STATEMENT OF WORK

EXTENDED WARRANTY AND TECHNICAL SUPPORT

FOR

AUTOMATED LICENSE PLATE RECOGNITION (ALPR) SYSTEMS

FORT JACKSON, SOUTH CAROLINA

1. OBJECTIVE: The objective of this Statement of Work (SOW) is for Contractor to provide Directorate of Emergency Services (DES) at Fort Jackson telephone and on-site hardware /software (fix or replace) extended warranty on equipment and software for equipment listed below. This extended support covers repairing or replacing as needed hardware/software. It also includes future software upgrades, revision, and improvements. Hardware support still includes unlimited telephone and remote diagnosis support and On-Site support as needed. Support on software still includes all bug fixes, & patches, & new product updates within full version numbers for in-car and VISCE back office modules.

Equipment Covered:

· 3 RDS Mobile 2-Camera Systems,

· 1 Static/Fixed 3-camera ALPR Systems.

· 4 Static/Fixed Camera

· 5 SCIV Processors

· 4 C320 Cameras

· 1 TGX-P processor

· 6 V220EX Camera

· 6 GX450 Modems

2. SCOPE: A Contractor will troubleshoot problem on Automated License Plate Recognition Systems by telephone or on-site at Fort Jackson. Then Contractor will repair or replace hardware/software as needed to resolve problem.

3. WORK HOURS: The Directorate of Emergency Services (DES) regular work hours are from 8:00 am to 4:00 pm local time Monday through Friday except Federal holidays. All on-post work shall be performed during regular working hours, unless prior coordination/approval is obtained from the Contracting Officer or designated representative. Emergency circumstances may occur which require the contractor to perform actions outside of normal working hours.

Recognized Holidays: Contractor is not required to perform services on Federal holidays.

4. GOVERNMENT REQUIREMENTS:

4.1. Provide Contractor timely access to the Automated License Plate Recognition Systems for troubleshooting.

4.2. Fort Jackson will provide suitable work space for Contractor.

5. CONTRACTOR REQUIREMENTS:

5.1. Contractor will provide a qualified technician to troubleshoot and resolve problems by repair or replacement.

5.2. Occupational Safety and Health: The Contractor shall comply with the Occupational Safety and Health Act (OSHA). The Contractor shall be responsible for ensuring adherence to all applicable installation, state of South Carolina, and federal rules and regulations. The contractor shall maintain an accurate record of and shall report to the Contracting Officer at (803) 751-6713, Installation Safety Office (803) 751-7553 and Military Police (803) 751-3116), by telephone or in writing within two hours of occurrence, all accidents resulting in death, traumatic injury, occupational disease, or damage to property, materials, supplies and equipment incident to work performed under this contract.

5.3. Contractor and its employees entering Ft Jackson will be required to provide a valid driver license, vehicle registration and proof of insurance at the Fort Jackson’s security entrance point/gate.

5.4. No weapons are allowed on Fort Jackson. No hand held cell phones will be used while operating a vehicle on Fort Jackson, unless the phone is used with a Bluetooth or other type of ear piece.

6. Antiterrorism/Operations Security Review:

6.1. Access and General Protection/Security Policy and Procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area. Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

6.2. Contractor Employees Who Require Access to Government Information Systems. All contractor employees with access to a government info system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the information systems and then annually thereafter.

7. PERIOD OF PERFORMANCE: Tasks under this SOW covers a period of one base year and 4 option years.
