1. Question: Would the USG consider laundry trailers?

a. Answer: No, the site is a grassy area that will not withstand the weight of trailers.

2. Question: Does the tent have to be climate controlled?

a. Answer: Yes, 70 degrees Under 3.3. Utilities: The Government will provide the ability to receive fresh water from a fire hydrant and power.

3. Question – How far is the Fire Hydrant from the Laundry Tent Location?

a. Answer: No more than 100 ft. The location of the collection point could reduce the distance.

4. Question –Would we have to provide a Potable water truck to transport the water or is it close enough to plump directly?

a. Answer: No need for a truck to transport the water. The fire hydrant is within

100 feet. The contractor will provide hoses and fittings to hook up to it.

Under 5.1.2. The contractor shall provide a grey water removal from the laundry facility and transport it to a location off of Fort Knox.

5. Question – How far is location from Fort Knox?

a. Answer: There is a sanitary sewer manhole within 100 feet for the contractor to pump the grey water to.

6. Question – Does the Contractor pay the dump fees or is this already setup by the

Government?

a. Answer: The dump fees will be paid by the contractor.

7. Question: Do you have a specific tent size needed?

a. Answer: A tent 66’ x 66’ is what we figured is required to put the 80 stackable washers and dryers, the tables, chairs, etc.

8. Question: How many feet of fire hose, hose connectors, hose adapter will be provided and who maintains?

a. Answer: No more than 100 feet. The contractor will maintain these hoses and adapters

9. Question: How many feet of electrical cable and adapters will be provided to wire the project?

a. Answer: There will be electrical outlets within 100 feet of the tent – 50 AMP twist lock receptacles.

10. Question: Do we need to meet Army requirements for gray water storage/disposal or can we use the open pit ‘evaporative method’?

a. Answer: The contractor will move the gray water up to 100 feet away from the tent to a sanitary sewer manhole. The contractor will pay any disposal fee charges.

11. Question: Can we dispose of the grey water using the installation waste water system

(ie. Pump it into waste water sewers)?

a. Answer: Yes

12. Question: Will the tent be used for anything else other than laundry operations? Like will people use it as a classroom or break area since it well be air conditioned.

a. Answer: The tent will only be used for doing laundry washing, drying and folding.

13. Question: Could we store a MILVAN on post for replacement washers, dryers and repair parts.

a. Answer: We will find a spot but not guarantee how close it would be to the temporary laundry site.

PERFORMANCE WORK STATEMENT (PWS)

Temporary Laundry Tent

PART 1

GENERAL INFORMATION

1. General: This is a non-personal services contract to provide a temporary self-serve laundry tent to augment the existing, but limited, laundry capability within the area of operation. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary establish this temporary facility as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2. Background: In the past, a US Army unit provided laundry services to cadets attending Cadet Summer Training (CST). For the past four years, this unit processed, on average, 57,208 bundles of laundry. For CST 2021, we were told this US Army unit will not be available to provide these laundry services.

1.3. Objectives:

1.3.1 The contractor shall deliver, assemble, and maintain a temporary turnkey laundry facility.

1.3.4 Government Point of Contact: The government Point of Contact (POC) will be provided upon award of contract. The government POC will provide specific location where service will be conducted.

1.4. Scope: The contractor shall provide a turn-key, self-service laundry facility with 80 stackable washers and dryers. These washers and dryers will be used eight hours a day, seven days a week. These bundles of laundry will include but are not limited to: socks, undergarments, t-shirts, physical fitness uniforms and army combat uniforms.

This facility shall be a temporary structure that is climate controlled and maintain an average internal temperature of 70 degrees Fahrenheit at all times. Contractor shall provide a grey water removal service.

1.5. Period of Performance: The period of performance for this contract is from 23 May 2021 through 18 August 2021. The contractor will have seven days before and after the period of performance to setup and tear down the laundry facility.

1.6. General Information

1.6.1. Quality Control (QC) The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the contractor assures that work complies with the requirement of the contract. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the QC system.

1.6.2. The contractor will have a file of all inspections conducted and any corrective action taken. The contractor shall make this documentation available to the Government during the term of the contract. KO and COR will send all inspection results to the Cadet Safety Office at usarmy.knox.usacc.list.hq-safety-office@mail.mil. Any safety issues found that could cause injury to personnel, the product will be taken out of use immediately until repaired.

1.6.3. Reserved.

1.6.4. Hours of Operation: The contractor shall conduct 24 hours a day, seven days a week except when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. To keep in line with necessary requirements outlined in 5.2.6. The contractor shall provide personnel to accept call-ins due to maintenance issues. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.5. Place of Performance: The work to be performed under this contract will be performed within the Disney Complex located at Fort Knox, Kentucky

1.6.6. Type of Contract: The government will award a firm fixed price contract.

1.6.7 Security Requirements: Contractor personnel performing work under this contract are not required to have a security clearance. However, the contractor shall complete Level I Antiterrorism, Awareness Training, iWatch Training at time of proposal submission, and must maintain the level of security training required for the life of the contract. This training is required for all contractors that work on a U.S. Army military installation.

1.6.7.1 AT Level I Training: All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. 1.6.7.2 iWATCH Training: The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 60 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.

1.6.7.3 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.8 Special Qualifications: Contractor shall insure all employees meet training requirements to safety and accurately provide inspection, testing and maintenance of fire extinguishing systems in accordance with NFPA10 and required acceptable fire safety standards, as required.

1.6.12 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.

1.6.16 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1. Services: The government will dispose of the trash in the contractor-provided trash cans.

3.2. Facilities: The Government will provide a turf site with dimensions of 150 feet by 150 feet dedicated for the temporary laundry facility.

3.3. Utilities: The Government will provide the ability to receive fresh water from a fire hydrant and power. Power provided will be configured as 220v 3 phase with up to four 400 AMP/480 volt connecting point and one 220 AMP single phase connection.

3.4. Materials: The Government will provide the laundry detergent and fabric softener for the cadets to laundry their clothes.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1. General: The Contractor shall furnish all personnel, management, supervision, labor, equipment, supplies, tools, materials and transportation to perform work under this contract that are not listed under Section 3 of this PWS.

4.2. The contractor’s personnel shall wear clean clothing and present themselves with clothing that does not contain statement that may be offensive to the military or others using a portion of the uniform.

4.3. Taxes. The government will be exempted from paying any sales taxes related to this contract. Tax exemption forms will be provided to the contractor upon request.

PART 5

SPECIFIC TASKS

5. Specific Tasks:

Fire, Safety, and Mishap Prevention:

- The contractor shall comply with the requirements of the Occupation-Safety and Health Administrative Standards (OSHA 29 CFR 1910), Army Corps of Engineers, Safety and Health Manual EM 385-1-1, and Army Regulation 420-90 "Fire Prevention and Protection".

- Contractor shall comply with OSHA http://www.osha.gov/ and all pertinent provisions of the publication OSHA 29 CFR 1910. The contractor shall submit to the KO and COR for forwarding to the Cadet Command Safety Office a written Safety Accident Prevention Plan, a comprehensive site specific safety plan to include the set-up and tear-down process, and a written job hazard analysis specific to the work NLT 15 calendar days after contract award. The contractor shall base the plan on contractor's risk assessment of the work to be performed, including job hazard analysis specific to the work. The contractor shall identify and evaluate job hazard analysis for the various hazards and outline the methods and techniques that will be utilized to accomplish each phase of the contractual work in a safe manner.

- The Contractor shall maintain records of accidents and shall report to the KO and COR any accident resulting in death, traumatic injury, occupational disease, or property damage within 24 hours of each occurrence while performing services under this contract. The information will be reported to the Cadet Command Safety Office immediately at 502-799-3539 or 502-378-2722, usarmy.knox.usacc.list.hq-safety-office@mail.mil.

5.1. Basic Services.

5.1.1. The contractor shall provide all supplies and services to provide a turn-key, self-service laundry facility for cadets to use during CST 2021. The contractor shall provide 80 stackable washers and dryers. These washers and dryers will be used eight hours a day, seven days a week. These bundles of laundry will include but are not limited to: socks, undergarments, t-shirts, physical fitness uniforms and army combat uniforms. This facility shall be a temporary structure that is climate controlled and maintain an average internal temperature of 70 degrees Fahrenheit at all times.

5.1.2. The contractor shall provide a grey water removal from the laundry facility and transport it to a location off of Fort Knox. The contractor shall remove all waste water/grey water and disposed of within OSHA standards.

5.1.3. The contract shall have the laundry facility fully operational NLT 8:00am on 23 May 2021. The contractor shall have access to the site ten days before 23 May 2021 to setup the laundry facility. The contractor shall maintain a fully operational laundry facility through 18 Aug 2021. On 18 Aug 2021, the contractor shall have seven days to disassemble and remove the laundry facility.

5.2. The contractor shall provide a tented, turnkey and self-service laundry facility.

5.2.1. The contractor shall provide a tented structure that is an enclosed clear span tent. This facility will be soft walled and complete with a ¾” raised, engineered wooden or plastic flooring, lights, doors and fire safety devices per National Fire Protection Association (NFPA) 101 which include Type A Fire Extinguishers, smoke alarms and lighted exit signs.

5.2.2. The contractor will provide a tented structure that is rated to withstanding 75 MPH winds, snow, seismic and flood loads.

5.2.3. The contractor shall maintain the laundry facility at 70 degrees Fahrenheit at all times.

5.2.4. The contractor shall completely wire and plumb the laundry facility to accommodate all internal appliances and ready to receive power from government provided source outlined in 3.3 of this PWS.

5.2.5. The contractor shall provide a laundry facility with 80 heavy duty, electric, serviceable, stackable washer/dryer units that are front loading and maximize energy and water conservation. The facility shall contain at a minimum of 16 each six-foot tables for folding clothes, four each 33 gallon standard trash cans, and chairs for drying time waiting.

5.2.6. Contractor shall provide, within first notification, necessary repairs within 6 hours and replacements within 24 hours of all failing or failed equipment.

5.2.7. The contractor shall ensure the laundry facility’s interior is arranged to accommodate spacing, movement and access/egress requirements per American National Standards Institute (ANSI) Z4.4 and NFPA 101 and 102.

5.2.8. The contractor shall install flooring that is compliant with Occupational Safety and Health Administration (OSHA) standard 29 CFR 1910.142 (b) (8) (9) & (11). Facilities shall be ramped and made accessible to accommodate persons with disabilities or handicaps.

5.2.9. The contractor shall vent all dryers per local code. The contractor shall check and clean all lint screens daily.

5.3. The contractor shall construct and deliver a water system for the laundry facility, to provide hot, potable, pressurized water to units and remove wastewater from units to storage locations for processing/dumping.

5.3.1. The pressurized systems shall employ jet pumps to distribute high pressure water from government provided water source (fire hydrant).

5.3.2. The wastewater removal system shall employ grinder pumps which operate much like sump pumps by utilizing a centrifugal pump to move water that uses blades to break down any solid waste to allow for smooth flow of wastewater into designated areas.

5.4. CONTRACTOR MANPOWER REPORTING (CMR) The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services under this contract for the US Army Cadet Command via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and click on "Department of the Army CMRA" on the icon of the DoD organization that is receiving or benefitting from the contracted services.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2020. PERFORMANCE REQUIREMENTS SUMMARY (PRS)

The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

In accordance with PWS paragraphs 5.1 thru 5.3.2, provide a turnkey self-service laundry facility utilizing government provided power and fresh water.
