22. Q: Are these available in Microsoft Excel Format? Technical Exhibit C Address Listing and Technical Exhibit D Furniture List and Specifications.
A: These files are available in Excel and can be provided to the awardee in Excel. For solicitation purposes the documents now have to be in PDF.
23. Q: Period of Performance Starts on 4 September 2017 -- Furniture especially the first order takes -- 4 to 6 week to produce, -- 1 week for delivery from the factory floor One to two week for the design and the design Approval process This account for 7 to 9 weeks. Is it the intention of the Army to begin this process on September 4th or begin the first of the furniture installations by then (This would require the contract to be in place by the 1st week of July. Or to have the contract awarded by September 4th, 2017?
A: The intent is to award the first task order by September 4th. This would give the awarded contractor the locations that are available for design. The contractor would then design the space and once the Government approves the drawing then proceed to ordering furniture.
24. Q: Please provide an image and/or description for the term “Breakfront”. This term is referenced under both the desk (page 137) and the locker (page 139).
A: The term “breakfront” is a desk that offers a more professional style look to a desk. The term breakaway is a term used for keys so that if left in the key hole they don’t get broken off in the desk accidently, the “breakaway.”
25. Q: Under “Work Center - Dimensions” (page 138) a minimum height of 24” is listed. Is this specific to the work surface mounting height or overall panel frame height?
A: The desk and work surface should not be any shorter than 24”
26. Q: Under “Work Center - Tackboard” (page 138) it states a tackboard is required. If the panel extends above the worksurface is a tackable panel acceptable?
A: Yes (I understand this to mean that the vendor will provide an entire work surface panel that will be a tackable panel)
27. Q: Under “Work Center – Privacy Screen” (page 138) it states a privacy screen is required. Is this to provided seated privacy between each end-user? Please provide more detail as to location and maximum overall height A.F.F.
A: The privacy screen is provided for end users to have privacy while seated. So when end user sits at their work station they will not be able to directly see their coworker. They would have to stand at their work station if they wanted to have a “face-to-face” conversation.
28. Q: Under “Work Center – Remarks” (page 138) it states workstations must have continuous lay-in data capability in all panel tops. Newer product lines have been developed that would meet all the requirements, but address data differently. Please considering making optional or allowing alternates to be presented.
A: Vendors must provide what is in the solicitation.
29. Q: “Flip/Nesting Chair (Guest Chair) - Dimensions” specifies a minimum width of 26” (page 139). Please consider lowering the minimum width to 22” for an armless option.
A: See Amendment 1 Technical Exhibit D
30. Q: “Benches – Chair Based and Legs” (page 140) specifies a Polished Aluminum finish.
This finish criteria makes it difficult to meet all the other requirements set forth. Please consider adding Chrome, Wood, or Other Metal Finish to allow all other salient characteristics to be met.
A: No. Please provide what is specified in the solicitation.
31. Q: “Tables – Base Finish” (page 140) specifies a Polished Aluminum finish. This finish criteria is limiting. Please consider adding Chrome, Wood, or Other Metal Finish as technically acceptable options.
A: No. Please provide what is specified in the solicitation
32. Q: “Tables – Thickness” (page 140) specifies a 2” thick table top and 4” thick occasional table tops. This thickness criteria is atypical for commercial lines. Please consider modifying thickness requirements to a range of 1-2”.
A: Updated in Technical exhibit D.
33. Q: On drawing providing, there is a “Wall mounted Station” please clarify what this is.
A: The Wall Mounted Station is a Television.
34. Q: Will MICC be providing 2d/3d drawings of the furniture concept.
A: No additional drawings will be provided.
35. Q: What is the Elizabethtown KY RSID# A: This information is not relevant to this contract.
36. Q: Has MICC received a waiver of the non-manufacturer rule for this solicitation to allow small businesses to provide product from large business manufacturers? If not, will MICC be changing the NAICS to 337215 which currently has a class waiver?
A: This acquisition is being performed under a Service PSC, and since this is the case the non-manufacturer rule is not applicable.
37. Q: Please add an additional line for each station of delivery, installation, and rubbish removal for OCONUS locations to allow for the additional freight costs to deliver outside the continental US.
A: Please bid as specified in the CLIN structure provided.
38. Q: Page 68:Evaluation Commercial Items(Oct 2014) item (3) FACTOR 2- Past Performance: Most small businesses do not have PPRIS history and using this system as a way to evaluate past performances will limit competetition for a Small Business Set Aside project.
Will MICC allow a dealer to list past performances that are not stored in PPRIS as a way to satisfy this requirement? If not, how much weight will be assigned to PPRIS past performance?
A: If the contractor does not have a performance evaluation in PPRIS it will not be counted against them. This acquisition is Low Price Technically Acceptable. The factors are not weighted. They will be assessed as Acceptable or Unacceptable. If the contractor does not have a past performance in PPIRS they will be rated Acceptable.
39. Q: With all the questions that will be submitted will MICC consider extending the due date?
A: At this time no extension will be given.
40. Q: To clarify our understanding; When bidding design services for each Period of Performance, is this the total amount that we will charge for performing design services for all the recruiting stations defined within that Period of Performance? OR will it serve the client better to provide the Design Services by Recruiting Station type (i.e. 14 person recruiting station, 12 person recruiting station, etc.), just as Delivery, Installation and Rubbish Removal has been defined?
A: Design Services are to be charged as one design. For example. If the government has a need for the design of a 3 person, 5 person and 10 person recruiting station the Design CLIN will have a unit of issue as 3 each.
41. Q: Page 112 of 143, Government Furnished Items: The government will provide a drawing of each facility floor plan: Will this floor plan be “to scale”? Will the floor plan be provided as a .PDF or as an electronic .DWG file?
A: The floor plans will be provided in the same format as what was provided in the solicitation.
42. Q: Delivery, Installation, Rubbish Removal: Can further detail be provided to help estimate a proper value? Can the list of recruiting stations be organized by year? Are we to assume that there will be no stair carrying of product, no loading dock will be available, normal business hours?
A: Recruiting stations cannot be organized by the year because we have no way of knowing right now which stations are ready to receive furniture.
Some recruiting centers may be located on the second floor. When the list of centers are provided, it will state if the center is located on the ground floor or if the center will have stairs.
At this time we cannot delineate which centers are ground and which are located with steps.
43. Q: Page 115 Technical Exhibit C / Address Listing: Is it possible to add an additional column to this exhibit that indicated which Performance Period each address will be executed?
A: We cannot state at this time which locations will be available in what year.
44. Q: Job site conditions can vary by location and cannot be verified until a site visit can be performed. There are many factors that can alter D&I pricing (proximity to installers, stair carry, tight turns, long push from delivery truck, etc.) Would it be more beneficial to create a formula to calculate the D&I, like a percentage of the price of the furniture?
A: Site visits are authorized for each location. However the government will not pay for the site visits. The site visits will need to be set up with the Recruiting Station in advance as task orders are written.
45. Q: Page 64 of 143: CLIN DELIVERY / TASK ORDER MINUMIM/MAXIMUM QUANITY AND CLIN ORDER VALUE: Is the table missing information in to Quantity and Amount columns?
A: This section is for when a task order is issued of the base contract. So these values will remain blank until a task order is written.
46. Q: General Instructions: Page 70 of 143, #8: Will the award be made pre or post presentation? Will only a “short-list” of respondents be invited to present?
A: Award will be made after Presentations. There will be no short list, all responsive vendors will be set up for an oral presentation.
47. Q: General Instructions: Page 70 of 143, #8: When referencing the “products being provided for demonstration”, are we to interpret this as physical samples of furniture or digital presentations showcasing our product solutions?
A: Any items brought by the contractor for purpose of demonstration digital or tangible.
48. Q: Warranty: We are not familiar with commercial products with a three year warranty. For the application, use and clients benefit we might suggest, for consideration, a longer warranty period and to include not just the parts but the labor as well.
A: Three years is the minimum standard for this requirement.
49. Q: Do you need electrical components inside the panel bases to provide power to the workstation pods?
A: Each work station should have panels that allow for electrical components. See page 139 regarding data lay-in on panels
50. Q: Privacy Screens – Do you want privacy screens that attach to the tops of the worksurfaces or do you want panels that are acoustical and tackable that will provide privacy and wire management?
A: A privacy shade is required. The vendor can present an “acoustical and tackable” option.
