JUNIOR ROTC SCHOOL OF CADET COMMAND (JSOCC)

Section 1
GENERAL REQUIREMENTS
1. Scope of Work. The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor to provide lodging accommodations as specified herein for students attending training conducted by the Junior ROTC School of Cadet Command (JSOCC) at Fort Knox, Kentucky during the Fiscal Year 2018. The contractor shall provide accommodations in accordance with the terms, conditions, and specifications set forth in this lodging specification statement.
1.1 The contractor shall provide smoke free single occupancy hotel rooms. The total number of students attending each class will fluctuate dependent upon the needs of the Army. Class fills are estimated at up to forty-four (44) students and guest instructors. The number of hotel rooms will not exceed forty-four (44). Twenty-five percent (25%) of the courses for any Fiscal Year may be canceled at the discretion of the Commanding General, U.S. Army Cadet Command. A minimum of five (5) days notification will be given to the hotel without incurring a cancellation charge.
1.1.1 The contractor’s hotels shall be within a ten (10) mile radius of the Chaffee entrance gate to Fort Knox, Kentucky. Contractor’s hotel shall have interior entrances to the rooms and have a two and a half (2.5) star or better rating in accordance with the Tripadvisor rating scale. The contractor shall not subcontract to any other establishment or any other location without prior written approval of the contracting officer. The contractor is authorized to use an adjacent facility for overflow students and guest instructors. Overflow students will be lodged with the same requirements/amenities as students in the original facility and the two facilities must be within walking distance or one-fourth (1/4) of a mile of each other.
1.1.2 Subcontracting. The contractor shall furnish lodging in his or her establishment or at a location specified in the contract. The contractor shall not subcontract to any other establishment or any other location not specified in the contract without prior written approval from the Contracting Officer. Establishments proposed for subcontracting shall meet all of the terms, conditions, and specifications of services in the contract.
1.1.3 The contractor shall reserve the required number of hotel rooms to support the scheduled events at least 30 days prior to the start date of each event. See technical exhibit 2 for a current schedule of 2017 and 2018 classes and events.
Lodging is required the night prior to the class or event date through the morning of the last day of the class or event. An estimated one thousand twelve (1012) class attendees during FY18 will need to receive lodging.
1.1.4 The Contracting Officer will normally issue orders for required services in advance. Failure by the government to provide such advance notice or to modify the order once issued without providing additional notice will not be grounds for a claim for additional compensation by the contractor. Rooms must be provided for consecutive days. Contractors may not move cadre/cadet members from one room to another without prior approval from the JSOCC. Nor shall the contractor “bump” class attendees from their rooms to provide lodging to other attendees who are attending other classes or events.
1.2 The contractor shall reserve requested rooms until 9:00 PM each evening. Rooms shall be assigned within fifteen minutes after arrival at the lodging facility.
Students and guest instructors assigned to the same class shall be lodged in the same hotel to the extent possible. Exceptions require prior written approval by the Contracting Officer.
1.2.1 The contractor shall provide accommodations, services, and privileges normally provided to other hotel guests by the contractor. The contractor shall render courtesy equal to that rendered to other hotel guests and equal to that expected of any public lodging facility.
1.3 The contractor shall provide the requested number of hotel rooms and lodging accommodations for each hotel guest at the prevailing per diem rate, or less, in accordance with rates published at http://www.defens etravel.dod.mil/s ite/perdiem.cfm each night occupancy is required. The government is exempt from paying sales taxes related to this contract. The total unit price for each hotel room shall include all other authorized taxes and/or fees. Tax exemption forms will be provided to the contractor upon request.
1.3.1 Payment will be made for the actual number of rooms ordered, unless a room is canceled prior to 6:00 PM, local time, on the day of scheduled arrival. Students not projected will be provided services at the same price as those projected.
1.4 The Government will monitor the contractor’s performance under the Commercial Services Inspection clause.
1.5 Liability. The government assumes no liability for any damage caused by students and guest instructors.
PART 2
DEFINITIONS
2. Definitions.
2.1 Contractor. A supplier or vendor having a contract to provide specific supplies or services to the government.
The term used in this contract refers to a prime contractor.
2.2 Contracting Officer. A person with authority to enter into, administer, and/or terminate contracts, and make Related determinations and findings on behalf of the government. Note: the only individual who can legally bind the government.
2.3 JROTC: Junior Reserve Officers’ Training Corps
2.4 JROTC Instructor: A Retired Commissioned Officer, Warrant Officer, or Non-
Commissioned Officer (NCO) in the grades of E-6 to E-9, WO1 – CWO5, or O-3 to O-6 who serves as an Instructor for the Army JROTC or NDCC program in an approved secondary education program in the United States, United States Territory, or in a DODEA School in an approved foreign country.
2.5 NDCC: National Defense Cadet Corps – a program identical to JROTC with the exception of how Instructors are paid, and how equipment and materials are paid for.
2.6 USACC: United States Army Cadet Command
2.7 Subcontractor: One that enters into a contract with a prime contractor.
PART 3
LODGING ACCOMMODATION SPECIFICATIONS AND TASK
3.1 Lodging Reservations. In the event the contractor anticipates not being able to perform services identified, the contractor shall notify the contracting officer or other designated representative as expeditiously as possible and use its best efforts to cooperate to maintain the continuity of operations.
3.1.1 Reservation requests received by the contractor from the government or guest after this date will be accepted on a space available basis. If space is not available, the contractor will provide the government or guest a written statement of non-availability.
3.1.2 The contractor shall accept reservation requests made by the government and confirm the booking of the required number of hotel rooms to support the scheduled class or event NLT 30 days prior to each upcoming class or event. The government will provide the hotel an updated list of classes and events upon contract award and upon change thereafter.
3.1.3 The government will contact the contractor to cancel hotel room reservations upon notice from the USACC Brigade JROTC staff personnel that occupancy is not required for the upcoming class or event.
3.1.3.1 The government will adhere to the hotel’s cancellation policy to the maximum extent possible.
3.2 Lodging Specifications. The contractor shall:
3.2.1 Provide non-smoking sleeping facilities that are furnished solely on the basis of one individual to a bed in a single occupancy hotel room. Each hotel room shall have standard equipment and supplies as provided to other hotel guests.
3.2.2 Provide each hotel room with bath towels, washcloths, hand towels, soap, shower mats, bath mats, and any other amenities as provided to other hotel guests.
3.2.3 Provide accommodations and services as provided to other hotel guests.
Accommodations and services may include delivering the morning newspaper, providing a wake-up service, providing snacks and/or coffee in the lobby, providing daily housekeeping services, etc.
3.2.4 Provide breakfast and Wi-Fi services.
3.2.5 Provide a valid receipt to hotel guests upon checking out as acknowledgement that lodging accommodations were rendered.
3.2.6 Ensure building renovations and remodeling do not interfere with the quality of lodging accommodation provided.
3.2.7 Ensure the hotel room is in compliance with applicable fire, security, and safety codes and regulations.
3.2.8 Provide adequate security measures as provided to other hotel guests to ensure hotel guests are in a safe and crime free environment.
3.2.9 Provide lodging in the same hotel to class attendees and guest Instructors assigned to the same class so that efficient transportation for attendees can be coordinated with the transporting agency. JROTC personnel attending certification/recertification and related classes shall not be “bumped” to accommodate other attendees requiring lodging for other events.
3.2.10 Hotel Room Charges. The contractor shall provide an itemized receipt to hotel guests on the date of departure as acknowledgement that lodging accommodations were provided.
3.2.11 The government will not be responsible for any miscellaneous charges incurred by the guest. The contractor shall explain to each guest that miscellaneous services are not covered by this contract, and are payable by the guest if received. Miscellaneous services include personal telephone charges, pay-for-view movies, room service, and other such services that are not freely supplied to all hotel guests.
PART 4
REFERENCES
4 The contractor shall adhere to applicable directives, regulations, publications, manuals, references, and local policies and procedures related to providing services for this contract.
TECHNICAL EXHIBIT 1
United States Army Cadet Command JROTC Class and Event Dates
Attached is the list of USACC JROTC Instructor Training class dates and events scheduled for 2017and 2018.
(A) Note: The USACC JROTC Directorate has confirmed the dates for FY18 (04 December 2017– 28 September 2018). A list of attendees for each class will be provided to the hotel NLT thirty (30) days prior to each class date. The JROTC Directorate will update and confirm the list of attendees NLT ten (10) days prior to the class date. Any changes to the list due to emergencies or other mission-related contingencies will be coordinated with the hotel NLT five (5) days prior to the class date, or as soon as discovered.
