About this file
This is a Justification and Approval (J&A) document for a sole-source procurement under FAR 13.5 Simplified Procedures for Certain Commercial Items. The U.S. Army Mission and Installation Contracting Command (MICC) at Fort Gordon seeks to award a firm-fixed-price contract to Life Technologies Corporation for maintenance, repair, and support services for critical DNA analysis equipment at the United States Army Criminal Investigation Laboratory (USACIL). The base period contract value is $577,971.95, with an award projected for January 2026 using fiscal year 2026 Operations and Maintenance funds. Services covered include labor, genuine spare parts, travel-related expenses, and shipping; quarterly temperature verification service is included for thermocyclers, though annual preventative maintenance is excluded. Equipment under contract includes four 7500 Real Time PCR Systems, five 3500xL Genetic Analyzers, six Veriti Thermal Cyclers, eleven PROFLEX 96-WELL SAMPLE BLOCKs, and two RAPIDHIT ID SYSTEMS distributed across USACIL DNA and DNAX divisions.
The sole-source justification is predicated on FAR 6.302-1, establishing that Life Technologies is the only authorized and qualified company to maintain and repair the specified Applied Biosystems equipment; major sub-assemblies are only orderable through Life Technologies service engineers, and the company does not authorize third-party service providers in North America. Market research conducted via a sources sought notice posted on SAM.gov on December 12, 2026 yielded no responses, and web and phone inquiries confirmed no domestic alternative providers. The document cites procurement history with four prior non-competitive contracts awarded to Life Technologies (2013, 2017, 2021, and 2024 under contract W91249-24-P0012). The J&A establishes a Class J&A to cover all future actions for these items and services. Impact analysis indicates that without Life Technologies' contract support, USACIL would experience service delays, inability to prioritize repairs, significantly higher part and service costs, and potential extended instrument downtime exceeding the current 60-day case analysis requirement. Fair and reasonable pricing was determined using price analysis, with certified cost or pricing data waived due to the commercial nature of the items and services.

4. Authority Cited: Simplified Procedures for Certain Commercial Items, Title 41 U.S.C.
1901 (or Title 41 U.S.C. 1903 for Special Emergency Procurement) as implemented by FAR Subpart 13.5:
☒Other: FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited:
a. Life Technologies is the only company that is authorized and qualified to maintain and repair the 7500 Real Time PCR System, 3500xL Genetic Analyzer, RAPIDHIT ID
SYSTEM, and Veriti Thermal Cycler. Repairs or replacement parts must be coordinated or purchased through Life Technologies.
b. Alternatives. None.
c. Additional Supporting Information: Life Technologies is the only company that is authorized and qualified to maintain and repair the 7500 Real Time PCR System, 3500xL Genetic Analyzer, RAPIDHIT ID SYSTEM, and Veriti Thermal Cycler. Repairs or replacement parts must be coordinated or purchased through Life Technologies.
d. Impact if justification is not approved: If Life Technologies is not selected as the contractor for this service, DNA analysis at USACIL will not be supported by Life Technologies when a problem occurs with instrument operation, or the quality of the data produced by those instruments. When the ABI instruments fail without a service contract, USACIL will not receive priority support to obtain the parts or get them installed. The cost of parts and service will be much higher than the annual contract price and require the acquisition of a new contract for service at the time of the instrument failure. Since acquiring new contracts can take months, the instrument will be out of service for extended periods of time. Examiners at USACIL are not authorized or trained to perform most of the non-routine maintenance on the instruments. If DNA analysis is suspended, the case analysis time will be much longer and exceed the current requirement of 60 days.
6. Efforts to Obtain Competition: Life Technologies is the only company that is authorized and qualified to maintain and repair the 7500 Real Time PCR System, 3500xL Genetic Analyzer, RAPIDHIT ID SYSTEM, and Verti Thermal Cycler. Repairs or replacement parts must be coordinated or purchased through Life Technologies. No efforts were made to solicit other potential sources.
7. Actions to Increase Competition: No other competition available. Applied Biosystems/Life Technologies is the sole provider of the requested service. Major sub-assemblies for the instruments are only orderable by a Life Technologies service engineer. Life Technologies does not authorize any third-party service provider in North America to perform maintenance and repair on Applied Biosystems instruments.
8. Market Research: A sources sought notice was posted on SAM.gov on 12 Dec 2026. No responses or capability statements were received. World Wide Web and phone inquiries show no other domestic providers of these services.
9. Interested Sources: To date, no other sources have written to express interest in the acquisition.
