INDUSTRY Q&A

1. Will a description of internal and external J-3 customers be provided? A. Internal customers include other USMEPCOM Directorates. External customers are other DoD organizations. Specific users will provided after contract award and onboarding of resource.

2. Will a separate CLIN be created for Travel? A. Yes.

3. Will Top Secret or Secret be a requirement to access the system? A. The prime contract is required to have a Secret Facility Clearance at proposal submission.

4. Does the PMO already have a CM system or will Contractor be required to maintain a CM system? A. Yes.

5. Will a bidders library be provided with additional details of the current system? A.

No, pertinent system information will be provided to the awardee.

6. What is their current architecture?: A. The frontend for the main applications are running as follows:

WebLogic 11g and 12c for most of the applications The MIRS application frontend is using Oracle Application Server Version

10 for Oracle Forms and Reports The backend is running on Oracle 11gr2 and Oracle 12c The databases are on AIX, but are being transitioned to Linux platforms Some of the application are written in JAVA

And what is the knowledge transfer resources available? A. The Configuration Management library has extensive information that can be used to transfer knowledge to new entities. There are SOPs for most tasks.

7. What are the general requirements in regards to cloud infrastructure? Is it simply that we can scale it by adding hardware resources, what is are the security and performance requirements required by the infrastructure? A. There are no general requirements known at this time. During the period of performance, some portions of USMIRS functionality will be transitioned to MIRS 1.1 and hosted in the CLOUD. The exact specifics are unknown at this time.

8. What version oracle forms are they using? A. The oracle Forms are for the MIRS

Application on the following platforms:

98% of the Oracle Forms Version 10 are running under Oracle

Application Server Version 10 on AIX servers

2% of the Oracle Forms are running on WebLogic on Linux servers

Do they have plans to up grade Oracle forms to be certified with Oracle database 12 C? A. The short term plan is to upgrade the Oracle Forms to the Oracle Application Server to WebLogic on Linux servers.

9. How many concurrent users presently are using this environment, what is the outlook for users for the next five years in terms of growth? A. The applications are able to support 50 to 500 users.

10. What is the infrastructure for SOA in present environment? A. The SOA environment has been configured using WebLogic for the frontend and Oracle databases for the backend; both on Linux Servers.

11. In the Draft PWS, key personnel are stated as being "On-site Contract Manager" and "Alternate On-Site Contract Manager". In Technical Exhibit 3, the government states Senior Program Manager and Alternate Program Manager.

Please clarify which the government prefers? A. Program Manager. Intent is the same: an on-site manager overseeing vendor work.

12. Referencing Draft PWS, Section 1.5, Page 1. Contract period of performance is different on the pre-solicitation than it is in the PWS. Can the government clarify which PoP is correct? (Pre-solicitation says 4/1/18-8/30/19 with 2 1-yr option;

PWS says 4/1/08-3/31/09, with 2 options: 4/1/09-8/31/09, 9/31/09-2/28/20). A.

The period of performance is as stated in the pre-solicitation notice or date of contract award. The solicitation will reflect the anticipated period of performance dates.

13. Referencing Draft PWS, Section 1.5, Page 1. There is one month – September 2019 – where it appears there is no service required. Can the government clarify the period of performance? (Period of Performance: The Period of Performance (POP) for this contract shall be as follows: Base Period 4/01/2018 – 3/31/2019;

Option One 4/01/2019 – 8/31/2019; Option Two 9/31/2019 – 2/28/2020). A. The period of performance is as stated in the pre-solicitation notice or date of contract award. The solicitation will reflect the anticipated period of performance dates.

14. Can the government clarify if time spent completing the required trainings

(referenced in Draft PWS 1.6.7.8, 1.6.7.9, and 1.6.7.10, for example) are billable to the contract? A. The tasks would be completed after on-boarding of personnel. As such, they should be covered under the “firm fixed price” for the contract.

15. On Technical Exhibit 3 of the Draft PWS, it seems that the government recommends 2080 hours per person. An entire man year is 2080 but a work year is 1920 (2 weeks vacation/leave and 10 holidays). Can the government please clarify the hours required for the recommended personnel, as stated in Technical Exhibit 3? A. The government 2080 equates to a single CME as stated in the question. Government does not expect to encounter gaps in service.

16. In the pre-solicitation the government states, "It is anticipated offerors shall have an Oracle Gold certification in order to provide these services.” We understand that the engineers must have the required certifications and experience necessary to do the work; would the government consider removing corporate-level certifications? A. No.

17. If the Contractors GAAP is to place G&A on travel, will this be permitted? A.

Question is not clear and unable to provide a response.

18. Is there a requirement for Past Performance citations? A. Requirements for past performance will be detailed in solicitation.

19. Are there page limits for the proposal? A. Requirements for page limits will be detailed in solicitation.

20. Is there a required layout or structure for the proposal volumes? A.

21. It is mentioned that a Contract Manager is required, but also a Program

Manager, working only 3 days. Will the Contract Manager be full time on the contract? A. The Contract Manager/Program Manager. Intent is the same: an on-site manager overseeing vendor work.

22. Our company is looking over the Draft PWS provided and based on the review would the Prime contractor have to have an “Oracle Gold Certification” or is this implicit to if our teaming partner is an Oracle partner that would be sufficient since we are a team. A. The Prime must have Oracle Gold Certification.

23. The draft RFP states that contracting manager or alternate contracting manager need to be on-site. Would the government consider the contracting and alternate contracting manager to be available off-site remotely? The personnel would still be available between the listed hours via phone, email, or video conferencing. A.

On-site support is required.

24. Does the response to the RFP need to have resume's for contract and alternate contract managers? A. Proposal submission requirements will be detailed in solicitation.

25. Who is the incumbent on this opportunity and what is the contract number for the previous award? A. The incumbent is Comptech Computer Technologies, Inc.

26. Section 1.6.11 of the draft RFP states that "contract manager" and "alternate contract manager" are key personnel. However, last page of the draft RFP, current distribution of the workload, does not include these positions. Is "Senior Program Manager" the same as "contract manager"? A. Yes.

29. Will you consider HUBZone firms for this solicitation? Or will it be restricted to

8a’s? A. This requirement is 100% set-aside for 8(a) small business.

30. We see the Pre -solicitation on FBO. Can you tell us if this will be procured using the current vehicle , GSA STARS Contract? A. The solicitation will be posted on

FBO.

32. Can the incumbent bid on this effort again as a prime? A. Not a relevant question.
