1. Can you confirm the personnel that will need to be onsite at Ft Jackson during the performance of this contract? QC, SSHO, Contract Manager?
A site superintendent will be required to be on site when work is being performed under this contract; they will be required to monitor quality control and safety of contract personnel at the site.
2. Will each task order require a Superintendent, QC, or SSHO at the job site? If so, can 1 individual perform all 3 roles? As multiple task orders will be performed simultaneously, can one Superintendent/QC/SSHO manage multiple task orders?
Typically, this contract uses Call Orders of < $25K, which would be compliant with the answer to #1 above. If a task order is issued through the Contracting Office, a superintendent would be the minimum requirement; if multiple task orders are issued through the Contracting Office simultaneously, the Contracting Officer and the COR would determine what personnel would be required to be at each job site before the task orders are awarded.
3. Due to COVID, will a hard copy of the bid bond be required? Or can we just include an electronic copy in our proposal?
Yes Electronic Copy will be accepted
4. For the pricing sheet it is asking for a sq foot price for the cove base in both the 4” and the 6”. Cove base is typically priced by the linear foot. Can you please adjust this line?
Line will be adjusted to read linear foot on Pricing Sheet
5. You give the approximate total quantity of product ordered under the last 4 year contract which is helpful, but can you give us the total number of delivery orders issued as well?
6. Can you provide the name of prior awarded contractor and their unit prices for each bid item?
Incumbent Contractor:

Unit prices cannot be released unless through Official FOIA request.
Request can be submitted to usarmy.jbsa.acc-micc.mbx.foia@mail.mil
7. You list 32 ounces as your minimum for carpet (tile or rolled). This is a very high ounce weight requirement for what is standard now in the industry and actually may not even be available in carpet tile. Can you confirm that no carpet tile or broadloom carpet will be permitted that is below 32 ounces?
That is correct. If a product is requested and does not come in 32 ounces then we will address that at that time.
8. When compensating a contractor for the items on the bid schedule, is typical waste factor considered in the measurements or will only room net measurement quantity be used to determine DO pricing?
Waste should be figured into the contractors bid. We will compare the numbers against the government’s measurements to ensure they are inline.
