About this file

This is a Justification for an Exception to Fair Opportunity document for the U.S. Army Recruiting Command (USAREC) to procure Cisco Meraki MX68CW routers and related enterprise licenses. The procurement involves 950 Cisco Systems Meraki MX68CW LTE & 802.11ac Router/Security Appliances and 950 corresponding three-year Enterprise Licenses, with a delivery timeline of 45 days from contract award. The total value of the procurement is redacted, with a projected award date of May 2025.

The justification cites the need to replace existing Cisco 1941 and 4321 model routers that no longer meet Defense Information Systems Agency (DISA) security requirements and have reached end-of-life. The new routers will support 950 remote recruiting sites connected to the Recruiting Services Network (RSN), providing cloud-based Software Defined-Wide Area Network (SD-WAN) management, cellular uplink capability, and advanced network security features. USAREC conducted market research through the CHESS contract vehicle, receiving six vendor responses, and determined that only Cisco Meraki routers can meet their specific technical and security requirements for their network infrastructure.

d. If this request is not approved, there is an unacceptable level of risk to the network that could make it difficult or impossible for USAREC supported customers and stakeholders to perform their daily functions that support their daily missions, which will also mean that USAREC will fail to accomplish its mission requirement to provide integrated personnel information systems and processes for the Army and provide direct information technology support to subordinate commands as stated in the AR 10-87, Chapter 26 U.S. Army Recruiting Command, 26-2. Functions, subcategory s. regulation entry. This procurement is mission critical to the USAREC mission and to the USAREC provision of support mission for the listed customers.

Mission failures are unacceptable.

6. Actions to Increase Competition: USAREC utilizes multiple platforms to do market research and promote competition such as S2P2, NASA’s Solutions for Enterprise-Wide Procurement (SEWP), General Services Administration (GSA), and other Enterprise Service Agreements (ESA’s) in procuring IT requirements. Utilizing other platforms allows many vendors to participate in the bidding processes; thereby promoting equal and fair opportunity. USAREC consistently reviews the equipment and software prior to the end of its lifecycle to ensure that all available hardware/software available from industry are considered.

7. Market Research: The hardware and software maintenance are available from the Army’s IT mandatory source CHESS and is available through ITES-3H suite of contracts, which has 17 potential vendors. Per AFARS 5139, all in scope items must be procured through the CHESS contract vehicle unless a statement of non-availability and an Information Technology Approval System waiver exist for the product. Request for Quote (RFQ) #514580 was posted in CHESS on 14 November 2024. The RFQ received six (6) responses from vendors of varying business sizes indicating the product is available on CHESS ITES-3H.

8. Other Facts:

a. Army Regulation (AR) 25-1 directs commands to plan for a life cycle of existing DODIN-A assets after five (5) years, and not more than seven (7) years. The model router being replaced has been in service and/or deployed since 2010, which is longer than the expected lifespan for replacement of network equipment. The extended time span of usage is due to delays in attempts to acquire replacement equipment in previous years. The Cisco ISR model 1941 model is no longer available for procurement as stated in the associated Cisco EOL announcements referenced in Section 5 of this document. This procurement provides routing equipment for 950 remote sites that connect back to the Recruiting Command (USAREC) Recruiting Services Network (RSN). The connecting architecture is primarily comprised of Cisco branded products and uses Cisco proprietary protocols. The management and support of remote Recruiting Services offices is a key USAREC mission responsibility.

b. There is no recent procurement history available associated with the items listed in section 3 of this justification for USAREC.
