About this file
This file is a Solicitation Questions/Inquiries and Responses document for federal contract opportunity W9124B26QA001, addressing contractor inquiries regarding satellite television service installation and maintenance at Fort Irwin, California.
The document clarifies key requirements for the satellite TV service: a standard commercial satellite package is acceptable for channel lineup; the contractor must provide and install new satellite equipment under CLIN 0002; eight cable drops will be distributed across five buildings (Building 237 with 1 drop, Building 326 with 1 drop, Building 334 with 1 drop, Building 340 with 4 drops, and Building 983 with 1 drop). Regarding the 4-hour outage restoration requirement, it applies primarily to on-site physical layer issues such as cabling, receiver, and dish hardware; contractors are not responsible for broader satellite provider service disruptions beyond their direct control, such as adverse weather affecting the satellite, though they must document and explain such delays. The response confirms this is not a new contract; an incumbent contractor currently performs these services under contract number W9124B23P0019, which this solicitation will replace under a base year plus four option years structure.

W9124B26QA001 SOLICITATION QUESTIONS/ INQUIRIES AND RESPONSES
1. Channel Lineup: The PWS references Attachment 3 – Satellite Television Service Channel Listing; however, the specific channel lineup was not visible in the solicitation documents. Could you please confirm whether a specific programming list is required or if a standard commercial satellite package is acceptable?
The channel listing is a standard commercial satellite package
2. Existing Infrastructure: Is there currently an operational satellite dish and receiver infrastructure in place, or should the contractor plan to provide and install new satellite equipment under CLIN 0002?
Yes, the contractor is to provide and install new satellite equipment under CLIN 0002.
3. Service Locations: Will the eight (8) cable drops be located within a single building, or are they distributed across multiple buildings on the installation?
SF 1449 has been re-attached. There are 8 televisions under this new contract in 5 buildings, 1 in 237, 1 in 326, 1 in 334, and 4 in 340, and 1 in 983 so there most likely 8 cable drops.
4. Outage Response Requirement: With respect to the 4-hour outage restoration requirement, is this intended primarily for on-site physical layer issues (e.g., cabling, receiver, dish hardware), or does it also apply to broader satellite provider service disruptions beyond the contractor’s direct control?
It is intended primarily for on-site physical layer issues (e.g., cabling, receiver, dish hardware), and if the disruptions beyond the contractor’s direct control, such as if the satellite is affected by adverse weather, the contractor can explain the reason for delay, which is the weather, then we can understand.
5. We are performing independent research on the Combined Synopsis/Solicitation (W9124B26QA001). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? Appreciate any insight you can provide.
There is an incumbent performing these services. The current contract number is W9124B23P0019.
