1. In Part 1.3 (Objectives) of the Performance Work Statement (PWS), it states that "The individual training component will be comprised of individual personality and leadership assessments that will be conducted remotely via internet & email". Has a determination yet been made whether these assessments will be entirely "self-rated" or will there be some "360 degree feedback" incorporated as well?

A. 360 degree feedback will be incorporated

2. Is this a new requirement? If not, who is the incumbent? Contract number?

A. The contract number is W9124C-15-D-0008, and the Contractor is INNOLECT

3. Section 1.6.9 - Post Award Conference/Periodic Progress Meetings - We assume these meetings can be held virtually and will not require travel as the meetings shall be held at no additional cost to the government. Please confirm. Should travel be required, we assume these costs should not be included in our pricing and that the Government will reimburse all reasonable costs, please confirm.

A. Yes, they can be held virtually

4. Volume I, Tab D, Section K - We assume if we need to complete only Paragraph B of Section K is our Representations and Certifications are current on SAM.gov < Caution-http://sam.gov/ > . Please confirm.

A. All costs should be included in the firm fixed price.

8. Are Key Personnel for Contractor limited to just the Contract Manager and Alternate Contract Manager, or can Key Personnel also include the Subject Matter Experts who will be delivering actual curriculum development, class instruction, coaching, and/or diagnostic tools and assessments?

A. Key personnel also include the SMEs

9. Contractor Travel section is designated "N/A". (a) Does this mean that contractor travel to the place of performance at Fort Jackson is not allowed? (b) Does it mean that only contractors within the commuting vicinity of Fort Jackson can bid and out of state contractors cannot bid? (c) Does it mean that non-local contractors can travel to Fort Jackson, but that that travel costs they incur (air fare, lodging, car rental, per diem) is not included as part of the Firm Fixed Price? (e) If travel costs are not part of the Firm Fixed Price, are such travel costs nevertheless reimbursable at actual cost by government?

A. ALL contractors (Woman Owned Small Businesses) can bid regardless of vicinity to Fort Jackson. Travel Costs should be incorporated into your overall Firm Fixed Price.

10. Other Direct Costs section is designated "N/A". (a) Does this mean that contractors cannot incur typical ODCs such as the cost of printing, material, books, assessments, supplies, and equipment necessary to deliver the training services? (b) If Contractors must incur ODCs, does this mean that ODCs are not included as part of the Firm Fixed Price? (c) Even if ODCs are not par of the Firm Fixed Price, can ODCS nevertheless be paid by government on a reimbursable basis?

A. All costs should be included in the fixed firm price.

11. The definition of "Key Personnel" appears to be circular: "Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS." This seems to be saying that Key Personnel are personnel required to perform the contract by the Key Personnel listed in the PWS. (a) Does Key Personnel, in terms of personnel evaluated in the source selection process, include not only the Contract Manager and Alternate Contract Manager described in Section 1.6.11, but also the Subject Matter Experts who will be delivering actual curriculum development, class instruction, coaching, and/or diagnostic tools and assessments?

A. Key personnel also include the SMEs.

12. If contractor shall furnish all materials, supplies, equipment, and services required to perform the work described in the contract that are not being furnished by the Government, why are Section 1.16.13 (Travel) and 1.16.14 (Other Direct Costs) designated as "N/A."

A. Contractors are responsible for their own travel and ODC, these costs should be incorporated into your overall Firm Fixed Price.

(b) If not, can offerors include information on their corporate experience and past performance in Volume II, Technical Capability? (c) If the answer is yes, can the 25 page limit for Volume II be increased to 35 pages?

A. TAB-E Executive Summary will be added under Volume I-General to allow vendors to input their corporate structure and any related information. Experience shall be address under TAB-A. See answer to question 17 about past performance information.

15. Section iv states that the staffing approach "shall include a detailed lesson plan that outlines the course requirements to include pre course work and a lunch period." (a) Does "detailed lesson plan" mean a proposed daily schedule for the three-day in-residence training event in Fort Jackson, including descriptions of individual class modules and the administration of any pre-class assessments or tools?

A. Yes

16. Does the "Schedule of Pricing" mean that offerors should include not only the CLINS, but also the two tables on pp. 10 - 11, entitled "CLIN MINIMUM/MAXIMUM QUANTITY AND CLIN VALUE" and "CLIN DELIVERY /TASK ORDER MINIMUM/MAXIMUM QUANTITY AND CLIN ORDER VALUE"?

A. No.

17. If offeror does not have any past performance information in PPIRS or FAPIIS, can it submit project descriptions and actual Past Performance Questionnaires previously filled out by its clients? (b) If so, in what Volume should offeror include such information and could government expand any relevant page limitations to accommodate the inclusion of such information? (c) If not, and there is no information available at all in PPIRS or FAPIIS, we interpret the Note on page 93 as confirming that offerors past performance evaluation will be considered "acceptable."
