QUESTIONS AND ANSWERS
Note to all Vendors: All infrastructure is pre-wired, and no additional wiring is needed in the five buildings. Commercial Wi-Fi will need their own infrastructure no access to NEC infrastructure.
1.) Is there any way to get the specs on the buildings, to include the location of telecom rooms?
- This information will be made available from Mr. Dan Lipsey, the USACC G4 facilities manager, to the successful offeror of the requirement.
2.) Is fiber available in the buildings?
- Yes but is inaccessible due to use by NEC. I know there is a telecom room on each floor from which wires were run to each individual room last year.
3.) How many people occupy each building?
- 84 4.) What’s the max amount of devices that would be accessing the Wi-Fi at any given time per building?
- 84 5.) Would the contactor be expected to remove the Wi-Fi equipment after the contract period?
- Yes 6.) Could the Wi-Fi remain for individual subscription services after the contact period?
- No 7.) Would a site survey be possible?
- Yes, this will need to be coordinated through the USACC G4 facilities manager Mr. Dan Lipsey. The buildings are currently being occupied in support of Cadet Summer Training.
8.) Is this a hardware procurement with installation Services, initialized with 3 months of Managed Service, which would be transitioned to another entity’s management? Or, is this a 3 month temporary installation where the Service Provider installs and operates APs and then takes down the service after 3 months and removes the equipment?
- Temporary 3-month installation with removal after the service.
9.) Can you provide floor plans for the buildings or in lieu of that, can you give any information, for the purposes of estimating the number of APs required in bid, how many rooms, the average size of the room in square feet, and the general make up of building materials used for the interior walls in each building?
- The building is 1980’s era concrete. I do not know the sq. ft. per room, but an individual access point was required for each individual room last year. USACC G4 may have further information.
10.) What is the make-up of the ceiling and plenum spaces? Are there any existing cable trays or pathways established through the corridors?
- Coaxial was run to all individual barracks rooms last year.
11.) How old are the buildings? Does an installation team have to be wary of asbestos contamination in wall penetrations?
- 1980 12.) Can you clarify what you mean by 420 installations? Does this mean for each barrack room to have their own individual Wi-Fi AP or router as opposed a single centrally controlled Wi-Fi system capable with building wide coverage that would not compete with itself for radio spectrum?
- Each room should have their own AP or router.
13.) Have there been any Wi-Fi Surveys completed of the areas requiring coverage?
- Not Available 14.) The procurement docs list this as a critical service. Is this for government official use or for personal use by military personnel, which is not typically classified as critical use?
- Government official use, legal opine already staffed through HQDA OTJAG.
15.) 4-hour on-site response is typically associated with high-scale carrier class Dedicated Internet Access (DIA) circuits that come as a premium price. Is this what is intended? If not can the 4-hour response time be negotiated?
- Yes, up to 24hrs.
16.) Are there any existing providers that service any part of the barracks buildings?
- Yes, the previous contract is W9124D-21-P-0105.
17. Is this a new requirement?
- No, follow-on
18. Is there an Incumbent, if so could the government please provide the name and contract number?
- Spectrum, W9124D-21-P-0105.
19. Is there Government-provided fiber interconnect available from the intermediate demarc facility (IDF) to serviced buildings?
- Yes, but limited and reserved for mission specific requirements. Not available for commercial use.20. Is there Government-provided fiber interconnectivity between the buildings?
- Not available – does not exist.
21. Can the government confirm if there is existing internet service? If so could you please provide the provide the internet service provider name?
- The building is wired, by Spectrum.
22. Where is the main demarc facility (MDF) located (room number) in each building?
- No room numbers. MDF is located within a "janitors" closet located just outside the dining area.
23. Can the government provide maps of each building showing coverage areas?
- Not Available.
24. Where is the main demarc facility (MDF) for the Internet Service Provider
- No room numbers. MDF is located within a "janitors" closet located just outside the dining area. 24. Can the government provide maps of each building showing coverage areas?
25. Can the government confirm number of access points to be installed per building?
- 420. One per barracks room
26. The contract specifies providing Wi-Fi internet services for 3 months. Will the government be assuming responsibility of the Internet service up contract expiration of 3 months?
- No, temporary installation.
27. Can the government provide the full address for each building?
- These are in the statement of work.
28. Does the barrack or barracks currently have Wi-Fi?
- Yes, answered above.
29. Do you have soft copies of drawings for the barracks including the location of the network closets?
- Not Available.
30. Are they looking for a validation survey (Pre and Post)?
- No
31. As part of the RFP, assume awarded vendor will also provide HW and all associated materials for the installation work? If so, does the Army have a preference for HW (Cisco, Aruba, etc) and or materials (OEM preference)?
- No Preference.
32. Given the current chip and supply chain shortages and delays hampering the industry, would more than a 90-day period of performance be acceptable?
- No. We need Internet beginning NLT 15 September and concluding on 22 November.
33. Is it safe to assume that the "420 installations" equates to the number of Wi-Fi access points required? If so, how was that number determined?
- Yes. 84 rooms x 5 buildings = 420 rooms with individual access points.
