About this file

This is a Memorandum for Record Limiting Competition at or below the Simplified Acquisition Threshold for a sole-source contract award. The contracting activity is Mission Installation Contracting Command Fort Knox, and the proposed contractor is JGC Tennis, INC (doing business as John Newcombe Tennis Ranch) located at 325 Mission Valley Road, New Braunfels, Texas. The contract is a new requirement with a fixed-price pricing structure, funded through Operations & Maintenance, Army (OMA) in fiscal year 2026, with a performance period of June 18-20, 2026. The contract vehicle is not specified as a standard federal vehicle (FSS, IDIQ, BPA, etc.), indicating this is likely a direct purchase order.

The scope of services includes providing comprehensive support for the JROTC Cadet Leadership Challenge (JCLC) for 90 cadets and 19 cadre members from nine high schools in the Humble Independent School District. Required services encompass lodging facilities, meals (breakfast, lunch, and dinner), training facilities including high ropes, low ropes, zip lines, orienteering courses, obstacle courses, rappelling courses, and a swimming pool for water safety training, along with water stations for hydration, furniture, equipment, supplies, medical services, and management and labor support. The justification for sole-source competition cites that John Newcombe Tennis Ranch is the only vendor with the capability and availability to meet all facility and service requirements on the specified dates, particularly given Camp Bullis' cancellation of previously scheduled events due to active-duty military unit priority. The total contract value is not disclosed in the available documentation.

The vendor will provide low ropes, high ropes, climb/rappel, orienteering/land navigation course, obstacle course, meals (breakfast, lunch, and dinner), swimming pool for water safety course and drill area for competitions for 90 Cadets and 19 Cadre.

b. The John Newcombe Tennis Ranch, 325 Mission Valley Road, New Braunfels Texas 78132 is the only site available on the preset date and can meet the JCLC requirements. Humble High School JROTC program is only available to conduct their JCLC event during the period of June 18-20, 2026.

c. If not awarded, this will be detrimental to the mission of the JROTC programs to create opportunities for cadet success in the integrated Cadet Leadership activities.

Additionally, JCLC is mandated in accordance with CCR 145-2.

6. Publicizing Contract Actions: For FAR Part 12 actions, pre-solicitation and solicitation notice will be made IAW FAR 5.102 and FAR 5.201.

IAW FAR 12.301(a), no posting of this justification document is required.

7. Market Research: The Market Research Analysis (MRA) contained in this document is provided in support of the Humble Independent School District, Humble, Texas request for services to provide meals, lodging, and training facilities to support 90 cadets and 19 cadre which will include the following high schools: Humble, Summer Creek, Deer Park, New Caney, Shephard, TX, Westfield, Sam Rayburn, Tyler, and Klein High Schools, during the annual JROTC Cadet Leadership Challenge (JCLC), 18- 20 June 2026.

Market research included consultation with Camp Bullis and review of potential off-post vendors. However, PWS requires co-located facilities, training facilities, lodging accommodations, and meal services for 90 Cadets and 19 Cadre during the period of 18 -20 June 2026. John Newcombe Ranch has training facilities and can support high ropes, low ropes, zip lines, orienteering courses, obstacle courses, rappelling courses, and a swimming pool for a water safety course. Due to active-duty military unit priority for all facilities support, Camp Bullis, Texas has canceled several approved and scheduled HISD JCLC facilities support. John Newcombe Ranch, New Braunfels, Texas is the only site that can provide all the accommodation that is needed to support this within reason when taking into consideration employees will be located with the supported group during the entire event.

8. Other Facts: Due to active-duty military unit priority for all facilities support, Camp Bullis, Texas has canceled, with short notice, several approved and scheduled HISD JCLC facilities support in years past. In an effort the minimize future JCLC cancelations, Camp Commander request to conduct the 2026 JROTC Cadet Leadership Challenge for qualified cadets at John Newcombe Ranch, New Braunfels, Texas. This MRA is being submitted because the cost of meals, lodging, and training facilities will exceed $2,500. A contract was awarded for the support of this event in the previous years as a single event award. The current contract request for performance period of 18-20 June 2026 is also a single event request.

9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
