4. Authority:
Action using Simplified Acquisition Procedures
FAR 13.106-1(b) (1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization.
5. Reason for Authority Cited: Cornerstone on Demand (CSOD) provides a low-cost, out-of-the-box, cloud-based, configurable talent acquisition COTS solution in a FedRAMP level 4 certified cloud environment and specializes in HR applications which closely replicate the functionality of Army G-1 CHRA’s “Local National Staffing Suite.” LNSS is an Army in-house, custom-coded solution and has been used by Army for approximately 15 years to provide semi-automated job vacancy announcement and referral list creation capabilities, but still requires some manual processes such as mailing forms to managers and applicants. Requirements for Army’s cloud solution are:
- Electronic preparation, posting and automated distribution of vacancy announcements
- Online registration for applicants/users
- Online application submission process for applicants/users
- Processing of Severely Handicapped Employee preference applicants
- Online rating of applications
- Online creation of referral lists
- Online display of rating results for applicants
- Electronic submission of referral lists to management
- Electronic submission of management applicant selection
- Electronic coordination of documents between Works Council, Handicapped Employee representatives and HR
- Online display of selection or non-selection for applicants
- Online preparation of Entrance-on-duty documentation
- Online closure of referral lists
- Online display of Entrance-on-duty information for applicants
- Ability to securely store and process Personally Identifiable Information (PII) such as SSN, DoB, place of birth, handicap status
- Multi-language capabilities and support, to include Italian, Korean, German and French
Market research was performed primarily through web searches and Gartner Inc. Our two foremost and inflexible requirements were language support for the primary countries in which Army recruits local national employees (Germany, Italy, Belgium and Korea), and secure FedRAMP-certified data storage and processing. Cornerstone met all the functional requirements with their COTS product as well as the languages and FedRAMP certification to level 4. FedRAMP is the Federal Risk and Authorization Management Program, which provides for a standardized approach to security for cloud products and services.
A Statement of Non-Availability (SoNA) No: 216710559 was approved along with the Goal 1 Waiver IT Waiver_20160223029985.
6. Actions to Increase Competition: HQDA will continue to monitor the market to search for the existence of other potential sources/supplies that can meet their requirements, however, Cornerstone has proven to be a cost-effective and qualified candidate that squarely meets our requirements.
7. Market Research:
