About this file

This document is a Sole Source Justification for a fixed-price contract for the JCLC Bulldog (GMC) event in 2024. The contract was awarded by the Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) Fort Sam Houston to Georgia Military College for $222,823.88.

The period of performance is 27-31 May 2024 and 2-6 June 2024. The justification cites the limited availability and high costs of local hotels, as well as the lack of adequate government facilities in the area, as the reasons for the sole source award to Georgia Military College, which has the capability to meet all requirements in a central location. If the request is not approved, it will affect local JROTC schools' ability to complete the JCLC program, which is mandated by Cadet Command.

SOLE SOURCE JUSTIFICATION – JCLC Bulldog (GMC) 2024

Version – February 2017

Period of Performance: 27-31 May 2024 and 2-6 Jun 2024 Total Value: $ 222,837.00

4. Authority: FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

a. In the general area of Baldwin County, cadets would have to be housed in the local hotels which would cause the cadets to be bussed from there to the training sites which would cost additionally in transportation costs and training time, as the cadets staying on GMC campus keeps the cadets adjacent to the training areas. Hotels are available however they are much more costly and do not have the capability to handle the capacity requested with current resources. Hotels also declined to accept the liability risks involved with the number of youths who will be attending JCLC.

b. The closest government facilities available are in Houston County at Warner Robins AFB. These facilities have been explored as well. The findings are that these facilities lack availability and sufficiency to conduct a full scale JCLC.

Transportation cost from Warner Robins AFB to vendor’s site would significantly increase the cost of JCLC.

c. Justification: The vendor has the capability to meet all requirements as stated in Performance Work Statement in a central location.

d. Impact: If this request is not approved it will affect local JROTC schools. These schools will not be able to complete JCLC which is a Cadet Command mandated program as noted in CCR 145-2 and therefore will not be following regulatory guidance.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.

Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A): Action is NOT a brand name restriction and is under $150K, no posting required.

7. Market Research: Surveys were conducted in the area for feasibility to provide separate gender lodging with onsite security while simultaneously providing adequate distance from establishments which serve alcohol to patrons. Hotels in the Milledgeville area does not meet these requirements, nor do they meet have adequate amount of space to provide lodging for the requirements stated in the PWS. Fort Moore and Fort
