5.1.1 This task includes sample collection via data sonde and grab sampling, in agreement with the schedule and requirements outlined in the Fort Jackson TMDL Plans. This task involves coordination with laboratory services for the analysis of discrete E. coli samples, as well as interpretation of the data from data sondes and grab sampling.
5.1.2 For E. coli sampling, the Contractor shall be available to respond to potential qualifying storm events within 30 minutes in order to collect multiple storm water grab samples throughout the resulting runoff hydrograph, to ensure collection of representative data. In order for the samples to be analyzed within the holding time, the Contractor will need to retain a certified laboratory for after business hour analyses of the bacteria samples. The laboratory must be certified by South Carolina and follow procedures in 40 CFR 136. The frequency of samples throughout the year is determined by the TMDL Monitoring Plan. Additional samples may be analyzed for various tasks outside of the TMDL Monitoring Plan if Fort Jackson and the Contractor agree upon the need.
5.1.3 For dissolved oxygen sampling, a YSI 6600 V2-2 multi-parameter data sonde and supporting equipment owned by Fort Jackson will be utilized. The Contractor shall operate, maintain, and calibrate the YSI 6600 V2-2 multi-parameter data sonde following the manufacturer’s recommendations. The contractor shall calibrate the sonde at least once per month.
5.1.4 The Contractor shall validate infield flow rates calculated by the SonTek IQ acoustic Doppler profiler using appropriate US Geological Survey methods. During the contract period, the Contractor will be required to perform routine maintenance on the IQ to ensure its proper operation. After the data is collected, the Contractor will be required to correct the data before using it in any pollutant load calculations for TMDL compliance.
5.1.5 The Contractor will be responsible for creating and maintaining a webpage to display data collected from the water quality sonde, weather station, pressure transducer, and SonTek IQ along with the historical data collected. This webpage will allow for near-real-time monitoring of station data collected. This data will be transmitted over a cellular network using a M2M cellular modem.
This monthly cellular bill will be an expense of the contract. The Contractor needs to be familiar with CRBasic programming to program and operate the Campbell Scientific data loggers that Fort Jackson owns.
5.2 NPDES Services.
5.2.1 The Contractor shall update the storm sewer system inventory on areas identified by the Storm Water Program Manager and update the drainage system map at least once per contract period. GIS data shall be provided for inventoried areas in a format acceptable to Fort Jackson.
5.2.2 The Contractor will assess the current Illicit Discharge Detection and Elimination (IDDE) priority areas and determine if changes to the IDDE priority areas are necessary. The Contractor will conduct and assess field screening for illicit discharges IAW the SMS4 Permit.
The Contractor will provide a digital database of the illicit discharges, as identified in 5.3.5 below.
5.2.3 The following best management practices (BMPs) are being considered for the bacteria TMDL implementation plan: (1) Upgrading Fort Jackson’s public education program to target more bacteria related issues, (2) continuing sanitary sewer upgrades through PSUS to eliminate any leaking or illicit connections of sewer lines, and (3) continuing to address and eliminate illicit discharges. The Contractor will also model the potential benefit of reconstructing a dam at Semmes Lake on Wildcat Creek. The data from this model may be used to revise the TMDL Implementation Plan.
5.2.4 The Contractor shall evaluate the effectiveness of the implemented BMPs and revise the TMDL Implementation Plan, as necessary, in order to achieve progress towards addressing the TMDL’s waste load allocation to the MEP.
5.2.5 The Contractor shall update the Fort Jackson Land Disturbance Handbook, when required by a change in permit conditions or when requested by Fort Jackson.
5.2.6 The Contractor shall provide Storm Water Pollution Prevention Plan (SWPPP) review assistance, if needed, during high volume plan review times at the request of the Storm Water Program Manager.
5.2.7 The Contractor shall conduct inspections on approximately fifty (50) Fort Jackson owned structural controls/stormwater BMPs (including dry detention, underground detention, and engineered devices) and provide the Storm Water Program Manager the data and a report describing inspection findings and identify the controls/stormwater BMPs requiring maintenance.
5.2.8 The Contractor shall provide regulatory assistance during a SCDHEC or EPA storm water audit. Maximum expected duration of audit is 16 hours. The Contractor shall also provide regulatory storm water compliance training to Fort Jackson personnel, if needed, not to exceed 16 hours.
