2. Description of Action:

Nature: New Requirement Follow-On Requirement

Mod to Existing Purchase Order/Contract Number

3. Description of Supplies/Services: Database Administration

a. The total estimated dollar value of the proposed action is

This service is to provide overall support for the Composite Health Care System (CHCS), Armed Forces Health Longitudinal Technology Application (AHLTA) and Electronic Healthcare Records (HER) database. Key tasks include files and patient/user data, data analysis, auditing and reconciliation of required reports from the database. Other functions includes assisting the Bayne Jones Army Community Hospital (BJACH) in maintaining files and tables consistent with military treatment facility, Medical Command, and the Office of the Surgeon General directives.

This service is for a period of one month 1-31 January 2014.

4. Authority:

Action using Simplified Acquisition Procedures

FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g.

urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reason for Authority Cited:

Existing equipment – The equipment currently exists at the Bayne Jones Army Community Hospital. This database administrative service has been provided by The uniqueness of this service is the required specialized skill and knowledge required to support the technological systems/database. Providers are required to possess the appropriate licensures and/or certification in specialized area. This one month service will allow time to conduct further appropriate market research of the services offered through the Army CHESS IT suite of services and compete among vendors. The previous service was provided as sole source due to the introduction of the new systems, regulatory guidelines and directives. The current vendor worked with BJACH to develop the baseline and conducted the analysis of required programs and reports. The system is relatively mature since it was introduced as far back as 2009, therefore it is reasonable to expect that there will be more available competition in the market place.

6. Actions to Increase Competition:

The customer has reviewed and updated the Performance Work Statement to further articulate the requirement. This will enhance competition, by effectively identifying the requirement and increase industry interest. This will provide the customer a greater selection and better service as well as lower prices for the services compared to what the service will be with no competition.

7. Market Research:

The Army’s Information Technology Enterprise Solutions-2 Services (ITES-2S) contract is the procurement cornerstone for Army IT systems. The contract provides a variety of IT services and solutions to all military services, DoD agencies, and other Federal agencies. This is an Indefinite Delivery, Indefinite Quantity (ID/IQ) Government Wide Acquisition Vehicle. The ITES-2S contract is an exceptional contract vehicle for this agency to use to meet BJACH information technology requirement. This streamline approach acquisition vehicle is sufficient to regulate the process and allow for full and open competition. Preliminary market research has been conducted and interest was expressed among large and small business vendors. This action has been solicited with a closing date of 16 January 2014. A review of the Contract Management Research Tool did not reveal any Enterprise Contracts that were available for this type of specialized service.

8. Procurement History:

Previous Purchase Orders: Yes No

Purchase orders numbers: W9124E-09-M-0202 Was action competed? Yes No

If action was not competed, state the cited authority, summarize rationale:

FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, 10 USC 2304(c) (1) – BJACH worked with the contractor to conduct a baseline study of the CHCS for database accuracy and integrity. The contractor performed a data analysis, audited the data structure and completed reconciliation by providing a variety of reports from within the CHCS. The other capable vendors were identified that provided similar services;

however, they did not meet all the requirements identified in the performance work statement, therefore to avoid duplication of cost and unexpected delays for the execution of the work, the decision to award sole source was determined to be the best option.

9. Additional information to support the justification:

Allowing the necessary time to consult/utilize the CHESS contract supports the Army enterprise infrastructure and infrastructure goals, for this vehicle offers a range of innovative, world-class information technology solution and services at a reasonable price.

10. Fair and Reasonable Price Determination:

As Contracting Officer, I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. Basis for the determination: Comparison of previous procurement actions for the same product to determine the viability of the current quotation – historical data.

11. Contracting Officer’s Approval:

I hereby certify that this Justification is accurate and complete to the best of my knowledge and belief. Based on the foregoing, I approve this sole source justification subject to availability of funds, and provided that the services and supplies herein described have otherwise been authorized for acquisition.

DATE: 30 December 2013 Contracting Officer
