About this file

This document is an amendment to Solicitation W9124D24R0097, which is for the procurement of USA-made, 8oz heavy fabric hooded sweatshirts that are 50% USA-grown cotton and 50% polyester. The amendment adds a Q&A form with responses to questions on topics such as fabric specifications, sizing, labeling, and delivery schedules. The solicitation is issued by the Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) Fort Sam Houston. It is a new requirement and does not have an incumbent contractor. The contract will be a firm-fixed-price award with a Berry Amendment compliant manufacturer required. Pre-award samples are needed to verify technical compliance, but the samples do not require the Army custom imprinting. Shipment and delivery dates will be coordinated after award through individual delivery orders, as the Government does not have a set ordering schedule.

Q&A

W9124D24R0097 PPI Hooded Sweatshirts Q&A *Answers to each bullet pointed question are provided in red*

Is fabric swatch available for us?

Fabric swatch is not available as the requirement specifications are outlined in the solicitation.

If not, is fabric consisting of regular French terry 2 ends or 3 end?

Please see the specifications that are attached with the posted Solicitation as it outlines the fabric type, texture, etc.

Please provide us with corresponding size measurement specification to make 3 pre-award samples.

Specific sizing measurements are not needed for samples.

Please provide us with full size measurement specification from Small to X-Large for costing.

Specifications are attached in the posted Solicitation

Please provide us with label detail information on a garment The Government does not have label detail information, only the US Army Logo on the exterior of the sweatshirts – as reflective in the attached Specifications to the posted Solicitation.

Please provide us with color pantone# of all graphic Please see attached Specifications as they contain the specific Pantone color required.

We are considering dividing the total yearly quantities into equal monthly shipments for ease of production and delivery. However, I would like to confirm whether the government has specific expectations for the monthly quantities or a preferred approach for these shipments.

The Government does not have specific expectations for shipments as the quantities ordered could vary throughout the year, i.e. quarterly, semi-annually, etc. However, when orders are placed, via Delivery Order, shipment and delivery dates can be coordinated.

Will there be a requirement to focus on specific items (e.g., ROTC sweatshirts) during certain months, or can we ship a mix of ROTC, U.S. Army, and Army Reserves sweatshirts each month?

The requirement focus will be outlined in the Delivery Orders as they will reflect the quantity needed, as well as delivery expectations.

Is there any flexibility in how we structure the shipments and quantities, or does the government have a set schedule that we need to adhere to?

The Government has a set schedule. Unfortunately, that schedule is not known at this time.

Could you please provide the following details:

o Incumbent Information: Who is the current incumbent contractor for this project?

o Contract Number: Could you share the existing contract number associated with the incumbent?

o Contract Value: What is the total value of the current contract?

Unfortunately, we are unable to provide answers/guidance to your questions as this is the first requirement for hooded sweatshirts for the US Army.

How many units will be ordered at a time and how frequently?

Ordering can vary as the Government does not have a set ordering schedule. Orders will be placed via Delivery Order, after contract award is made, that will outline quantities, delivery information, etc.

Are there size specifications for the hooded sweatshirts?

Please see the attached Specifications, to the Solicitation, that is posted in SAM.gov

Will this be a fixed price for all 4 years?

Yes, this will be a Firm-Fixed Price contract. Please see the posted Solicitation for further details.

Are complete Purchase Descriptions or Technical Packs available for both the fabric as well as the garments?

All Descriptions and Specifications are attached to the Solicitation that was posted to SAM.gov

Are patterns available?

Patterns are not available

If the above are not available, can we offer our standard commercial specs for high-quality hooded sweatshirts?

Standard commercial specs are acceptable and should be within the requirements contained in the solicitation’s Specifications.

Do you have artwork for the US Army, US Army Reserves & US Army ROTC imprints ?

The only artwork that has been received is that reflective in the Specifications.

We notice that the solicitation lists 15 different items on pages 4-9. Other than the imprints, are there any differences between these items ? Are the base garments the same?

All garments are the same (hooded sweatshirts) and shall not deviate from the solicitation and future contract award.

Wanted to know if we are able to submit a bid using TAA compliant material?

You may submit a quote; however, you must remember that the contractor and the manufacturer must be Berry Amendment compliant.

Can you refer me to the correct part of this solicitation that spells out whether Buy America is in place fully? Is sourcing from Mexico not an option (Mexico is not listed in acceptable countries from what I have read).

Page 3 of the solicitation outlines the Berry Amendment language. Additionally, DFARS

225.70 discusses Berry Amendment in further detail.

We are looking at providing a quote for this solicitation, but were curious if there were more sewing specifications available? By that I mean like the lengths of the shirts, chest measurements, etc. Or if you could provide a reference, we could match that possibly.

There is no other additional specification information outside of what’s included in the Solicitation.

I have the means to fulfill the contract as stated however we are not the manufacturer of the product and we would only be working with the manufacturer to fulfill the contract. Is this as cut and dry as it seems or could we bid?

It is fine if you’re not the manufacturer and are more than welcome to submit a quote so long as the manufacturer is Berry Amendment compliant.

Would it be possible to obtain an image of the hoodies previously used for this contract?

This would help us ensure that the products we source closely match the government’s expectations.

Unfortunately, there is no procurement history, for the Army, for this requirement.

The solicitation outlines the contract period, but could you please confirm the expected time frame for the first shipment of hoodies? Additionally, is there any flexibility in this schedule?

The expected time frame for first shipment is unknown at this time. Shipments will be determined after contract award is made.

Could you confirm the specific size range and color required for each unit (ROTC, U.S.

Army, Army Reserves)? This information will be crucial in ensuring we meet the required specifications.

Please see the attached Specifications that were included in the Solicitation posting.

Do you have patterns for these sweatshirts? If not, where would I go to get them? Would the below be the pattern number?

Unfortunately, PPI hooded sweatshirts is a new requirement for the US Army and there are no set patterns.

Do you have size specifications, patterns, and logo file prints or do we create the samples out of scratch with no references?

There are no set patterns, nor do we have electronic copies of the logo(s). We are looking for a hoodie sample without prints for the purposes of the solicitation.

Will a 9 oz. 50/50 cotton/poly fleece sweatshirt be allowed?

Standard commercial specs are acceptable and should be within the requirements contained in the solicitation’s Specifications. Please refer to the specifications attached to the solicitation.

The solicitation states "The ends of the drawstring will be tied off and sealed to avoid fraying." Is there a method of sealing that you prefer? We can do plastic metal or rubber aglets, heat sealing, or a stitch to prevent fraying but are looking for guidance on which method you prefer.

As long as the drawstring of the hoodie is tied off, there is no preference.

Do you have the last awarded contract that I can refer to?

Unfortunately, there is no procurement history, for the Army, for this requirement

From what I understand the hoodie has to be made in the USA 100%? I also have hoodies that are made with USA grown cotton and sewn in Mexico. Would those qualify?

Please review Page 3 of the solicitation which outlines the Berry Amendment language.

Additionally, DFARS 225.70 discusses Berry Amendment in further detail.

We understand the sizes will be Small through X-Large. What specs should we propose for this item: Men’s, Women’s or Unisex?

Please provide Unisex size standards.

Should we use our own main and care labels, or do you need us to make and sew your specific Army main and care labels?

Please use your own labels.

What size do you prefer for the pre-award samples?

We have no preference of size for pre-award samples.

I ran into a problem with the company that will be fulfilling the terms of the contract.

They told me that they need permission in writing from the government in order to move forward with the screen printing in order for me to get the samples to you. If you could provide documentation for me to give them it would be greatly appreciated.

For purposes of the solicitation, we are looking for blank sample hooded sweatshirts so any screen printing would be unnecessary as of right now. If you were to be awarded the contract, written permission and files would follow.

Would you please let me know how is the schedule of the delivery and payments?

The Government does not have specific expectations for shipments as the quantities ordered could vary throughout the year, i.e. quarterly, semi-annually, etc. However, when orders are placed, via Delivery Order, shipment and delivery dates can be coordinated.

Are there any other fabric blends/compositions that are acceptable for this bid? Mainly 100% cotton. If a 50/50 blend is required does the Polyester yarn need to be spun in the U.S. as well?

Standard commercial specs are acceptable and should be within the requirements contained in the solicitation’s Specifications. Please refer to the specifications attached to the solicitation under descriptions per item. Please review Page 3 of the solicitation which outlines the Berry Amendment language. Additionally, DFARS 225.70 discusses Berry Amendment in further detail.

In terms of the size specifications, I meant size chart. I wasn't able to find a size chart for the item in the solicitation. Are item size specs created at the discretion of the manufacturer?

Standard commercial specs are acceptable and should be within the requirements contained in the solicitation’s Specifications. Please refer to the specifications attached to the solicitation under descriptions per item.

Are turnaround times designated by the offeror?

Turnaround times are considered when the government places the necessary orders.

Are payment terms designated by the offeror?

Payment terms are designated by the Government.

The fabric description described on pg. 41, 44, 46 as DESCRIPTION: USA made, 8oz heavy fabric 50% USA grown cotton, 50% polyester Double-lined hood with color matching drawstring at neckline. Double needle stitched front pouch pocket, waistband and cuffs. The ends of the drawstring will be tied off and sealed to avoid fraying.

Sweatshirt color shall be black. There are 2 general type of French Terry fabric, 2 ends & 3 ends. The 3 ends are thicker fabric than 2 ends due to the addition of a 3rd tie yarn and also, more expensive. Please clarify to submit accurate quote.

Standard commercial specs are acceptable and should be within the requirements contained in the solicitation’s specifications as you quoted above.

On pg. 3, All quotes shall include three (3) pre-award samples in order to verify technical compliance with specifications. The pre-award samples are not required to include the Army custom imprinting. This phrase does not indicate which size to make and to submit.

And please advise the page# for size measurement specification is on the solicitation.

We have no preference of size for pre-award samples. Standard commercial specs are acceptable and should be within the requirements contained in the solicitation’s specifications on pages 41, 44, & 43. The specifications are located under “Description” on each hooded sweatshirt product and as you quoted in the first question.

Please advise the page# for the full-size measurement specification is on the solicitation.

Standard commercial specs are acceptable and should be within the requirements contained in the solicitation’s specifications.

I would like to get clarification on PPI 418, PPI 122, PPI 638, are these referring to the resolution of the logo on the sweatshirts?

The numbers referenced are control numbers assigned by the Government.

Is there an incumbent, and if so, what is the contract number and the contract value and also for how many years?

Unfortunately, there is no procurement history, for the Army, as this is a new requirement.

On a Monthly Basis throughout the term for the contract are orders provided as needed?

Or is it multiple bulk orders at once?

The Government does not have specific expectations for shipments as the quantities ordered could vary throughout the year, i.e. quarterly, semi-annually, etc. However, when orders are placed, via Delivery Order, shipment and delivery dates can be coordinated.

Are payments sent net30 once invoices are sent out?

Please refer to DFARS 252.232-7006 on www.acquisition.gov or view when the solicitation has been amended to include Q&A and WAWF Payment Instructions.
