About this file
This is Standard Form 30 (SF 30), Amendment 0001 to Solicitation W9124D26QA119, issued by the U.S. Army on May 11, 2026, for noon meal services at Fort Jackson Military Entrance Processing Station (MEPS) in Columbia, South Carolina.
The amendment incorporates industry questions and Government responses regarding meal service operations. Key operational details clarified include: daily orders placed by 8:00 a.m. for 10:30 a.m. same-day delivery with no minimum order guarantee; an average of 58 meals per day with maximum of 175 meals; USMEPCOM operational calendars provided at contract start and fiscal year beginning; contractor responsibility for all meal preparation, delivery, and service; contractor personnel required to remain on-site during the entire 10:30 a.m. to 12:30 p.m. service window; and security screening required through main entrance similar to Transportation Security Administration procedures with no loading dock access. Pricing is structured as a single firm-fixed price per meal for all service (weekdays and up to 28 Saturdays annually), including option years, with no tiered pricing or economic price adjustments permitted. Subcontracting is permitted with prime contractor maintaining full quality control and compliance oversight, subject to FAR 52.219-14 small business set-aside limitations on subcontracting. The Government guarantees procurement of $1,500 in meals with estimated quantities. The applicable wage determination was updated from WD 2015-4429, Revision 31 (December 3, 2025) to Revision 32 (March 30, 2026). Offers must acknowledge receipt of this amendment prior to the specified deadline; failure to acknowledge may result in offer rejection. Performance begins September 1, 2026, with no transition period between incumbent and new contractor. Previous contract W9124D21D0021 had a total evaluated price of $671,254.76.

Block 14. Description of Amendment/Modification
1. The solicitation references an average of 58 meals per day with a maximum of 175 meals per day. What is the typical notification lead time provided to the contractor when daily volume will significantly exceed the average (e.g., 100+ meals)? Is there a minimum order guarantee per day?
A. All daily noon meal orders are placed by 08:00 a.m. local time for 10:30 a.m. same day delivery as required by paragraph 5.18 of the Performance Work Statement (PWS). There is no minimum order guarantee per day.
2. For Saturday service (up to 28 Saturdays per year), how far in advance will the Government notify the contractor of Saturday service requirements? Is a weekly or monthly schedule provided?
A. USMEPCOM will provide an operational calendar at the start of a new contract and/or the beginning of each fiscal year. If there are any changes to the annual operational calendar, revised calendars will be provided upon notice/approval from the USMEPCOM Commander.
3. Are there specific Government holidays or MEPS training/stand-down days when service is suspended? Is a calendar of non-service days provided at the start of each performance period?
A. Yes, there are specific Legal Public Holidays as specified in the Performance Work Statement (PWS), Paragraph 2.4. In addition to these holidays, there are also USMEPCOM closure days when services are not required. USMEPCOM will provide an operational calendar at the start of a new contract and/ or the beginning of each fiscal year.
4. Does the Government require a rotating menu (e.g., weekly or bi-weekly rotation), or is a consistent daily menu acceptable provided it meets nutritional standards?
W9124D26QA1190001
A. No, please review PWS paragraph # 5.13 and all subparagraphs.

A. Yes, please review PWS paragraph 5.13.2.
6. Are there specific packaging requirements beyond standard food-safe containers (e.g., recyclable materials, branded packaging, individual labeling)?
A. Please review PWS paragraph 5.20.1.
7. Is there any Government-furnished space, equipment, or storage available on-site at Fort Jackson MEPS (2435 Marion Avenue) for meal staging, holding, or service, or must the contractor furnish all preparation, transport, and service capability independently?

8. What is the designated delivery point and service area within the MEPS facility? Is there a loading dock, service entrance, or specific room designated for meal service?
A. Due to heightened/increased security measures at the MEPS, all visitors, to include contractors, must enter the MEPS through the main entrance/front door and be screened prior to entrance into the MEPS. Security screening is similar to No loading dock will be available for this requirement.

9. Is the contractor required to remain on-site during the 10:30 AM - 12:30 PM service window for the full two hours, or is delivery-only acceptable (drop-off, set up, and depart)?
A. Yes, the contractors/sub-contractors must have the meals delivered and ready to serve at 10:30 a.m. The server will remain on site the entire serving period and then be prepared to ensure the dining area is in the same condition as required by PWS paragraph 5.6.3.
10. How many contractor personnel will require installation access? Does the Government anticipate a minimum staffing level for daily service (e.g., delivery driver + food service attendant)?

12. Are background investigation requirements (e.g., NACI, T1) required for contractor personnel, or is the AT Level I + OPSEC training sufficient for daily access?
A. Please review PWS paragraphs 1.4 and 1.4.1.
