About this file

This document is a Memorandum for Record regarding a Limiting Competition at or below the Simplified Acquisition Threshold for a Junior Cadet Leadership Challenge (JCLC) event in Chicago from June 9-13, 2024. The agency is seeking to award a contract to Saint John's Northwestern Military Academy (SJNWMA) to provide meals, lodging, and training facilities for 300 Cadets and 86 Cadre. The total value of the contract is $110,023.48, with funding from Operations & Maintenance, Army (OMA) and Military Personnel Army (MPA) accounts. The agency cites FAR 13.106-1(b)(1) as the authority for limiting competition, stating that SJNWMA is the only reasonable source capable of providing the required services within a 200-mile radius of Chicago. The agency conducted market research but was unable to find other suitable vendors to meet the requirements for the JCLC event. A related federal contract opportunity was awarded to SJNWMA on May 23, 2024, under solicitation number W9124D24P0097.

They are the only organization within a 200-mile radius from Chicago Public Schools and it possesses all the facilities necessary to conduct tough, challenging, realistic, and quality training for our cadets. If this contract were not awarded to this vendor, it will most likely not take place in 2024 due to increased travel costs.

For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.

a. Pursued Boy Scout of America organizations hosting this encampment. Although these organizations were willing to be hosts they just were unable to support the encampment. When we were planning this JCLC, we were unable to find a suitable place to conduct the type of adventure training and safety features we require. The following are some places found unsuitable for our requirements:

b. https://skydivechicago.com. We contacted Skydive Chicago located at 3215 E 1969th Rd, Ottawa, IL 61350. They are 1 hour 36 mins (75.4 miles) away from our location.

This facility caters to adults and has an emphasis on individual training. Our target group is 9-11 grade high school students with emphasis on collective teambuilding exercises.

Adventures Accessed only offers one day events. Per CCR 145-2, JCLC must be 3 to 7 days in length.
