Control No: Knox-2019-57 Program/Equipment: CA Layer 7 API
Version – September 2018 FOR OFFICIAL USE ONLY
4. Authority Cited: FAR 16.505(a)(4) – Restricting consideration to an item peculiar to one manufacturer (e.g., a particular brand-name, product, or a feature of a product that is peculiar to one manufacturer.
5. Reason for Authority Cited: CA branded products are required for the following reasons:
The current HRC workforce of API Engineers are trained and certified to support CA Developer Portals, Mobile API Gateway and API Gateway Service Oriented Architecture (SOA) Network devices. This in-house knowledge and experience greatly reduce the time to restore during unscheduled outages. This proficiency and efficiency saves the government money by maintaining high availability and reducing outage duration. The software specified cannot be substituted with any other Original Equipment Manufacturer (OEM) solution. This information technology platform has been utilized since year 2000 and a conversion to a new platform is estimated to cost over $636,000. The purchase of another software package would need to be evaluated for fitment in the Army Network and Cyber Security requirements, require significant development and testing time to build out the new capability, training for the system administrators, and increased risk of service outages during a migration. Any other brand of software would be incompatible with the current system. Replacing the CA software would lead to costly delays to mission critical applications that would negatively impact the entire command.
HRC has eighty six web services configured, designed, and monitored that operate within the CA products providing application services to soldiers worldwide.
Transitioning these services with another API product would be inefficient and take resources away from operations and maintenance for other application services.
Additionally, there is increased risk to service outage if the services where to be migrated to another platform.
HRC has 26 CA API instances spanning 12 network environments configured, designed, and monitored that operate within the HRC computing environments.
Transitioning these instances to another API product would be inefficient and take resources away from operations and maintenance for IT services. Additionally, there is increased risk to service outage if the services where to be migrated to another platform.
6. Actions to Increase Competition: Products offering a high degree of automation utilizing the latest technologies will be considered for implementation. Accordingly, HRC will continue to monitor advancements in commercially available information technology products and services, particularly those listed within existing enterprise-related contracts under the mandatory Army CHESS Program.
7. Market Research: This action is an IT procurement and CHESS is the mandatory source for commercial IT products. The software maintenance renewal for CA Layer 7 API is within scope and available from CHESS through a Blanket Purchase Agreement (BPA) Enterprise License Agreement (ELA). The BPA is comprised of a single reseller, FedResults, W52P1J-18-A-0005. NAICS Code 511210 is on the list as eligible for a

WOSB set-aside, however there are currently no WOSB’s capable of providing the required licenses and maintenance. NAICS Code 511210 is not on the list of NAICS codes eligible for an Economically Disadvantaged Women Owned Small Business set-aside. Market research has determined that this requirement may not be set-aside for small business. Therefore, this requirement shall be sole-sourced to FedResults.
8. Other Facts: This is a follow-on to W52P1J-16-D-0005-2E01, which was a base plus two option years. This will be purchased via a Department of Defense Enterprise Software Initiative Blanket Purchase Agreement.
