C. The following Questions & Responses are now officially incorporated into the solicitation.
Questions & Responses
1. Can you provide further information on the Make and Model of the existing machines?
A. There are numerous Makes and Models. No other information will be provided.
2. Will the Government provide a date and time for a site visit?
A. There will be no site visit.
3. How many washers and dryers are in individual rooms?
A. None.
4. How many washers and dryers are in common laundry rooms?
A. All washers and dryers are in either common laundry rooms or latrines. See Technical Exhibit C for a
Building Listing of Washers and Dryers.
5. In regards to paragraph 5.6 (Clean Dryer Vents) of the PWS which stated that the Contractor shall Clean Dryer Vents and vent piping annually from the discharge of the dryer to the exterior of the building to include all exterior components.
5a: How many individual vents is a contractor responsible for?
A. Not known, some are individual vents and some are convergent vents.
5b: How many convergent vents is a contractor responsible for?
A. Not known, some are individual vents and some are convergent vents.
5c: When was the last time vents were cleaned? And by who?
A. Vents were last cleaned in 2018 by the current contractor.
6. Does the Government have building floor plans in sufficient details in regards to the venting of the driers for each one of the buildings so that we can calculate the distance and the height of the outdoor vents? If these drawing are available please provide.
A. Drawings are not available.
7. How many dryer vents are assisted by exhaust fans? If any are exhaust fan assisted is it the responsibility of the successful contractor to replace and maintain these exhaust fans?
A. An estimated 8-10 buildings have exhaust fans. Replacement and maintenance of fans will not be performed under this contract.
8. If during the annual dryer vent cleaning there is damage identified to vents and the vent supporting elements. Who has the responsibility to provide labor and materials to repair these items?
A. Repaired by others and not performed under this contract.
9. If salvaged serviceable parts are not available and new parts are required; it is assumed that the contractor would acquire the parts from a vendor. Does the contractor then invoice the Government for the reimbursement of the material under CLIN 0004?
A. Yes.
10. Could the Government please provide an equipment listing that includes the Installed equipment location, Manufacture, model and Part number?
A. Technical Exhibit C is a Building Listing of Washers and Dryers. As there are numerous Makes of equipment installed, the government is unable to provide a listing of the manufacturers, models and part numbers. .
11. For CLIN 0002 Hook up of equipment is the “unit” “each” one each item equals one piece of equipment i.e. One washer?
12. For CLIN 0008 Assessment of equipment is the “unit” “each” one each item equals one piece of equipment i.e. One washer?
13. Is the Contractor allowed to use the Government Dumpsters for waste material generated under this solicitation?
A. Yes
14. In regards to PWS Paragraph 5.2.1; can the Government please confirm that there will be one service request for each unit requiring service and that the Government does not intend to call in a single service call for multiple units?
A. One service request may include multiple units. The contractor will be paid for each unit repaired.
15. In regards to PWS Paragraph 5.2.2 the contractor shall not use locked buildings or locked laundry rooms as a reason not to repair machines. What is the procedure for gaining access if the service order POC is unresponsive?
A. Contact the Government QAE.
16. Please help clarify the relationship between an Assessment and a Repair. We assume that we may receive a service call to respond to a specific location and a specific unit (washer or dryer) and will be asked to assess its serviceability (troubleshoot). We would then return to our shop and prepare the assessment.
Upon completing the assessment of the repairs we would notify the QAE or KO of the extent (and cost) of the repairs required to make the unit serviceable again. If the QAE and/or the KO wants unit made serviceable again they will issue a separate repair service call. Is this correct?
17. Although there is some mention of the historical data it’s tied to “past yearly periods” that are not quantifiable. In order to give the Government to best price at the lowest possible risk to the contractor we are going to ask this question about the historical data. Would the Government lease provide the historical to complete the table?
A. The government does not maintain the detailed historical data necessary to complete the chart below.
The government is unable to provide any additional historical data.
18. Who is providing the washers and dryers? Are you looking to install and service only? If Fort Knox is providing equipment, I need to know the brand and model to check parts availability?
A. The Government provides the washers and dryers. The contractor shall install and service only. As there are numerous Makes and Models, the government is unable to provide this information.
19. Are any of the laundry rooms on other than the first floor? If so, need to know if there are elevators, or how many floors machine need to be moved, and method of delivery?
A. Yes, laundry rooms and latrines are in multi-story buildings, maximum basement plus 3 floors.
20. There was reference to 180 high efficiency washers. Need to know if this references a front load washer and if remaining are top load washers?
A. Yes, high efficiency washers are front load, all others are top load.
21. Please verify total count of machines, and number of top load washers and front load washers, if there is a mix. I ask because dryers were separated with single dryers and stacked dryers.
A. All known information is listed in Technical Exhibit C, Building Listing of Washers and Dryers.
22. Are dryers gas or electric?
A. All dryers are electric.
23. In regards to Salvaged Parts at paragraph 5.3 and 5.3.1. Will the Government provide a secure storage location for the Governments salvaged parts?
24. What is the current backlog of equipment requiring service or repair?
A. 30-35 machines.
25. In paragraph 5.8 please describe the steps that the contractor must take to complete an assessment? Does the Government have a form that the contractor must fill out meet requirement?
A. An assessment consists of operating the machine thru its cycles to insure it operates properly. The assessment line item will only be used when it is unknown if the machine operates properly.
Machines currently in use will not be assessed, the machines are considered to be operational until a repair is requested by the user. When a repair is requested the machine is considered to have already been assessed by the user as not operational. Assessments will be ordered very infrequently, none were ordered in the past year. The Government does not have a form for assessments.
