Question 3. Since the proposal submission date is 25 September 2018, does the government intend to complete evaluations and make an award by 30 September 2018?

Regarding Section 1.6.4.1, which reads: “During the deployment execution (May-Aug) irregular hours and work days, and work weeks exceeding 40 hours may be required to provide support for teams deployed, and at Fort Knox. Such support services may be required at irregular hours including early mornings, evenings, and weekends. Support services may require telephonic or face-to-face interaction. During the deployment season (May-Aug), contract PM shall judiciously grant contractor vacation and other leaves of absence. PM must inform Government POC and outline a viable plan showing how all requirements will be accomplished during contractor’s absence.”

Question 4: Will overtime be approved for this irregular work requirement?

4A. No overtime will be approved. The contractor will need to adjust work hours for SCA employees so they don’t exceed 40 hours during the week. The Project Manager or Assistant Project Manager may have to work extra hours to comply with mission requirements.

5A. There are no Facilities Clearances required.

9A. Yes. It is possible for a vendor to substitute uniformed experience if they can demonstrate to the Government they meet this requirement.

Question 10. Does the five year experience in the military (outlined in 10 EVALUATION CRITERIA, 2. Key Personnel (page 6 of RFP) and in Section 1.6.11 of the PWS), have to be per role or can a plurality of years of military experience be considered acceptable for fulfilling this requirement if KO and COR determine that the Program Manager and Assistant Program Manager both "possess a thorough knowledge and experience of the Army organizational structure, mission objectives, functions, procedures, agency regulations, and policy pertaining to the Department of the Army" apart from their joint uniformed military experience?

10A. If it can be determined that the Program Manager and Assistant Program Manager both "possess a thorough knowledge and experience of the Army organizational structure, mission objectives, functions, procedures, agency regulations, and policy pertaining to the Department of the Army" apart from their joint uniformed military experience the five year military experience requirement will be satisfied.

Question 11. Is the Program Manager/Assistant Program Manager 5 year military experience (outlined in 10 EVALUATION CRITERIA, 2. On page 3, paragraph 4, the Government informs offerors that “Offeror shall submit with its proposal all information required under the section titled ‘INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS’”. We do not see, however, a section with such a title. Could the Government provide clarification as to where in the solicitation this paragraph is intended to draw the offeror’s attention to?
