4. Authority Cited: Simplified Procedures for Certain Commercial Items, 41 U.S.C. 1901 (or 41 U.S.C. 1903 for Special Emergency Procurement) as implemented by FAR Subpart 13.5, Other: Airworthiness Release (AWR) for Operation of all National Guard Bureau (NGB) and US Army Reserve (USAR) CH-47F Helicopters with the Technisonic Multi-Band P25 Airborne Transceiver TDFM-7300 or TDFM-9000 Radio installed (TTS1482938), dated 23 Jun 2016. Airworthiness Release (AWR) in accordance with (IAW) Army Regulation (AR) 70-62 to authorize the installation and operation of the Technisonic Multi-Band P25 Airborne Transceiver (TDFM-7300 or TDFM-9000) Radio, on all Army National Guard and USAR CH-47F Helicopters.

5. Reason for Authority Cited: Technisonic TDFM-9000 radio provided by Dallas Avionics are required for the following reasons:

a. The TDFM-9000 Multiband Radio is the only radio approved for installation in the

CH-47F model aircraft. All new equipment must have an Airworthiness Release (AWR) approved by the Aviation and Missile Research, Development, and Engineering Center.

Airworthiness Release (AWR) for Operation of all National Guard Bureau (NGB) and US Army Reserve (USAR) CH-47F Helicopters with the Technisonic Multi-Band P25 Airborne Transceiver TDFM-7300 or TDFM-9000 Radio installed (TTS1482938).

b. Other radios may be capable of meeting mission requirements but they are not approved and the approval process can take 12 months or longer and we have a critical ongoing mission and need this capability as soon as possible.

c. The US Army Reserve has supported the National Park Service since 1990 conducting rescue missions of climbers on Mount Rainer who have become injured or incapacitated. The 11th Aviation Command currently uses a borrowed Radio associated with CH-47D aircraft, but is converting to CH-47F aircraft and needs to purchase and install multiband radios in their new fleet of aircraft.

d. The inability to communicate with the Civil Authorities and the National Park Service increases the risk of incurring delays of critical rescues of injured mountain climbers.

e. Dallas Avionics is the sole source for TDFM-9000 radio. Dallas Avionics Inc. is the exclusive North American distributor for the Airborne FM Transceiver and Audio product lines manufactured by Technisonic Industries Limited. As the exclusive distributor, Dallas Avionics is responsible for selling their airborne products only through licensed Federal Aviation Administration or Transport Canada avionics suppliers to meet product liability requirements. Dallas Avionics is also authorized to sell direct to federal government agencies. In the case of these agencies, they are able to sell direct at discounted prices. Dallas Avionics will be the sole source for sales of Technisonic products at discounted government prices. Given the success of our relationship with Dallas Avionics over the past 20 years and the significant volume of business that we do with them, the factory does not sell direct.

f. Alternatives: There are currently no alternative radios on the market that have an approved Airworthiness Release for the CH-47F aircraft.

6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 for comment.

7. Actions to Increase Competition: The only action taken to increase competition has been market research, but air worthiness certification is constraint. The end user has demonstrated that only approved components can be installed on Military/Government aircraft.

8. Market Research: MICC-Fort Knox have researched the marketplace and to date have not found any other radio that has a current Air Worthiness certification (AWR).

9. Interested Sources: To date, no other sources have written to express interest in the acquisition.

10. Other Facts: Generally, all components on military vehicles and aircraft have National Stock Numbers (NSN). As such this office is working with GSA Global Supply in order to get an NSN for these radios so they can be procured a more efficient way.

a. Procurement History: No procurement history available for this item.
