Performance Work Statement Mobile County Public School System JROTC Cadet Leadership Challenge (JCLC)
Science, Technology, Engineering and Mathematics (STEM) Academy For USACC JROTC Cadets
3 - 8 June 2018
PART 1
GENERAL INFORMATION
1. GENERAL: This is a services contract to provide facilities, curriculum development, personnel support, lodging, meals, and audio visual training aids support. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: To conduct a JCLC / STEM Leadership Academy on the campus of Spring Hill College in Mobile, Alabama in June 2018 over a six-day sequential period (3-8 June 2018). Contractor shall provide a residential experience for a total estimated 160 cadets in a one-week (6 days) cycle. This will include 20 JROTC instructors on the college/university campus days 1-5. On the final day plan for an additional 20 instructors and personnel. Team building and self-awareness activities along with campus orientations will also be provided. This Academy is a hybrid in that it combines requirements outlined in Cadet Command Regulation 145-2 (dated 1 February 2012) with recent guidance from US Army to promote STEM educational opportunities for JROTC cadets. CCR 145-2 states specifically that JROTC units are to execute JROTC Cadet Leadership Challenge (JCLC) annually. Participation in JCLC is a factor when accrediting/assessing unit performance. The regulation further states that “JCLC will last a minimum of five days and include overnight stays.” Additional objectives are to: “provide cadets an opportunity to practice leadership skills in an unfamiliar environment;
allow cadets a chance to participate in citizenship building exercises; give cadets the opportunity experience living and interacting with their peers from other units; provide an opportunity to participate in adventure training not normally available to cadets; take advantage of recreational facilities available and to have fun.”
The contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and personal services necessary to perform training. The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor to provide lodging accommodations and meals, as specified herein, for the JCLC/STEM Leadership Academy 2018 for 180 personnel for the first five days and 200 personnel for the sixth day. In addition, the contractor shall develop a curriculum to support a minimum of two STEM challenges. This will include the development of the curriculum, a trial execution of the associated STEM challenges, the conduct of professional development for the staff that will be charged with executing the curriculum, and the supervision of the actual execution of the curriculum during the week-long STEM Leadership Academy. The goal of this academy is to oriented toward increasing cadet’s awareness of STEM academic programs and career fields;
enhancing their personal leadership and character development; inspiring academic excellence;
increasing the desire to continue education beyond high school and increasing the desire to pursue STEM related career opportunities. Contractor shall provide at least 10 upper level college students (rising junior, senior or graduate) to coach, mentor and guide groups of 12 to 16 cadets each through the one-week cycle and complete a brief assessment/evaluation on each cadet at the end of the cycle. The college students and/or graduates are expected to live in the dorms near the cadets and guide the cadets through all activities for the entire week. Provide skirted tables for registration as outlined below. Contractor is to provide all equipment as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: One of the major challenges facing the nation is the need for greater emphasis on Science, Technology, Engineering, and Mathematics (STEM) education in our public schools.
A check of the Army Educational Outreach Program’s (AEOP) website is evidence of the Army’s commitment to providing STEM educational opportunities to America’s youth. On their homepage, it states the following: “For over 50 years, the Army has supported a wide range of educational opportunities in science, technology, engineering, and mathematics (STEM) for our youth, college and graduate students, as well as our valued teachers. The need for STEM literacy
– the ability to understand and apply concepts from science, technology, engineering and mathematics in order to solve our nation’s most complex problems – is growing exponentially.
The requirement for STEM literacy goes beyond the traditional STEM occupations of scientist, engineer and mathematician. The Army also has a growing need for highly qualified, STEM-literate technicians and skilled workers in advanced manufacturing, logistics, management and other technology-driven fields. Success and sustainment for the Army’s Science & Technology Enterprise heavily depends on the continuous development of innovative solutions that protect the greatest asset – our Soldier – and our nation, against current and emerging threats.”
To help address this need we intend to expand STEM education in our curriculum for Army JROTC cadets in the Mobile County School District. In order to have the biggest impact on cadets, USACC will partner with Spring Hill College located in Mobile, Alabama, to provide STEM education and activities to JROTC cadets in the Mobile County Public School System (MCPSS). In collaboration with local industries and businesses in the City of Mobile and the surrounding area, this STEM Leadership Academy will meet the objectives outlined above at a minimum cost to the Army.
1.3 Objectives: The Academy addresses the growing need of our area industries for graduates eager and able to fill industries’ STEM-dependent job openings by ensuring that these youth, typically underserved by existing STEM opportunities, are aware of the good career opportunities here in Mobile and the knowledge and skills needed to secure those jobs. Through pre- and post-assessments, focused group interviews, site-based observations and post-camp surveys the following measurable outcomes will be assessed and used to improve future STEM Academies:
- Increased awareness of and interest in pursuing STEM-dependent jobs available in the Mobile and Gulf-coast region with an understanding of the academic and skill requirements for those jobs.
- Increased understanding of, and value for, STEM content and skills, e.g., team and leadership skills, as applied in the Academy experiments and investigations.
- Increased awareness of and interest in attending post-secondary two or four year academic or technical institutions
1.4 Scope: The contractor shall provide for establishment of a STEM education program for the purpose of introducing selected JROTC cadets to scientific, technology and engineering career opportunities, provide direct exposure to the college atmosphere, STEM curriculum, STEM related work sites, inspire the cadets to strive for academic excellence, continue their education beyond high school and pursue STEM related career opportunities. The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor to provide lodging accommodations and meals, as specified herein, for the JCLC/STEM Leadership Academy 2018 for 180 personnel for the first five days and 200 personnel for the sixth day for the period 3-8
June 2018. The contractor shall provide services in accordance with the terms, conditions, and specifications set forth in this Performance Work Statement.
1.5 Period of Performance: The period of performance shall be for six days: 3-8 June 2018.
1.6 General Information
1.6.1 Recognized Holidays: RESERVED
1.6.2 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0700-2100 the duration of the six-day event from 3-8 June 2018. The Contractor shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
1.6.3. Place of Performance: The work to be performed under this contract will be performed on the campus of Spring Hill College, 4000 Dauphin Street, Mobile, AL, 36608.
1.6.4 Type of Contract: The government will award a firm fixed price service contract.

1.6.7 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.

2. DEFINITIONS AND ACRONYMS:
2.1.1 CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2 DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.3 DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.4 KEY PERSONNEL. RESERVED
2.1.5 PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.6 WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.7 WORK WEEK. Monday through Friday, unless specified otherwise.

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities, and services required to perform work under this contract that are not listed in this PWS. The contractor shall furnish all food (as outlined above), facilities, curriculum, equipment, supplies, management, supervision, and labor required for the performance of this contract. As a minimum, three large classrooms, one storage area, and two offices for use by JROTC cadre and STEM instructor staff.
4.2 Equipment. The Contractor shall provide projectors, screens, WI-FI connections.

SPECIFIC TASKS
5. SPECIFIC TASKS:
5.1 Lodging and Meals. Contractor shall provide billeting on campus in the institutions dormitories. Two meals and two snacks (chips or pastry), fresh fruit, juice and bottled water on day 1; two meals per day and two snacks (chips or pastry), fresh fruit, juice and bottled water (days 2, 3, 4, and 5); and, two meals on day 6. Mobile County Public School System CPSS Child Nutrition Program will provide lunch meals on days 2-5 and transportation for movement around the campus and to STEM related work sites, instructional and support staff, instructional space and facilities setup as required, instructional materials for cadets and other consumables as required. The hot meals will be consistent with the USDA Nutrition Standards for School Meals.
Each hot meal will consist of items derived from the meat/meat alternative chart (No less than 1 serving), vegetable/fruit chart (No less than 2 servings), a bread/bread like product (No less than 1 serving) and milk chart (No less than 1 serving).
5.1.a Day 1: Lunch and Dinner; One Snack (180 personnel each)
5.1.b Days 2-5 Breakfast and Dinner; Two Snacks (180 personnel each)
5.1.c Day 6: Breakfast and Lunch (200 personnel each)
5.2 Lodging Specifications. The College’s billeting shall meet the following minimum standards:
5.2.1 Have a dorm rooms capable of accommodating cadets of the same gender in a two person room, with the males being separated from the females.
5.2.2 Are not undergoing renovation or remodeling during the time of camp.
5.2.3 Security.
5.2.3.1 A minimum of one recording security camera at entry/exit points within the building with recordings to be kept for a minimum of 30 days.
5.2.3.2 Interior room entry.
5.2.4 The Contractor shall provide sleeping facilities that are furnished solely on the basis of one individual to a bed with no more than two individuals to a room for double occupancy. Rooms shall have 2 beds, 2 dressers, 2 desk and 2 chairs.
5.2 Fire and Safety. The contractor’s facility shall comply with applicable fire and safety codes and regulations.
5.3 Training Classrooms/Office Space/Storage Rooms. Contractor shall provide three large classrooms, two offices, and one storage room for use by JROTC cadre and STEM instructional staff. Classrooms must be capable of accommodating sixty (60) personnel each (includes cadets and instructional staff). The contractor shall set-up all classrooms, offices, and storage rooms’ audio-visual equipment and training aids as discussed above. Training rooms shall be available a minimum of 1/2 hour prior to beginning of each session.
5.4 Registration. The contractor shall provide room in the lobby to be used as a registration area for the academy. The contractor shall set-up 3 skirted tables with clean linen, color determined by Mobile County JROTC POC. The registration area shall be set with the 3 tables with tablecloth and skirting and 6 chairs.
5.5 Audiovisual Requirements. Audiovisual equipment shall be set-up and 100% operational ½ hour prior to beginning of each session. The contractor shall provide easels for use during the entire event.
5.6 Curriculum Development. The contractor shall develop a curriculum to support a minimum of two STEM challenges to be executed by cadets attending the academy. This will include the development of the curriculum, a trial execution of the associated STEM challenges, the conduct of professional development for the staff that will be charged with executing the curriculum, and the supervision of the actual execution of the curriculum during the STEM Leadership Academy.
Curriculum will be submitted in writing with sufficient copies for the staff responsible to teach and execute the STEM challenges. Any equipment required to support associated STEM challenges will need to be provided to the STEM Academy Commander in sufficient time for these materials to be purchased. Note that these materials will be purchased with funds provided by the Mobile County School District and not the contractor.
5.7 Curriculum Support. Contractor shall provide hands-on STEM related activities, practical exercises to develop a STEM leadership project, problem-based learning activities, site visits to STEM related work sites, team building and leadership development activities, leadership and STEM guest speakers, physical fitness and social activities.
5.8 Instructor Support. Contractor shall provide at least 10 upper level college students (rising junior, senior, or graduate) to coach, mentor and guide groups of 12 to 16 cadets each through the one-week cycle and complete a brief assessment/evaluation on each cadet at the end of the cycle.
The college students and/or graduates are expected to live in the dorms near the cadets and guide the cadets through all activities for the entire week.
5.9 CONTRACTOR MANPOWER REPORTING (CMR): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services under this contract for the US Army Cadet Command via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and click on "Department of the Army CMRA" on the icon of the DoD organization that is receiving or benefitting from the contracted services.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2018. Contractors may direct questions to the help desk by slicking on "Send an email" which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component's CMR website.
