PERFORMANCE WORK STATEMENT (PWS)

IN SUPPORT OF

UNITED STATES CADET COMMAND

JCLC REFRESHING MOUNTAIN

JCLC: 10 - 14 JUNE 2019 Base Year plus 1 Option Period

Part 1

General Information

1. GENERAL: This is a non-personal services contract to provide food, lodging and training facilitation for cadets and cadre conducting JCLC Refreshing Mountain from 10 to14 June 2019. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform specified Dinner meal in accordance as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2. This Army Junior Cadet Leadership Challenge (JCLC) is conducted annually. The vendor shall provide lodging, meals, and training facilities. Training includes canoeing, high & low confidence courses and land navigation.

1.3. Objectives:

1.3.1. The contractor shall provide meals, lodging/barracks spaces and training facilities for 120 cadets and 30 cadre personnel from 10 - 14 June 2019 in support of JCLC Refreshing Mountain, Philadelphia DAI.

1.3.2. The contractor shall provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items necessary to perform meal preparation, serving, and cleanup in addition to serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for requested meals and set up and maintain two serving lines for one and one half hours to serve cadets and cadre in accordance with paragraph 1.3.1 during specified meal times.

1.3.3. The contractor’s personnel shall wear clean clothing and present themselves with clothing that does not contain statements that may be offensive to the military or others using a portion of the uniform.

1.3.4. Government Point of Contact: The government Point of Contact (POC) will be provided upon award of contract. The government POC will provide approval of the final meal selection, final attendee count and confirmation of location and serving times.

1.4. Scope: The contractor shall provide lodging, meal services and training facilitation from 10 - 14 June 2019 plus one option year. A summary of requirements is as follows:

Vendor will provide meals, lodging & training facilitation for 120 cadets and 30 cadre in support JCLC Refreshing Mountain Philadelphia DAI from 10-14 June 2019. Training includes high & low confidence courses, orienteering, climbing tower, pool, giant swing, wilderness survival skills, rappelling, toxic plants and animals, giant ladder, zip lines, elevated obstacle course, teambuilding, archery, scavenger hunt, physical challenge, and Tactical Operations Center (TOC) operations.

1.5. Period of Performance: The period of performance for this contract is from 10 Jun 2019 thru 9 Jun 2020 for the base year. The dates for the first option year are 10 Jun 2020 thru 9 Jun 2021 with the services and facilities being provided from 8 thru 12 Jun 2020.

1.6. General Information

1.6.1. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.

1.6.4. Hours of Operation: The contractor shall be available to conduct business (meal service) between the hours of 5 am to 8 pm for the duration of the meal contract except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor shall not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.5. Place of Performance: The place of performance for this contract will be the contractor’s normal place of business.

1.6.6. Type of Contract: The government will award a firm fixed price contract.

1.6.7 Security Requirements: Contractor personnel performing work under this contract are not required to have a security clearance.

1.6.7.1. Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

Special Qualifications: Contractor shall insure all employees meet board of health standards and food handling requirements as well as having knowledge of safety regulations; such as, Occupational Safety and Health Association, (OSHA), proper clothing and footwear. Contractor shall maintain a professional demeanor when serving the food and be aware of all food safety requirements for preparing and serving food.

Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. All contractor personnel shall be required to wear Badges from the Visitors Center during their stay throughout the event at all times.

Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. Reserved.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.6. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.7. PHYSICALSECURITY. Actions that prevent the loss or damage of Government property.

2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1. General: The Contractor shall furnish all food, meal serving services, equipment, supplies, management, supervision and labor to perform work under this contract that are not listed under Section 3 of this PWS.

4.2. Materials: The Contractor shall furnish all materials, supplies and equipment necessary to meet the requirements under this PWS to include all condiments, utensils, plates, and napkins.

4.3. Equipment: The Contractor shall be responsible for set up of the serving line, tables, cooking equipment and meal serving equipment. Chafing dishes will be used to keep meals warm. The contractor shall provide all cleaning supplies to clean the tables and be responsible for all trash removal.

4.4. The contractor’s personnel shall wear clean clothing and present themselves with clothing that does not contain statements that may be offensive to the military or others using a portion of the uniform.

4.5. Taxes. The government will be exempted from paying any sales taxes related to this contract. Tax exemption forms will be provided to the contractor upon request.

PART 5

SPECIFIC TASKS

5. Specific Tasks:

5.1. Basic Services. The contractor shall provide all services for meal preparation, serving and clean up as well as furnishing all lodging, facilities, equipment, shower and latrine facilities for 120 cadets and 30 cadre during JCLC Refreshing Mountain. Cadets will be responsible for bringing their own sheets & pillows or sleeping bags. Contractor shall provide a bed (or bunk with mattress) and a wall locker for each cadet.

5.1.1. The contractor shall provide separate lodging for male and female cadets. Male and female cadets will be on separate floors and/or in separate buildings. The contractor shall provide separate lodging accommodations for cadre. The facility shall be able to accommodate male and female cadre in separate rooms based on gender. The contractor shall provide separate restroom and shower facilities for males and females.

5.1.2. The Contractor shall furnish all necessary servicing equipment and provide disposable utensils, disposable plates, disposable cups, condiments, and napkins to all authorized personnel.

5.1.3. The Contractor shall provide the necessary management, supervision and labor required to set up, serve and clean up for the meal as well as support the lodging requirements of this PWS.

5.1.4. Vendor will deliver and set up all equipment required to prepare cook and serve the food prior to serving time. The Contractor shall provide a minimum of two serving lines for each meal to expedite the service.

5.1.5. The Contractor shall provide the necessary management, supplies, equipment, supervision and labor required to set up, clean up and remove trash from the dining area.

5.1.6. The Contractor shall provide the necessary management, supplies, equipment, supervision and labor required to set up, maintain, and tear down all the training activities including, but not limited to, the following: archery, high & low ropes courses, confidence courses and orienteering site.

5.2. Menus. The contractor shall provide a menu very similar to the one stated in 5.2.1. All breakfast and dinner meals shall be served hot. All meals shall be nutritionally balanced with an emphasis on fresh ingredients, with the exception of beverage base powder, the contractor will not use any dehydrated food products of any type of canned meat products (excluding beverage base powder). The menu shall be coordinated with the Government POC upon receipt of the award date as soon as possible within 48 hours.

Any changes to the menu for alternative replacement agreed upon at that time.

5.2.1. Menu Examples:

Breakfast example 1: Pancakes, waffles, cold cereal, home fries, sausage, eggs, 3 whole fruit choices, 2 juice choices, milk & coffee and condiments

Breakfast example 2: French toast, waffles, home fries, bacon, eggs, cold cereal, 3 whole fruit choices, 2 juice choices, milk & coffee and condiments

Lunch example: cold cuts / sandwich on bread or roll, lettuce, cheese, mayo, mustard, etc, chips, 2 choices of desert, fruit punch, milk & coffee and condiments

Dinner example 1: Lasagna, chicken tenders (2 choices), rice pilaf, baked potatoes, 2 vegetable choices, 3 desert choices, salad, rolls, juice, milk, & coffee and condiments

Dinner example 2: : Fish sandwich, beef stroganoff, egg noodles, (2 choices), potato wedges, 2 vegetable choices, 3 desert choices, salad, rolls, juice, milk, & coffee and condiments Note: consideration / accommodations must be made for vegetarian meals for approx. 5-8 people per meal.

5.2.2. Feeding Times:

5.3 Billeting. The contractor shall lodge male and female cadets on separate floors and/or in separate buildings. The contractor shall provide separate lodging accommodations for cadre. The facility shall be able to accommodate male and female cadre in separate rooms based on gender.

5.3.1 The contractor shall provide separate restroom and shower facilities for males and females.

5.4 The contractor shall provide the following nearby dining and training facilities:

5.4.1 On-site dining facility capable of seating 150 individuals at the same time.

5.4. Training facilities. The contractor shall provide training facilities and at least one trained and certified employ to escort Cadets to/from these training facilities that can be used approximately 10 hours a day for 5 training days on a morning and afternoon rotational basis with approximately 8-10 cadets at each of the 15 training sites.

5.4.1. The contractor shall provide a building or large room in a building equipped with four 8-foot tables and 10 chairs for in-processing of cadets on opening day and for use as an indoor classroom.

5.4.2. The contractor shall provide a building or large room in a building equipped with 5 8-foot tables and 20 chairs for the Cadre to operate a 24-hour a day command post.

5.4.3. The contractor shall provide a building or separate room to set-up a first aid station for medics that will be open 24 hours a day. The space must include a sleeping space at or near the aid station and nearby restroom facilities. This space must be capable of accommodating at least two medics and will possess a working air conditioner.

5.4.4. The contractor shall provide an indoor gym in case of inclement weather that can accommodate 120 cadets and 30 cadre for indoor sports such as basketball or volleyball.

5.4.5. The contractor shall provide a swimming pool that accommodate 120 cadets for use in the conduct of drown-proof training. The contractor will provide at least two certified lifeguards at the pool during the 4-hour time period on Wednesday 12 June 2019 for aquatics. Lifeguard hours will be coordinated between the vendor and the government POC.

5.4.6. The contractor shall provide an area at least the size of a football field to accommodate the morning physical fitness training and an area to run at least 2 miles. The area shall be clear of trees and other obstacles that may pose a safety risk.

5.4.7. The contractor shall provide two land line telephones in case of any emergency or the use of any Cadet or Instructors to call home.

5.4.8. The contractor shall provide a climbing tower and rappelling tower and all associated equipment.

5.4.9. The contractor shall provide a wooded or brushy area of at least 2.4 acres on which to conduct land navigation training.

5.4.10. The contractor shall provide a confidence building facility consisting of a rappel tower with climbing wall. It must be a certified rappel tower. Rappel tower is not to exceed 60 feet in height and be a minimum of 20 feet in height. The tower shall have a short wall not to exceed 10 feet and must possess an enclosed staircase leading to the top of the tower. The rappel tower and confidence building facility must be in compliance with the standards set forth in CCR 145-2.

5.4.11. The contractor shall provide area 1 to 2 acres in size to conduct organized athletics/graduation ceremonies or inside building to accommodate 150 people for graduation in case of in climate weather.

5.4.12. The contractor shall provide an outdoor parade field suitable for seating 120 cadets for use in opening orientation, talent night/skits and awards ceremony.

5.4.13. The contractor shall provide water containers at each training site. The contractor shall fill water containers with ice twice daily at the start of morning training and again during afternoon training. The contractor shall also provide Gatorade to each training site.

5.4.14. The contractor shall provide a cadet command certified obstacle course to include military style course with climbing ropes and crawling obstacles. Any obstacle over 20 feet in height will be placed off-limits and inaccessible to cadets and cadre.

5.4.15. The contractor shall provide two each flag stands outside the headquarters building. Stands must be stable and not easily blown down by strong winds.

5.4.16. The contractor shall provide outside restrooms for male and female along with hand washing sinks for the duration of this JCLC encampment that will accommodate 150 people.

5.5. CONTRACTOR MANPOWER REPORTING (CMR) The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services under this contract for the US Army Cadet Command via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and click on "Department of the Army CMRA" on the icon of the DoD organization that is receiving or benefitting from the contracted services.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar http://www.ecmra.mil/ year, beginning with 2019.
