SUMMARY OF CHANGES

Solicitation W9124D-18-R-0031, USMIRSDBA

1. Section L, Proposal Preparation Instructions paragraph C, item 2(c), changed text "pitch" to "point" and add the word "font."

2. Page 3, changed the last paragraph from two to three one-year option periods.

3. Under FAR Clause 52-212-5, changed clauses 52.222-55 and 52.222-62 to "N/A".

4. Section L, changed the page limitation table, Past Performance Volume, and deleted items Consent Letters, Client Authorization Letters.

5. Section L, Proposal Submittal & Inquiries, item C, section (a), General Volume Electronic file and PWS 1.6.21, add phase-in plan is due at proposal submission and to be included in the General electronics file.

6. The following changes were made to the Performance Work Statement (PWS):

PWS 1.5.4.1 - added the Government requires contractor support to be available between the hours stated with personnel on-site working an 8-hour day. The Government estimates are based on contractor personnel working an 8-hour day;

PWS 5.2 - updated Adobe Experience Manager (AEM) to reflect version 6.2;

PWS 5.2 - added Adobe Experience Manager (AEM) is deployed using RedHat Enterprise Linux, Oracle

12c Database, Oracle LiveCyle for document management and security;

PWS 5.2 - added Adobe Experience Manager (AEM) forms run on Weblogic 11g;

PWS 5.2 - added Adobe Experience Manager (AEM) acts as the backend data store electronic forms (DD forms 4 & 93 in PDF format);

PWS 5.2 - added Transition to the Oracle 12c platform is now completed for the Oracle Forms platform;

however, maintenance of the forms remains a requirement;

PWS 5.2 - added Adobe is covered under the MIRS Authorization to Operate (ATO) until 31 July 2018;

PWS 5.2 - added USMEPCOM is currently using Oracle 12c and has no current plans to replace Adobe

Experience Manager (AEM); however USMEPCOM does have plans to continue with normal patching and software application updates as provided by the software vendors;

PWS 5.2 - added the contractor shall be responsible for the operational capabilities, and availability of the USMEPCOM Production Environment System. The contractor shall be expected to provide qualified resources to ensure system availability. To achieve the desired goal, the contractor shall provide hands on systems administration and database administrator services;

PWS 5.17 - added the DADSIWG is a Joint Service conference occurring semi-annually, each requiring recording services for 24 hours with the discussions provided as an electric and paper transcript with 15 working days of the completion of the conference. Conferences may occur at HQ USMEPCOM, North Chicago, or at alternate locations in the United States;

PWS 5.17 - added contractor stenographer support is billable; offerors shall determine the cost associated with providing this service and include it in their proposal as this action will be awarded as a Firm Fixed Price contract.
