5. Authority: Action using Simplified Acquisition Procedures FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.
6. Reasons for Authority Cited: This requirement is specific to a certain location with specific operational requirements and this source is the only source reasonably available within the required geographic area.
a. Due to mission and training requirements, it is essential USAPT personnel have a training area available for parachute training jumps. Only a commercial parachuting activity can provide the services required. A jump site or drop zone at Fort Bragg is not available for USAPT’s parachuting mission. Tickets are used to support the Competition Team when Unit aircraft and aircrews are unavailable due to the Annual Certification Cycle, January through March of 2020. Lift Tickets and team room will be used during this time frame for the Competition Team's training in preparation of the 2020 United States Skydiving Nationals. The location of Skydive City (Zephyrhills, Florida) offers an extended training opportunity due to the improved historic weather forecasts during the months of February through March, in comparison to Fort Bragg, North Carolina.
b. Skydive City INC drop zone is the FY20 site for the United States Skydiving Nationals. On-site training prior to such events helps to establish drop zone and aircraft familiarization. Skydive City INC uses Federal Aviation Administration (FAA) approved aircraft (Twin Otter) pilots and drop zone certified for competition by the United States Parachute Association (USPA). The drop zone is open 24 hours per day, seven days a week and is readily accessible to the USAPT’s operational and training needs. A military drop zone is incompatible with the type, intensity, number of jumps, aircraft takeoff/landings and parking of aircraft the USAPT conducts. The USAPT team members jump from between 3,500 to 12,500 feet per jump. National and international skydivers utilize this DZ which also allows for our team interaction with all facets of parachuting. Lift tickets will support two faucets of the team: Individual parachutist will be current with their licensing and ratings and will afford competition team training during the Annual Certification Cycle.
c. Failure to obtain these lift tickets will result in inadequate preparation and training to enable the USAPT competition teams to compete in the United States National Championships and the World Championships. Various drop zones possess one or more of the above-mentioned attributes, none offer all the characteristics required except Skydive City INC Aviation. All requirements must be met in order to satisfy the USAPT command mission. Lift tickets need to be purchased in bulk and will be issued to parachutists based on individuals training schedules and currency requirements.
7. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 apply and will be followed.
8. Market Research: According to SBA-DSBS, SkyDive City is the only Skydiving and Parachute Training Center in the immediate area that can provide the services for this instant action. SkyDive City is a small business that with satisfactory past-performance.
9. Other Facts: Pricing for the services are posted on the vendor’s website.
10. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
