(l) Questions to this solicitation are due by e-mail to Cara Johnson at cara.j.johnson.civ@army.mil on 21 June 2023 at 2:00 P.M. Eastern Time (Fort Knox, KY, Local Time) in order to allow a response prior to the quote due date.
Answers will be posted to SAM.gov. No remarks or written responses to questions by Government personnel shall change or qualify any of the terms or conditions of this Request for Quotes (RFQ). This RFQ can only be changed by formal written amendment issued by MICC – Fort Knox.
(m) Quotes are due by e-mail to to Cara Johnson at cara.j.johnson.civ@army.mil in accordance with Block 8 of the solicitation (SF 1449) or as amended by the latest issued amendment. The Amendment 2 document (SF30) must also be signed and submitted with solicitation and quote. Previous amendment, Amendment 1 is not a part of this solicitation and is not requried to be submited. Submission time zone is Eastern Time (Fort Knox, KY, Local Time).
Faxed or late quotes WILL NOT be accepted. Quotes shall be submitted on a full and complete copy of this SF 1449 with all included pages. Prospective contractors are reminded to fill out all portions of the SF 1449 to include the individual CLIN pricing. If contractor does not intend to charge for a particular CLIN, they shall enter “$0.00” or “No Charge” in the pricing for that CLIN.
(n) Please note all dates are subject to change. All amendments to the solicitation will be posted to the SAM.gov website. Contractors are cautioned to check this website for amendments prior to the quote submission due date and time.

PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
IN SUPPORT OF
UNITED STATES CADET COMMAND
JCLC CAMP DODGE – MEAL SUPPORT
PART 1
GENERAL INFORMATION
1. GENERAL: This is a non-personal services contract to provide a full meal support system for cadets and cadre participating in Army Junior Cadet Leadership Challenge (JCLC) Camp Dodge at Camp Dodge Joint Maneuver Training Center (JMTC) located at 7105 NW 70 th Ave
Johnston, Iowa 50131 from 24-28 July 2023. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other miscellaneous items, and non-personal services necessary to perform specified meal support system in accordance as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2. Background: Camp Dodge is located at 7105 NW 70th Ave Johnston, Iowa 50131. This camp has the capability to provide full-service meal support during the conduct of the annual JCLC encampment.
1.3. Objectives:
1.3.1. The contractor shall provide food for 125 cadets and 25 cadre from 24-28 July 2023 in support of JCL Dodge.
1.3.1. The contractor shall provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and eating utensils and other items necessary to perform meal preparation, serving, and cleanup. The vendor shall set up and maintain two serving lines to serve 125 cadets and 25 cadre during specified mealtimes for breakfast & dinner.
1.3.2. Government Point of Contact: The government Point of Contact (POC) will be provided upon award of contract. The government POC will provide approval of the final meal selection, final attendee count and confirmation of location and serving times.
1.4. Scope: The contractor shall provide meals to 125 Cadets and 25 Cadre while they train at JCLC Camp Dodge from 24-28 July 2023. A summary of requirements is as follows:

1.5. Period of Performance: The period of performance for this contract is from 24-28 July 2023.
1.6. General Information
1.6.1. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is how he assures himself that his work complies with the requirement of the contract.
1.6.2. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rates.
1.6.3. Recognized Holidays: Contractors will not be required to work any of the below recognized holidays.

1.6.4. Hours of Operation: The contractor shall be available to conduct business (meal service) between the hours of 6:30 am to 6:00 pm for the duration of the meal contract except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.5. Place of Performance: The place of performance is the contractor’s normal place of business. However, the food will be transported to the dining facility inside barracks building S53 located on Camp Dodge, IA 50131.
1.6.6. Type of Contract: The government will award a firm fixed price contract.
1.6.7. Security Requirements: Contractor personnel performing work under this contract are not required to have a security clearance.
1.6.7.1. Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.6.8. Special Qualifications: Contractor shall insure all employees meet board of health standards and food handling requirements as well as having knowledge of safety regulations, such as, Occupational Safety and Health Association, (OSHA), proper clothing and footwear.
Contractor shall maintain a professional demeanor when serving the food and be aware of all food safety requirements for preparing and serving food.
1.6.9. Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
1.6.10. Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications, or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government.
Note: The only individual who can legally bind the government.
2.1.3. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.4. DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
2.1.5. Reserved
2.1.6. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.7. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.8. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of a product or service shall meet contract requirements.
2.1.9. SUBCONTRACTOR. One that enters a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.10. WORKDAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.11. WORK WEEK. Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1. Services: Services: The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
3.2. Facilities: The Government will provide a serving area inside the barracks building S53 located at Camp Dodge, IA.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1. General: The Contractor shall furnish all food, meal serving services, equipment, supplies, management, supervision, and labor to perform work under this contract that are not listed under Section 3 of this PWS.
4.2. Transport: The contractor shall transport food and support equipment to and from the designated serving area at the training site located at Camp Dodge located in Johnston, IA.
4.3. Materials: The Contractor shall furnish all materials, supplies and equipment necessary to meet the requirements under this PWS to include all condiments, utensils, plates, and napkins.
4.4. Equipment: The Contractor shall be responsible for set up of the serving line, tables, cooking equipment and meal serving equipment. The contractor shall provide chafing dishes to keep meals hot and refrigerated containers to keep other items cold. The contractor shall provide all cleaning supplies to clean the tables and be responsible for all trash removal.
4.5. The contractor’s personnel shall wear clean clothing and present themselves with clothing that does not contain statements that may be offensive to the military or others using a portion of the uniform.
4.6. Utility Conservation: The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after use.
4.7. Taxes. The government will be exempted from paying any sales taxes related to this contract. Tax exemption forms will be provided to the contractor upon request.
PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1. Basic Services. The contractor shall provide all services for meal preparation, serving and clean-up for 125 cadets and 25 cadre for the performance of this contract.
5.1.1. The contractor shall transport and set-up all food and serving equipment prior to each meal start time as coordinated with the government POC. The contractor shall transport food and support equipment to and from the designated serving area at the training site.
5.1.2. The Contractor shall provide the necessary management, supervision and labor required to set up, serve, clean-up and sanitize for all meals.
5.1.3. The Contractor shall provide a minimum of two serving lines for each meal to expedite the service.
5.1.4. The contractor shall set up all equipment required to prepare, cook, and serve the food 30 minutes prior to serving time.
5.1.5. The contractor shall have all meals ready to serve 15 minutes prior to the serving time and kept hot until served.
5.1.6. The Contractor shall provide the necessary management, supplies, equipment, supervision, and labor required to set-up, clean-up, and remove trash from the dining area.
5.2. Access, General Protection, and Security Policy and Procedures. Contractor and all associated sub-contractors’ employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy.
In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
5.3. Meals
5.3.1. Menus. The contractor shall provide a menu like the one stated in 5.3.2. The dinner meal shall be served hot. The menu shall be coordinated with the Government POC upon receipt of the award and finalized within 10 days. Any changes to the menu for alternative replacement after that point shall be agreed upon prior to execution.
5.3.2. Sample Menu:
Breakfast sample 1: Pancakes, waffles, cold cereal, home fries, sausage, eggs, three (3) whole fruit choices, two (2) juice choices, milk, coffee, and condiments
Breakfast sample 2: French toast, waffles, home fries, bacon, eggs, cold cereal, three (3) whole fruit choices, two (2) juice choices, milk, coffee, and condiments
Lunch sample: Cold cuts / sandwich on bread or roll, lettuce, cheese, mayo, mustard, etc., chips, two (2) choices of desert, fruit punch, milk, coffee, and condiments
Dinner sample 1: Lasagna, chicken tenders (two [2] choices), rice pilaf, baked potatoes, two (2) vegetable choices, three (3) desert choices, salad, rolls, juice, milk, coffee, and condiments
Dinner sample 2: Fish sandwich, beef stroganoff, egg noodles, (two [2] choices), potato wedges, two (2) vegetable choices, three (3) desert choices, salad, rolls, juice, milk, coffee, and condiments
Note: Consideration / accommodations must be made for vegetarian meals for approximately 10-20 people per meal.

In accordance with PWS paragraph 5.1. thru 5.3.3., provide meals during prescribed times.
In accordance with PWS 5.1.4.
The contractor shall set up all equipment required to prepare, cook, and serve the food 30 minutes prior to serving time.
In accordance with PWS 5.1.5.
The contractor shall have all meals ready to serve 15 minutes prior to the serving time and kept hot until served.
In accordance with PWS paragraph 5.3.3, the contractor shall ensure that the food is ready for serving at the prescribed time. Upon completion of the meal, the vendor will ensure the facility is clean and sanitized (5.1.2)
Vendor will deliver and set up all equipment required to prepare and serve the food 15 minutes prior to the scheduled serving times.
