(ii) Technical Volume.

a) The Technical electronic file shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the Offeror’s proposal. Legibility, clarity and coherence are very important. Your responses will be evaluated against the Technical factors defined in Section M, Evaluation Factors for Award. The proposal should not simply rephrase or restate the Government's requirements, but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Statements that the offeror understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will be considered unacceptable. Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.

b) The Technical electronic file shall, at a minimum, be prepared in a form consistent with the Performance

Work Statement (PWS) and the evaluation criteria for award set forth in Section M of this solicitation. The section shall be prepared in an orderly format and in sufficient detail to enable the Government to make a thorough evaluation of the contractor’s technical competence and ability to comply with the contract task requirements specified in the PWS. The offeror shall address as specifically as possible the actual methodology you would use for accomplishing the PWS tasks. The volume shall be organized according to the following general outline:

-Table of Contents -Cross Reference Matrix -Exceptions/Assumptions (Identification and explanation of any exceptions or deviations). Additionally, identify any assumptions used in preparing the proposal.

-Required Documents for Proposal (see below) -Evaluation Criteria Section. The Technical factor is divided into the following two subfactors:

Subfactor 1 - Property Security/Safety Controls. The offeror’s proposed Property Security/Safety Controls. Offerors shall describe proposed security enhancements/measures as required by the PWS. The description shall identify the existing security enhancements of the proposed hotel, identify the location of the dedicated applicant check-in point, any proposed applicant lounge, designated smoking area, as well as describe the area surrounding the proposed hotel. Offerors shall provide a safety/security plan that address PWS 5.3.

Subfactor 2 - Quality Control. Offerors shall provide the name of the proposed hotel and provide its physical address. Offerors shall demonstrate fully that it currently possesses, or by the time of contract start date, can acquire, develop and have available, the technical qualifications stated in the solicitation which the Government has determined essential to the reliable, efficient and timely accomplishment for the required services.

Offerors are permitted to propose up to three hotel properties. By submission of its proposal, offerors agree to an on-site evaluation of its proposed hotel facilities, including sleeping rooms, dining area, kitchen, public restrooms, pool, fitness facility, proposed hotel vehicles (does not include DoD approved carriers) any other areas offered, and any other areas of the hotel when requested by the Source Selection Evaluation Board (SSEB) evaluation team. Upon request by the government, offerors shall present any and all facilities for evaluation. The offeror shall present for evaluation, one guest room of its choosing, and shall be prepared to present another guest room as randomly selected by the government. Failure to provide access to any proposed hotel facilities will result in the evaluation being halted and the proposal being determined unacceptable. The purpose of the on-site evaluation is to confirm the content of the written proposal and to assess the security and overall quality of the proposed hotel facilities. The government will neither entertain oral presentations nor enter into any discussions with the contractor and/or subcontractor during the on-site evaluation. Additionally, proposal revisions will not be accepted during the on-site evaluation.

Required Documents For Proposal

a. Most recent legible copy (no older than 12 months from the proposal submission date) of the proposed food preparation facility’s health inspection report. The facility must have received as a result of its latest city, county, or state health inspection, a score of “A" or "B"; "85 or above", or "pass", if a pass/fail inspection system is used. The score must be clearly annotated on the report. The contractor shall ensure the facility maintains these scores throughout the life of the contract. In localities where food inspections are not required, a statement to that effect, signed by the appropriate city, county, or state governmental official, shall be included in the offeror’s proposal in place of the food inspection report. NOTE: Current, unexpired copies of all permits and inspection will be requested just prior to award and submitted annually thereafter. The Sanitation Rating form is not acceptable.

b. One legible copy of all of the proposed hotel's current city, county, or state government-issued elevator operator's permit for each elevator located on the proposed property. The submission of expired permits or inspections will not be accepted. NOTE: Current, unexpired copies of all permits and inspection will be requested just prior to award and submitted annually thereafter.

c. One legible copy of all of the proposed hotel's current city, county, or state government-issued swimming pool inspection report or operator’s permit. The submission of expired permits or inspections will not be accepted. NOTE: Current, unexpired copies of all permits and inspection will be requested just prior to award and submitted annually thereafter.

d. One legible copy of each subcontractor agreement, executed by both the prime contractor and the subcontractor. Contractors shall not include within subcontractor agreements information that is deemed to belong in the technical proposal. The subcontractor agreement shall indicate that the subcontractor has read and understands the PWS and has agreed to perform in accordance with such, and understands and agrees to comply with the provisions of prevailing wage requirements. Each subcontractor agreement shall be no more than five pages.

e. One legible copy of any subcontractor agreement where the proposed subcontract hotel itself subcontracts for non-organic transportation and use of that non-organic transportation is being proposed by the prime contractor. This is to allow the Government to verify that the proposed subcontract hotel is fully aware of the transportation requirements, and that proposed non-organic transportation is DoD approved. Each subcontractor agreement shall be no more than five pages.

NOTE: Subcontracting agreements shall contain a provision that the subcontractor will not seek payment or make a collection effort against the applicants for meals, lodging, or transportation charges. Neither the contractor nor any subcontractor shall require or request applicants to sign any documentation acknowledging liability for meals, lodging or transportation charges. Failure to include this provision may result in non-acceptance of the subcontracting agreement and may be cause for the contract to be terminated for cause/default. Applicants may be requested to sign documentation acknowledging liability for any damage they may cause to their room or the hotel, and any other charges they might incur during their stay at the hotel, i.e., long distance calls, pay-per-view movies, etc.

(iii) Past Performance Volume.

a) The Past Performance evaluation will be accomplished by reviewing aspects of an Offeror's recent and relevant

Past Performance, focusing on and targeting performance which is relevant to the effort.

b) Past Performance information described herein is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners proposed to perform 49% of the proposed effort based on the total proposed price.

c) The offeror shall include documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation. The offeror SHALL NOT go back any farther than (than 3 years from solicitation issuance date) for the submitted data. The past performance data shall document a successful history of past contract performance. Past performance should be for services of similar in size, scope, or complexity to the requirement required herein. Documentation submitted shall include information for at least two contracts performed within the past three years of the solicitation issuance date and shall include a point of contact/reference with current telephone number (if reference is a government contract, contract information should be for the contracting officer who administered the contract; the contract number and the contracting officer’s representative, if applicable). The offeror may identify additional points of contact. The offeror may also describe any quality awards or certifications that indicate possession of a high-quality process for providing the services required. Include information on what segment of the company received the award or certification and describe when the award or certification was bestowed.

d) In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the offeror’s Past Performance Volume and information obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems, Defense Contract Management Agency (DCMA) and commercial sources. Offerors are reminded that both independent data and data provided by offerors in their proposals may be used by the Government to evaluate offeror past performance. However, the burden of providing thorough, complete, and current past performance information as requested in this paragraph remains with the offerors. Proposals that do not contain the information requested by this paragraph risk rejection or a less than acceptable performance rating by the Government. All past performance comments received will be taken into account and could affect the overall rating. The overall past performance evaluation is a subjective decision based on the whole of all data received. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

(iv) Price Volume. Offerors shall complete the CLIN (BID) schedule (pages 5-8). Offerors shall submit all unit prices to the whole penny. Offerors shall select the appropriate the local General Services Administration (GSA) per-diem rate based on the county in which the proposed hotel is located and the full per-diem rate on which it based its proposed per-applicant price multiplied by the estimated annual number of applicants. If there are multiple per-diem rates or seasonal per-diem rates in the area of consideration, the Government will provide offerors a blended per diem rate.

The GSA per diem rate is the per applicant allowance for lodging (excluding taxes), meals and incidental expenses. GSA establishes per diem rates for destinations within the continental Unites States (includes Puerto Rico, Alaska and Hawaii). Current per diem rates in the continental United States (including Puerto Rico, Alaska and Hawaii) are found on www.gsa.gov by searching the city and state (or ZIP code).

Note: San Jose is comprised of one county. The Fiscal Year 2018 blended GSA per-diem rate is $284.50.

SECTION M

EVALUATION FACTORS FOR AWARD

A. Basis for Contract Award

(1) This is a best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). Award will be made to a single offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose proposal conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the Lowest Priced Technically Acceptable (LPTA) offer.

(2) Trade-offs between cost/price and non-cost/price factors are not permitted. Unreasonably high/unrealistically low, unbalanced, inaccurate or incomplete price proposals, may be the grounds for eliminating a proposal from competition. The Government will evaluate proposed prices for reasonableness using price analysis techniques. Proposed prices evaluated as unreasonable may be grounds for eliminating a proposal from competition.

B. Award for All of the Work.

The Government intends to make a single award as a result of this solicitation. Offers received for less than the stated number of items listed in the Bid Schedule will be considered ineligible for award. As set forth in FAR 52.215-1 (f)(4), the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a), Clarifications and award without discussions).

Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In the event that discussions are held, a competitive range determination will be made. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

C. Evaluation Approach

Failure to submit all required documents (see Section L) may render the proposal non-compliant and the proposal will not be considered. Evaluation criteria consist of factors and subfactors. The proposals will be evaluated under three evaluation factors:

Factor 1: Technical. The Technical factor is further divided into the following subfactors:

Subfactor 1 – Property Security/Safety Controls. The Government will evaluate the existing security enhancements of the proposed facility, confirmation of the contractor liaison on hotel property at all times while applicants are present, location of the dedicated applicant check-in point, electronic operational video surveillance of the hotel property, recording capability, minimum three diamond rating on American Automobile Association (AAA) as required by PWS 5.1.1, any proposed applicant lounge and/or designated areas that can accommodate at least 70% of the maximum number of applicants required daily, designated secured smoking area, as well as describe the area surrounding the proposed hotel to include presence of adjacent sidewalks, hotel windows and sliding doors shall not open more than six inches, emergency stairwells clean and clear of obstacles, and proposed security/safety plan that addresses PWS 5.3.

Subfactor 2 – Quality Control. Offerors shall demonstrate fully that it currently possesses the technical qualifications stated in the solicitation which the Government has determined the requirements are essential to the reliable, efficient and timely accomplishment for the required services. The Government will evaluate the offeror’s proposed measures to reduce the likelihood of overflow facilities as well as evaluate how the offeror plans to provide services each morning. At a minimum, offerors shall include proposed breakfast times, wake-up times, arrival times, and departure times. The Government will evaluate quality (cleanliness and condition) of the proposed hotel to include the following: the proposed property clean and in good condition; the lobby and dining areas free of any visible dirt; the bedding free of stains and visible dirt; the mattresses/box springs free of tears or stains; the carpets free of stains and visible dirt; hot water provided in the bathroom within 30 seconds; the tub free of hair, mildew, or mold; the toilet operational;

the bathroom floor free of visible dirt; and the room and bathroom free of unpleasant odors.

In cases where vehicles are used to pick applicants up from the MEPS, airport, or bus terminal, or locations that originate from a location other than the proposed hotel, offerors shall provide the physical address of that location. The Government will use https://maps.google.com to verify the commute time from that location to the MEPS, airport, and bus terminal to evaluate the 30 minute pick-up requirement can be met.

The Technical Factors will receive one of the adjectival ratings defined below. The subfactor ratings will be used to determine an overall rating for the factor.

Table 3. Technical Acceptable/Unacceptable Ratings Rating Description Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

Factor 2 – Past Performance. The Past Performance evaluation will assess the offeror’s probability of meeting the solicitation’s requirements as indicated by that offeror’s record of past performance. Past Performance is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror’s proposal and data obtained from other sources, such as the Past Performance Information Retrieval System (PPIRS) or similar systems and State Department Watch Lists. Past performance areas of evaluation include:

- Business Relations

- Quality of Service

- Schedule

- Cost Control

- Customer Satisfaction

(a) Each offeror will receive a performance confidence assessment rating based on the Offeror’s recent past performance, focusing on performance that is relevant to the Contract requirements.

(b) Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have been performed during the past 3 years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

(c) Relevancy Assessment. To be relevant, the effort must be similar in nature of work, size, and complexity. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature of work, size, and complexity to the services/products being procured under this solicitation. Recent past performance is defined as not more than 3 years from the solicitation issuance date; relevant in terms of similar nature of work, size and complexity.

A relevancy determination of the offeror’s (including joint venture partner(s) and major and critical subcontractor(s)) past performance will be made. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated. In establishing what is relevant for the acquisition, consideration should be given to what aspects of an offeror’s contract history would give the most confidence that the offeror will satisfy the current procurement. The past performance information provided in the proposal and obtained from other sources will be used to establish the relevancy of past performance.

(d) The Past Performance Evaluation Team will review this past performance information and determine the quality and usefulness as it applies to performance confidence assessment.

(e) Assigning Ratings. The Past Performance Factor will be assigned one of the ratings defined below.

Table 4. Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the

Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

(f) Offerors without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

Factor 3 – Price. Price will not be scored or rated. The number of applicants stated herein is estimated based on the best information currently available to the Government, but may not be the actual quantity experienced during the contract period.

a) The contractor shall indicate the classification, quantity, man-hours and status (whether full-time or part-time) of personnel, upon which its proposal was based (i.e., desk clerk, full time, 40 hours; cook, part-time, 30 hours). When exercising an option, the government may use this information to determine the reasonableness of a proposed price increase. Failure to provide this information may render the proposal noncompliant and the proposal may not be evaluated or accepted.

b) The proposed unit price shall be a per-applicant rate and shall be inclusive of regular applicants, walk-in applicants, emergency noon meals, contractor manpower reporting, any charges related to use of the Government Purchase Card (GPC), all associated taxes, and all deliverables required herein.

c) As part of its proposal, each offeror shall provide the estimated total cost (if any) incurred to comply with the enterprise Contractor Manpower Reporting Application (CMR) requirement. Offerors shall determine, in the Bid Schedule, CLIN 0002, 1002, 2002 and 3002, to price or not-separately-price the CMR requirement. CLIN 0002, 1002, 2002 and 3002 shall be the CLIN(s) under which the Contractor shall bill for all costs associated with the CMR requirement.

d) Evaluation of price will be performed using one or more of the price analysis techniques in FAR 15.404-

1(b). Through these techniques the Government will determine whether prices are reasonable, complete and balanced.

e) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). As part of price evaluation, the government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror's final option period price to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and 1/2 of the 4th option. Offerors are not required to enter a price for the six-month period.

f) Unbalanced Pricing may be evaluated in accordance with FAR 15.404-1(g), as applicable, to assess potential performance risk which could result in unreasonably high prices.

Definitions:

i. Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.

ii. Completeness/Accuracy. The offeror’s proposal is in compliance with the Price Volume instructions in the solicitation.”

Each subcontracting agreement shall be executed and shall contain the contractor and subcontractor’s signature. Subcontracting agreements shall acknowledge that the subcontractor will not seek payment or make a collection effort against an applicant for meals, lodging, or transportation charges or require or request applicants to sign any documentation acknowledging liability for meals, lodging, or transportation charges. The subcontractor may request applicants sign documentation acknowledging liability for any damage caused to his/her room or the hotel, and may obtain a guarantee of payment (i.e. credit card or advance payment) for services not covered under this contract, such as in-room movies, long distance phone calls, room service, etc, if such services are made readily available to applicants.

In localities where food inspections are not required, a statement to that effect, signed by the appropriate city, county or state governmental official, shall be included in the contractor’s proposal in place of the food inspection report. To minimize the need to lodge applicants in a non-contract hotel, the contractor shall block daily a sufficient number of rooms to lodge no less than the average number of applicants specified in paragraph 1.2.2 above, considering the possible requirement to lodge an odd number of males and/or females. During surge periods, the contractor shall adjust its daily room block to account for the potential increase in applicant numbers. See historical data at TE2. Upon receipt of the projection list from the MEPS at approximately 3:00 p.m., the contractor shall adjust the room block. All reservations shall automatically cancel at 8:00 p.m. unless the applicant is guaranteed for late arrival.

1.5.3 Lodging Overflow. Within 14 calendar days of contract award, the contractor shall submit for approval its lodging overflow procedures, to include identification of an overflow hotel.
