About this file
This document is a Memorandum for Record - Limiting Competition at or below the Simplified Acquisition Threshold for the United States Army Criminal Investigation Laboratory (USACIL). The procurement is for a MAGNET GrayKey Offline Premier stand-alone system, a forensic tool for unlocking and extracting data from Apple iOS and Android devices. The system will support criminal investigations by the U.S. Army Criminal Investigation Division (CID), with a specific focus on device forensics. The procurement is a fixed-price purchase order valued at $78,040.00, funded by Operations & Maintenance, Army (OMA) for fiscal year 2025, with an estimated delivery date of 10 June 2025.
The procurement is a brand name justification for the GrayKey system, with Magnet Forensics LLC identified as the sole manufacturer. Market research was conducted, including a Sources Sought Notice posted on SAM.GOV, and the action will be competed as a small business set-aside. The justification emphasizes the system's unique capabilities in unlocking iOS devices (versions 9-11 and iPhone X models) and the critical nature of maintaining this forensic tool, with potential mission impact if the contract is not awarded. The contracting officer has certified the procurement as fair, reasonable, and in the best interest of the government.

a. MAGNET GrayKey is a materials science peripheral and application employed by the USACIL Digital Multimedia Division supporting forensic computer examinations. Annual license and maintenance support must be maintained to ensure continuance of investigations. The Digital Multimedia Division receives weekly updates to support the rapid changes to computer and mobile technology.
b. GrayKey is proprietary to the manufacturer MAGNET Forensics. USACIL must have this tool to support unlocking of Apple iOS 9, 10, and 11, as well as iPhones up to the most recent X model. No other brand can provide the required compatibility to the Government.
c. Impact. Failure to award this contract could result in no further evidence being gathered from the examination of Apple iPhones and computers for the purpose of conducting forensic analysis of illegal activity.
5. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 ☒do apply and will be followed.
Requirement to post justification in accordance with FAR 8.405-6(b)(3), FAR 13.105(c), or FAR 16.505(a)(4)(iii)(A) ☒Action is a brand name restriction, over $25K. It will be redacted and posted with the solicitation.
6. Market Research: Market Research was performed by the customer to determine other companies who can complete the requirement and to determine whether software from another viable source could provide the technical capabilities needed that would be valuable to the USACIL. Upon initial market research (i.e., via internet search), Magnet Forensics LLC was identified as the sole source for this purchase. A Sources Sought Notice, and draft Performance Work was posted to SAM.GOV on May 27, 2025, in which several responses were received. Magnet Forensics provided a limited justification letter stating “Magnet Forensics, LLC, together with its affiliated companies are the sole manufacturer “of the GrayKey Offline Premier system. It was determined that Magnet Forensics LLC has authorized resellers that can provide the software needed. This action will be competed on SAM.GOV as a small business set aside, in which all authorized vendors who can provide the requirement will be able to provide a quote.
7. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
