Q&A TADSS

Q1. Is there reimbursement for training/travel expenses?

A. Per 1.2.5.8. Any training required for TADSS equipment will be at the expense of the contractor and reimbursement will be approved by the KO or their designee.

Q2. It states in 1.5.5. of the PWS there to be a pre‐observation performance period of the out‐going contractor’s processes, what does that entail?

A2. Upon the last 30 days of the outgoing contract, the incoming contractor’s management personnel is authorized IAW FAR 52.237.3 to observe current contract personnel operations 30 days prior to contract start date. This is to allow an orderly turnover of facilities, equipment and records to ensure continuity of service.

Q3. There is no reference in the PWS or TE’s regarding the amount of irregular work hours conducted by the incumbent contractor, is there any specific or average information required for irregular work hours?

A.3 Per 1.2.1.6.2 work schedule will be adjusted to perform services to satisfy requirements when deemed necessary. Historically, between FY16 and FY17, approximately 50 hours have been scheduled outside the regular duty hours for the EST II. Historically, between FY16 and FY17, there has been less than 10 hours scheduled for the HEAT outside regular duty hours.

Historically, between FY16 and FY17, there has been approximately eight hours where the CFFT has been scheduled outside regular duty hours.

Q4. In section 3.4 of the PWS “Supplies and Expendable Property” it states, “The Government will provide a 30‐day operating supply list to include spare and repair parts; supplies included shall have a remaining shelf life as determined by the product "pull date," where applicable, of not less than 90 days and will be typical of supplies and materials normally consumed to provide the products and services for this contract.” What exactly is a 90 day supply of materials typically consumed?

A4. See attached TADSS List.

Q5. Please clarify the obligation set‐forth in the PWS section 1.5.3.1.

A5. Phase‐In of Contractor‐Furnished Property‐ This obligation is set‐forth to aid the incoming contractor with contract furnished property to be placed on site 15 calendar days prior to the contract start date. This will help ensure a smooth transition for the Phase‐In and Phase‐ Out between both contractors. (See attached)

Q1:After each of the pricing CLINS listed on the FBO posting, it states “tiny_mce_marker”. Can the government please clarify what this verbiage indicates?

A1:The tiny mce markers are beyond our control and it’s just a glitch in the format from the website

Q2:Can the government please provide guidance on the format for the pricing volume? Is an excel or word document acceptable?

A2:Yes, they are both acceptable

Q3:The FBO posting under the section “for offers to be considered” states:

Separate documentation in response to the technical capability evaluation factor:

Technical Capability will be evaluated using two (3) factors: Organization & Staffing Approach, Management Approach and Past Experience.

a) Can the government confirm that the Volume 1 Technical Volume only includes factor I = Organization & Staffing Approach, Management Approach?

b) Can the government confirm that the Past Experience subfactor listed above, is now part of the past performance evaluation factor?

c) Will the government consider increasing the Technical Evaluation Factor from six pages to 10 pages?

d) A3: That is correct, that will be considered as a Past Performance evaluation factor. The number of pages for this section will be increased from 6 (six) to (10) pages.

Q4:Can the government confirm that the Volume 2 Past Performance only includes factor II = Experience? Will the government consider increasing the Past Performance factor from two pages total to two pages per citation for a maximum of; 1) three citations whereby a minimum of two citations must be from the prime offeror, or 2) five citations whereby a minimum of three citations must be from the prime offeror?

A4: Yes, these sections will be increased.

Q5:Can the Submission made via e-mail be in PDF format as to prevent different version and updates of MS Office in changing the format and presentation of each document? If not can a MS Office and a pdf version be submitted with the pdf version used for source selection and compliance?

A5: Yes the submissions can be made via PDF format and if mailed in please include a CD- Rom Disk.

Q6:Are the current contractor personnel SCA employees? If so what WD labor category represent each position? What are the SCA hire dates?

A6: Yes, please see the recommended staffing levels located in the solicitation.

Q7:PWS 1.2.5.1.2 depicts 9 FTE’s with one additional FTE as the PM, and one as the alternate PM. Can the government confirm that there are there currently 11 full time positions?

A7:Currently, there are 11 fulltime positions.

Q8:Are all positions considered Full Time employee positions?

A8:Currently, the positions are full time positions.

Q9:PWS 4.2 states; “PRODUCTION AND MAINTENANCE MATERIALS. The Contractor shall provide production and maintenance support materials and supplies to complete this contract…”

a) As the Incumbent contractor is the only entity outside of the government with knowledge of the cost of these materials, and since this effort is being competed as a LPTA contract, with a single CLIN for both labor and materials. Not knowing the cost of these materials creates an unfair competitive advantage in favor of the incumbent contractor. Therefore, will the government consider publishing the cost of these materials?

b) Will the government consider adding a cost reimbursable ODC CLIN for materials, travel, and other items as directed by the government?

A9:There will be a 30 day supply list, the cost will not be included. No, the government will not add an additional ODC CLIN for materials, travel and other items.

Q10:PWS. 4.1 infers additional tools, vehicles, etc are required by the contractor. What specific items are required in the performance of this contract? Is there a consolidated list of Contractor Furnished Equipment?

A10:See attached Contractor Furnished Equipment list. Any additional items needed will be provided by contractor.

Q11:As the PM and alternate PM require a secret DoD clearance, does the government require the perspective prime to have the appropriate level FCL prior to award?

A11:Yes, all perspective prime is required to have appropriate level FCL prior to award.

After examining our notes taken during the Fort Rucker site visit and comparing the operation we observed to PWS 1.2.5.1 and 1.2.5.1.2 where:

• PWS para 1.2.5.1 stating “Key Personnel for this requirement are the Project Manager, Alternate Project Manager and Leads”

• And PWS para. 1.2.5.1.2 Stating “Staffing Levels. Due to existing workload requirements of the TADSS Section the Government recommends the following minimum staffing: One Work Order Clerk (I), One Supply Technician, One Material Examiner, One Material Expeditor, One Senior TADSS Instructor, ONE TADSS Instructor, One Exhibit Specialist III, One Exhibit Specialist II, and One Exhibit Specialist I.”

Q1:As this is an LPTA, what level of consideration will be given to Non-price related evaluation factors? What is the evaluation procedure?

A1: The responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government by using the following evaluation factors listed under the Evaluation-Commercial Items.

Q2:Will we have at least 30 days prior to contract start for shadowing and hiring of incumbent workforce, for the Pre-observation performance period?

A2:Yes, there will be a 30 day window for hiring and shadowing incumbent workforce.

Q3:A Phase-In Plan is not required as part of the 6-page proposal but is requested in the PWS to be delivered with the proposal. Is a Phase-In Plan required to be delivered with the proposal? If yes, would the Government consider adding at least 4 pages to the Technical Capability document page limit to accommodate the Phase-In Plan?

A3: This will be increased

Q4:Do only the PM and Alternate PM need SECRET clearances and the rest of the team needs NAC only? Will a DD254 be issued for this RFP?

A41: Correct, PM and APM need secret clearance and the rest needs NAC only.

A42: A DD254 is attached and will be issued after the contract has been offered to the successful offeror of this requirement.

Q5: We assume that some of the Devices have electronics. Does this contract include repair and maintenance of electronics? If so, which of the indicated minimum skills/labor categories in the RFP (PWS 1.2.5.1.2) has that capability?

A5:Currently, there are Device that have electronics that require minimum maintenance. Any major electrical work on Devices is conducted from an outside source. Materials Examiner and Material Expediter have the minimum skills to maintain the Device and perform basic PMCS.

Q6:It is unclear how we are to provide the filled-in RFP. Is it the Government’s intention that we convert the combined synopsis/solicitation into a word file, fill in the items required, especially price, and provide this as the Price document?

A6: Yes, that is correct.

We respectfully request answers to the following additional questions:

Q1:Can the Government confirm that the Project Manager and Alternate Project Manager are two separate FTEs from the staffing identified in paragraph 1.2.5.1.2?

A1:The PM is the only separate FTE from the staffing identified.

Q2:Can the Government confirm that all staffing positions and FTE numbers exclusive of the Project Manager and Alternate Project Manager are accounted for in PWS 1.2.5.1.2? If not please identify those positions and numbers that may be missing from PWS 1.2.5.1.2.

A2: The APM is included in the staffing levels according to the sited PWS paragraph.

Q3:System Dynamics International would like to pose a question to MICC Ft. Benning in reference the TADSS support contract at Ft. Rucker. SDI did attend the industry day yesterday. Our question is not specifically focused on the TADSS contract but rather on MICC Ft. Benning’s position on the similarly situated ruling from the SBA. While the language, at least to my knowledge, has not worked its way into the FAR, is being recognized by some contracting activities already.

Our question is: Will MICC Ft. Benning allow two similarly situated Woman Owned Small Businesses to perform the FAR minimum 50% together? In other words, can two WOSB’s perform 25% each to meet the 50% rule for this WOSB Set-Aside?

A3: This rule/policy will be taken into consideration if it should arise.

Q1: Please confirm what information you are requiring for each reference and if even brief descriptions of the relevant work are required, please adjust the number of pages allowed for this Factor to accommodate this narrative.

A1:Pages will be adjusted.

Q2:Please confirm that the PM is an additional bid position in addition to the 9 positions listed in the PWS.

A2:Confirmed. The PM is an additional bid position in addition to the current staffing levels listed in the PWS.

Q3:Please confirm that the APM is an additional bid position in addition to the 9 positions listed in the PWS.

A3:The APM is not an additional bid position. This position is3473878 currently part of the staffing levels listed in the PWS.

Q4:Please confirm that all 9 positions listed in the PWS fall under the Service Contract Act (SCA) and what labor categories those 9 positions map to in the Wage Determination.

A4:Confirmed. All staffing level positions listed in the PWS fall under SCA.

Q5:Please provide bidders with the SCA hire dates for all incumbent staff who are supporting an SCA coded position so bidders can appropriately price paid time off so we are compliant with DOL SCA requirements.

A5: Currently dates are under the Period of Performance listed in this solicitation.

Q6: Please provide a plug number using historical annual usage for material and supplies that bidders will be required to provide.

A6:See TE3A

Q7:Section 1.5.1.1.1.2. Inspector Qualifications. The QCP shall include names and qualifications of individual(s) tasked to perform inspections and extent of their authority. Upon approval by the CONTRACTING REPRESENTATIVE or their designee, their functional role shall be depicted in an organization chart. Is the Quality Control Inspector position in addition to the 9 positions listed in the PWS?

A7:Currently, the Quality Control Inspector is not an addition to the Staffing levels listed in the

PWS.

Q1:Are the current employees SCA employees?

A1:Yes, current employees are SCA employees.

Q2:What length of time has each employee worked on this contract? If the employees are SCA this will affect pricing and in order for all bidders to ensure leave amounts are quoted appropriately this timeline will be needed.

A2: Cannot provide current time each employee has worked under the current contract.

Q3:Since this solicitation was set aside WOSB and the incumbent is not a WOSB; it is our assumption that the incumbent will bid as a subcontractor to a WOSB. Potentially this WOSB will have little to no experience and past performance relevant to TADSS as depicted/required in the PWS for the proposal. Will the Contracting Office be evaluating proposals specifically the incumbents participation to ensure there is no ostensible subcontracting rule violation?

A3: The Contracting office cannot assume who will be bidding for this requirement. The contracting office will review the subcontracting rule.

Q4:For past performance evaluation you have provided two categories favorable and non-favorable. It is our assumption non favorable equates to not technically acceptable, is that true?

A4: Yes

Q5:Is it true that a neutral rating which is not either favorable and non-favorable will be considered technically acceptable?

A5: Please see solicitation in regards to neutral rating.

Q6:In discussions with the incumbent and prior employees working on the contract there have been equipment issues with accountability that have led to the incumbent contractor to receive negative CPARs and required to purchase replacement equipment. Will this be taken into effect for past performance evaluation?

A6: This is not a factor at this time.

Q7:In section C.4.1 General the requirement to “provide tools, maintenance, equipment, repair and replacement parts, materials, supplies, transportation, vehicles, facilities, furnishings, services, and other items to comply with the requirements of this contract not specifically identified as Government-furnished in Section C.3.” is very open ended and without a detailed list of requirements could lead to expectations of the government that were not priced or expected by the bidder. Can the government please provide a more detailed or accurate list of what is expected from these type items from the contractor?

A7:See attached listing. Any additional items needed will be provided by the contractor.

Q8:We understand there are contractor required a box truck which is currently being used in support of the contract. Will the requirement for a box truck continue to this effort?

What other vehicles are required?

A8:There is no required box truck currently being used for this contract. Vehicles are at the discretion of the contractor.

Q9:The requirement in C.4.1 is too open ended and provides the incumbent an unfair advantage due to information unknown to the rest of industry. Please delineate or detail the requirements for the contractor if these items?

A9:Tools for the contract are at contractors discretion.

Q10:What is the monthly contractor purchase requirement for fabrication materials and will these be a cost reimbursable item? There is no CLIN to support this requirement will it be added later?

A10:The monthly contractor purchase varies from month to month depending on the nature of the projects. There are no materials that are cost reimbursable. There will not be a CLIN added to support the fabrication requirement.

File details come from the government source that posted it.
