About this file

This document contains questions and answers related to solicitation number W9124A23R0021 for a 911 system for the Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground. The questions clarify requirements around pricing structure, optional components, geo-diverse configuration, voice switching system integration, management information system inclusion, equipment requirements, and access to make necessary dial plan changes to the existing Nortel CS-2100 voice switching system. Bidders are instructed to provide a fixed price for all required solution components under CLIN 0001 and for the optional additional workstations under CLINs 9001AA and 9001AB. The existing system will be decommissioned within a year as part of a voice modernization program and replaced with a VOIP call server located off-site, requiring interface changes.

Questions for RFP W9124A23R0021

1. The instructions indicate that final pricing should be provided in the form of CLINS which should be totaled for an overall FINAL Price. But, page 23 of 61 only references one CLIN (0001). Should the entire solution be priced under CLIN 0001?

YES

2. Under which CLIN should the additional, optional components requested in Section 4.4 (Page

17) be listed? CLIN 0001

3. Section 4.4.3 on pages 17-18 refers to CLINS 9001AA and 9001AB for return trip to install additional workstations. How should the estimates be provided under these CLINS (e.g. hourly rate, fixed price)? FIXED PRICE

4. What kind of ANI/ALI interface (IP or Serial) does the existing Spillman CAD support at Fort Huachuca? SPILLMAN DOES NOT CURRENTLY CONNECT WITH 911.

5. Section 4.3, page 10 refers to deploying the proposed solution in a “geo-diverse configuration” but only lists one Data Center site (Host Server A – Building 31044). Where will the other redundant components be installed for the geo-diversity requirement? 1 CONSOLE OR MOBILE

CALL TAKER COMPUTERS AT BUILDING 51028 (FIRE STATION 1)

6. Section 4.3, page 10 refers to connecting to “each of the base’s voice switches”, i.e. on base PBX/VSS (DSN). Sections 4.3.1.1 also indicates that Ft Huachuca has Host Voice Switching System. Please specify the make and model of the base switches and the type of connection desired (T1, PRI, SIP). The current system is the Nortel CS-2100. The connection is T-1 PRI.

7. Section 4.3, page 10 refers to including “a Digital Logger Recorder”. Does the Government require the DLR to be redundant? NO

8. Section 4.3, page 11 indicates the solution must include a management information and reports application but Section 4.4 indicates the Management Information System is optional. Should the requested MIS be included in CLIN 0001 or included in the CLIN for Optional Components?

INCLUDE IN CLIN 0001

9. Section 4.2 on page 9 refers to wireless headsets for the positions and Section 4.3.3.1.7 indicates a requirement for handsets. Should both be included for each position? YES

10. Section 4.3.7 on page 17 indicates that the Contractor is responsible for updating the routing and translations in the Voice Switching System (VSS) to support 3-digit translations of 9-1-1. Will the selected vendor be permitted access to the base VSS to make these dial plan changes? If not, how does the Government propose the selected vendor will be permitted to make the necessary changes? The NEC does not grant others privileged access to our systems. We do all configurations and I can promise you very little if anything will need to be changed from the current configuration. The CS-2100 will be shut down within the next year as part of the Army's voice modernization program. The replacement will be a VOIP call server that will likely be located elsewhere. When the new system is connected to the current CS-2100 the system will soon afterwards be changing the interface to the VOIP call server.
