Specialty (MOS) qualification and possess their FAA 8610-2 testing authorization. Training must be conducted within FAA Part 147 and Part 65 approved courses.
Vendors are responsible for providing comprehensive training including FAA technical instruction, hands-on training, oral evaluation preparation, all training materials and tools, and facility space. Vendors must coordinate and arrange payment for Oral and Practical evaluations (DME services) and provide preparation courses, books, and materials as required. A strict per-Soldier funding cap of $4,000 applies, with written exams fixed at $175 per exam ($525 total for three exams), preparation course costs up to $1,500, oral and practical evaluations up to $1,800, and books/materials at $175. Vendors must complete and submit the SF 3881 ACH Vendor Payment Enrollment Form to the IDC Program Manager at least 30 days before course start dates and provide itemized receipts detailing all cost breakdowns. Soldiers must submit enrollment packets through AVCoE IDC prior to course attendance and complete vendor feedback forms upon completion.

History: Soldiers within the National Guard (NG) operate and maintain the UH-72A, which is an FAA certified aircraft requiring A&P Mechanics to meet FAA Federal Aviation Regulations (FARs) outlined in FAA FAR 14 CFR Part 65 Subpart D, Part 43, and Part

f) Below is an example of the breakdown of funding per Soldier:
• Written Exams (3 written exams $175.00 per exam, totaling $525.00)

• Preparation Course: $1,500.00
• Oral and Practical evaluations: $1,800.00
• Books and Materials: $175.00

The total amount will never exceed the cap of $4,000 for any one Soldier. Vendors will be required to provide the Soldier a copy of an itemized receipt to prove where the funds are going to ensure the costs outline are correct.
