About this file

This document contains Questions and Answers (Q&A) for solicitation W9124C25RA009 for an IRL Education Systems Operator position at Fort Jackson, SC. The Q&A addresses key details about work location, developer certification requirements, and instructional design platforms. Key responses include: (1) on-site work is mandatory, with only 10-15% potential telework, (2) acceptable developer certification includes Army's Common Faculty Development - Developers' Course or equivalent, and (3) the government is open to candidates with alternative instructional design experience, potentially providing additional training during onboarding.

The associated federal contract opportunity is a non-personal services contract for the US Army Institute for the Religious Leadership-Religious Leadership Academy (IRL-RSA) Training Directorate. The contract is an 8A set-aside, Firm Fixed-Price procurement with a performance period from 29 September 2025 through 28 July 2028 (one base year and two option years). The primary objective is developing Chaplain and Religious Affairs Specialist training materials, revising lesson plans, and preparing training materials using TDC or other platforms. The contract will be awarded to the lowest price technically acceptable vendor, with submissions due by 1:00 PM on 24 July 2025, and contractors must be registered in SAM and have a DUNS number.

QUESTIONS AND ANSWERS FOR W9124C25RA009 IRL EDUCATION SYSTEMS OPERATOR

Q1: Would the government consider allowing performance from the contractor’s site, with periodic travel to Fort Jackson?

A1: No. Because of the highly collaborative nature of our training development processes, even with use of web conferencing, we do not believe remote work would suffice to support this requirement. We can permit some situational telework but this should constitute no more than 10-15% of the work schedule and would be dependent on the contractor employees ability to maintain productivity expectations.

Q2: Section 1.5.8 of the PWS states that “Developer certification [is] required” for the Educational Systems Operator. Could the government please clarify what constitutes an acceptable developer certification?

A2: Completion of the Army's Common Faculty Development - Developers' Course or equivalent from another service would be considered. Because of the niche nature of this training, we would consider providing certification training on site for otherwise qualified personnel, but qualified personnel would be weighted heavily. Other formal training and education experience would be considered.

Q3: Would the government consider accepting equivalent experience [to TDC] using other instructional design platforms or Army-authorized training systems, provided the proposed candidate demonstrates strong alignment with ADDIE, ALM, and other TRADOC instructional design standards?

A3: Yes. For otherwise qualified candidates (the qualifications listed in the question), we would consider providing additional TDC instruction as part of onboarding.
